The study reports on various marketing and engineering factors that may affect the feasibility of the proposed project relating to the two different site locations and overall project sustainability. Uncertainties remain with each site, and thus there are still undetermined risks. The report provides a summary section at the beginning, with relevant appendices attached; including, Appendix 1 – MRA Market Study and Appendix 2 – CBCL Engineering Study. In providing the analyses of the two proposals presented to government, and beyond the scope of this project, it is also recognized there are outside opportunities for the initiative, such as refurbishing existing facilities in the area. I trust the report meets with your approval. Yours sincerely, Robin W. Rodger, MBA, FCMC, President Market Research Associates Ltd.
