Operative Planung, politische Mentalitäten und Visionen vor und zu Beginn des Ersten Weltkrieges Obwohl die Literatur zu den Ursachen des Ersten Weltkrieges einschließlich der be- reits im Frieden vorbereiteten operativen Eröffnungszüge inzwischen Legion ist1, sind schwerwiegende Defizite der historischen Deutung geblieben. Insbesondere hat der Versuch einer Rekonstruktion des angeblich rationalen militärischen Ent- scheidungshandelns ans Licht gebracht, daß in den militärischen Planungsstäben offenbar viel weniger nach vernunftgemäßen Kriterien entschieden würde als an- genommen. Nun nimmt aber weder die chronologisch-narrative Darstellungsform, jene im angelsächsischen Sprachraum mit den Worten »to tell a true story« be- schriebene Erzählung von Geschichte in ihrer zeitlichen Abfolge, und schon gar nicht der ausschließlich systematisch-analytische Zugriff mit seiner vorherrschen- den strukturgeschichtlichen Betrachtung - der stets rationales, interessengeleite- tes Handeln als Prämisse zugrunde legt - mentale und psychologische Disposi- tionen, mithin irrationale Faktoren ausreichend zur Kenntnis. Indes setzt die Psy- choanalyse längst voraus, daß unter der Oberfläche scheinbar rationaler Bewußt- seinslagen von handelnden Personen oder Eliten unbekannte und unbewußte Motive und Affekte wirken. The choice of offensive strategy and tactics against an enemy possessing superior weaponry in the Austro-Prussian War and opponents with superior numbers and weapons in the First World War resulted in catastrophe. The inferiority of the Habsburg forces in both wars stemmed from imprudent spending decisions during peacetime rather than conservatism or parliamentary stinginess. The desire to restore the sunken prestige of Austria-Hungary and prove Habsburg great power status drove the military to waste money on an expensive fleet and choose offensive tactics to win great victories. This study shows the civil-military interaction in regard to funding and procurement decisions as well as the deep intellectual debates within the army, which refute the idea that the Habsburg military remained opposed to technology or progress.
