Cambridge’s economic success to date is the story of a networked and connected city region characterised by world-leading innovation. The city competes on a global stage and is a gateway for high-tech investment into the UK. The City Council has a clear vision to lead a united city, where that economic dynamism and prosperity are combined with social justice and equality. We provide a wide range of services which are more comprehensive than the average district. We are overseeing significant growth in the Greater Cambridge area – the local plans for Cambridge and South Cambridgeshire have been developed side by side and will deliver 33,500 new homes and 44,000 new jobs between 2011 and 2031. We are not planning services just for today but for the new communities of tomorrow. We are clear that to meet some of our budget challenges going forward we need to change the way we currently do things. We are not retrenching in the face of austerity but transforming how we do business and investing for the future. We have been developing new ways of providing services including developing new council business, and are encouraging all services to think commercially and explore income generating opportunities. We have also invested in a digital strategy and ICT to facilitate more flexible working. We are at the early stages of implementation and need to drive and support cultural and organisational change alongside this investment in physical infrastructure. The Head of Transformation is a new role which has been created to lead the integration of the Council’s work on organisational development and culture change, with our digital, transformation and customer agendas. Our aspiration is to move the Council from a position where we have a mixed quality and quantum of digital delivery, to a place where we have digitally enabled services meeting the needs of our customers in a joined up way. We want to maximise the use of technology; to forge a different relationship with our customers and to drive efficiency and cost reduction. We have a track record of strong and united partnership working between members and officers and we have a committed, dedicated and ambitious staff team. Antoinette Jackson, Chief Executive 3 Head of Transformation – Cambridge City Council About the role The Head of Transformation is a new role which has been created to lead the integration of the Council’s work on organisational development and cultural change, with our digital, transformation and customer agendas. Our aspiration is to move the Council from a position where we have a mixed quality and quantum of digital delivery, to a place where we have digitally enabled services meeting the needs of our customers in a joined up way. We want to maximise the use of technology; to forge a different relationship with our customers and to drive efficiency and cost reduction. The post holder will lead an effective programme office team, supporting the delivery of our ambitious capital programmes and transformation projects. They will also provide the strategic interface between the senior management team and the ICT service to ensure our digital and ICT objectives are achieved. They will contribute to the overall corporate management of the Council and will work with the Strategic Leadership Team and other heads of service to drive improvement and achieve outcomes for customers, both within specific service areas and more corporately. They will be focused on helping ensure that the Council achieves its full potential and delivers on its objectives. About you You will have a track record of operating at a senior level in a complex and multi-faceted organisation. You will be experienced at successfully re-designing services within a public sector environment. You will understand the need to balance competing objectives to achieve wider social outcomes and will be able to demonstrate how you have done this in previous roles. You will have excellent political sensitivity and judgement with the ability both to inspire confidence in elected members and to translate political aspirations into practical projects and outcomes. You will be able to demonstrate your knowledge of current change and transformation models. You will have sound commercial acumen, in addition to a practical understanding of how ICT can best be deployed to drive change and achieve efficiencies. A commitment to meet the needs of diverse communities is essential, along with demonstrable leadership and motivational skills. You will be capable of providing clear direction and inspirational leadership to staff, helping them develop to their full potential, as 4 well as helping them to understand the need for change. You will be able to forge strong working relationships between the programme team, staff, service areas and unions. You will have high level influencing skills and a strong commitment to partnership working will be a key part of your leadership style. You will be able to engage with stakeholders, local councils, businesses and the community sector in achieving the Council’s transformation goals. 5 About the Council The city of Cambridge is in the east of England, 50 miles north of London. A beautiful place to live and work, Cambridge is an historic University city and market town with high quality architecture and attractive open spaces. It is also a city of national importance, being a world leader in higher education and many 21st century industries including information technology, telecommunications and commercial research, particularly in the biotechnology sector. Cambridge is at the heart of a buoyant sub-region which is an area designated for major growth in employment and housing. The population of Cambridge is over 131,799. This is forecast to increase to 151,800 in 2031 as a result of new developments. The Council is working in partnership with other local councils and partner organisations to manage the planning for 47,500 new homes in the county. This has major implications for the way that the City Council delivers its services in the future. The Council is committed to supporting sustainable growth of the city in housing, jobs and community infrastructure. We have a clear vision to lead a united city, ‘One Cambridge, Fair for All’, in which economic dynamism and prosperity are combined with social justice and equality. It is a vision we will share and develop, working with our citizens and partner organisations. The City Council employs around 770 staff directly as well as delivering services through others who are based in our shared services and arm’s length partnership arrangements. As an Investors In People employer, we are committed to developing and supporting our staff through effective leadership and continuous improvement that supports the Council’s vision. The Council’s turnover is c. £155 million each year. Increasing levels of partnership working, an ongoing drive for greater efficiency and a clear focus on good customer service mean that we have developed new models for service delivery, driving change and different ways of working. We are part of the only two tier devolution deal in the country- the Cambridgeshire and Peterborough Combined Authority oversees a devolution deal worth at least £770m. The Mayor of Cambridgeshire and Peterborough was first elected in May 2017. One of the Council’s key priorities is to deliver at least 500 new council houses using a grant of £70m we negotiated as part of the devolution deal to meet affordable housing need in the city. This devolution deal is in addition to the existing City Deal partnership for Greater Cambridge (the geography of Cambridge City and South Cambridgeshire). This agreement 6 with Central Government promises up to £500 million worth of funding over the next 15 years. Political Management Cambridge City Council is composed of 14 wards, with three councillors elected in each ward making 42 city councillors in total. The current makeup of the City Council is: . 26 Labour councillors . 13 Liberal Democrat councillors . 2 Independent councillors . 1 Green councillors The next local elections are in May 2019 when a third of the seats are up for election. Political Management 7 Council Structure and Services In addition to the traditional district council services, the City Council provides or commissions a comprehensive range of leisure and arts and community development activities. These include: swimming pools and sports facilities, an internationally renowned Folk Festival, a number of free open air events in our parks and open spaces and a range of community centres. The Council has a number of shared services with other councils and we aim to build on these and develop new shared services in future.
