BARRY The Park Extension Association for Senior Citizens, otherwise known as FILIA, had excel- lent weather for their 12th annual Walk A Thon event held on Saturday Sept. 15 on the streets surrounding their Ogilvy Ave. headquarters. Fundraising for seniors The walkers made their way through the streets of Park Ex, and then back to FILIA for a BBQ lunch prepared by volunteers. The event raised around $11,000 in 2017 and was expected to bring in a similar amount this year. Proceeds will be going principally towards supporting FILIA’s meals-on-wheels programs. Although the area’s Member of Parliament, Prime Minister Justin Trudeau, could not be there, he sent a letter of greetings which was read out to the several dozen people who participated, before they set out on the walk. This thesis compares the experience of two multinational federations, Russia and Canada, specifically the cases of Tatarstan and Quebec respectively, to test this proposition. In these cases, regional leaders assert that the federal constitutional and institutional framework does not sufficiently address their claims for recognition and jurisdiction. Since the constitution and federal design are themselves disputed, the governance of these claims does not depend only on getting the institutions right. Rather the governance of multinationalism in Russia and Canada depends on the ability of elites to engage in ongoing processes of negotiation and accommodation.

    The 2007 Elections in Québec and the Future of the Provincial Party System By James P. Allan, Assistant Professor Department of Political Science Wittenberg University [email protected] and Richard Vengroff, Dean College of Humanities and Social Sciences Kennesaw State University [email protected] 1 Introduction The 2007 general election continued a pattern of electoral change in Québec. The previous three elections in Québec had signaled a progressive incremental change in Québec’s party system (Vengroff and Fisher, 1995; Allan, O’Reilly and Vengroff, 2001; Allan and Vengroff, 2004). Those changes, manifested in increasing voter de-alignment and volatility in party support, were destined to play themselves out even more in the Provincial elections of 2007, and this turned out to be the case. As argued by Belanger and Stephenson (2007) partisanship in Canadian federal parties, including the Bloc Québécois, is associated with three key variables that get at voter attachment: “stability, intensity and loyalty” (8-9). Although they argue that the systems of loyalty may differ significantly at federal and provincial levels, even within parties with the same name, the three factors still come into play. Based on those criteria, polling data and the experience of the last four elections in Québec we hypothesize: H1 All three major Québec Provincial parties, the Parti Liberal du Québec (PLQ), the Parti Québécois (PQ) and Action Démocratique du Québec (ADQ) will manifest a form of weak partisanship among significant numbers of their traditional supporters. In American parlance, over the years we expect a growing number of individual voters to have moved from strong to weak party identifiers and even truly de-aligned independents.
