It also gives an account of past discussions on the subject matter held by Legislative Council Members. Background of Route 10 2. Route 10, a proposed dual 3-lane highway of about 12.8-kilometre (km) long, will connect Lam Tei in North West New Territories (NWNT) to Northeast Lantau via So Kwun Wat and Tsing Lung Tau. 3. According to the Administration, Route 10 will perform the following functions – (a) to provide an alternative external road link for Lantau and the airport; (b) to meet anticipated population and employment growth in NWNT; and (c) to meet forecast traffic demand generated by cross boundary activities. 4. The route comprises the following sections – (a) Southern Section (8.3 km) – from North Lantau to So Kwun Wat; and (b) Northern Section (4.5 km) – from So Kwun Wat to Yuen Long Highway. - 2 - Route 10 Southern Section 5. The Southern Section of Route 10 between North Lantau and So Kwun Wat was gazetted under the Roads (Works, Use and Compensation) Ordinance (Cap. 370) in July 2000. Two link roads to connect with Tuen Mun Road were included in the scheme – (a) a dual 2-lane So Kwun Wat Link Road which connected Route 10 to Tuen Mun Road at So Kwun Wat, for vehicles to enter or leave the Southern Section; and (b) a dual 2-lane Siu Lam Link Road which connected Route 10 to Tuen Mun Road at Siu Lam, for vehicles to enter or leave the Northern Section.

The Hong Kong Link Road (HKLR) serves to connect the Hong Kong-Zhuhai- Macao Bridge (HZMB) Main Bridge at the Hong Kong Special Administrative Region (HKSAR) Boundary and the HZMB Hong Kong Boundary Crossing Facilities (HKBCF) located at the northeastern waters of the Hong Kong International Airport. The construction of HKLR is separated into two sections, with the construction for the section between Scenic Hill and Hong Kong Boundary Crossing Facilities being commenced in October 2012. 1.2. According to the updated Environmental Monitoring and Audit (EM&A) Manual (for HKLR), monthly line-transect vessel surveys for Chinese White Dolphin should be conducted to cover the Northwest and Northeast Lantau survey areas as in AFCD annual marine mammal monitoring programme. 1.3. In October 2012, Hong Kong Cetacean Research Project (HKCRP) has been commissioned by Atkins China Limited to conduct this 54-month dolphin monitoring study in order to collect data on Chinese White Dolphins during the construction phase (i.e. impact period) of the HKLR03 project in Northwest Lantau (NWL) and Northeast Lantau (NEL) survey areas, and to analyze the collected survey data to monitor distribution, encounter rate, activities and occurrence of dolphin calves. Photo-identification will also be collected from individual Chinese White Dolphins to examine their individual range patterns.

PROBLEM We need to ascertain the feasibility for the relocation of Sham Tseng sewage treatment works (STSTW) to caverns in order to release the existing site for housing or other uses. PROPOSAL 2. The Director of Drainage Services, with the support of the Secretary for Development, proposes to upgrade 401DS to Category A at an estimated cost of $39.2 million in money-of-the-day (MOD) prices for carrying out a feasibility study and the associated site investigation works on relocation of STSTW to caverns. /PROJECT ….. We propose to upgrade 401DS to Category A, comprising – (a) detailed engineering feasibility study including relevant preliminary technical and impact assessments1, preparation of an outline design of engineering works, formulation of implementation strategies and programmes etc. for relocation of STSTW to caverns and the associated works2; (b) planning review with broad technical assessment of the future land use of the existing site of STSTW for the purpose of establishing a business case for the relocation proposal; (c) public engagement (PE) and consultation exercises with relevant stakeholders; and (d) site investigation and other investigations3.
