Contents Chapter 1: Introduction…………………………………………………1 Chapter 2: Methodology……………………………………………….13 Chapter 3: Forms of Political Resistance in Urban Singapore……….27 Chapter 4: Dealing with Dissent in Singapore………………………..73 Chapter 5: Conclusion…………………………………………………105 Bibliography…………………………………....................................111 Appendices……………………………………………………….....125 Abstract Given that Singapore is considered as a semi-authoritarian country, it is chosen as a case study to identify the pattern of the state‟s dealings with resistance and to seek answers to questions such as, “In what ways are resistance classified or recognized by the state?” “What are the recurring patterns of dealing with resistance?” “What is the discernible logic of domination behind and nuances amongst repressive methods?” This thesis argues that in dealing with dissent, the state uses a combination of symbolic measures and punitive methods which include “systemic regulations,” “making a case out of selected examples,” “influencing the public‟s opinion,” “safety valve,” and “exalting change.” Through the exposition of such methods, the author seeks to explore the patterns of dealing with dissent and the logic of the state‟s ways in countering and co-opting resistance. Chapter One: Introduction Much ink has been spilled on the analysis of power within the context of Singapore politics. In doing so, many of these scholars have made the understanding of the political power centre - the ruling People‟s Action Party (PAP), its governing institutions, ideology, and agencies - their fundamental research quest. These seminal works include Chan Heng Chee‟s The Dynamics of One Party Dominance: The PAP at the Grassroots, Chua Beng Huat‟s Communitarian Ideology and Democracy in Singapore, Ross Worthington‟s Governance in Singapore, and Hussin Mutalib‟s Parties and Politics: A Study of Opposition Parties and the PAP in Singapore. These analyses have significantly contributed to the building up of our knowledge of Singapore politics – identifying the locations of preponderant power, and the ramifications, expressions, or manifestations of power. Not all of the titles of these works are couched in synonyms of power or the language of power- whether it is “authority,” “domination,” “influence,” “hegemony,” “power elite,” or “political clout.” Nor did the authors, in any way, manifestly express that their research topics are related to power. However, a close reading of these works disclose that their theses revolve around answering or explaining key questions – How does the PAP acquire and maintain the ability to become a central political institution in Singapore? How does government work? How does the government shape the requisite cultural values and attitudes of the population to bring them in line with the norms of industrialization? Why does the political opposition still perform a miniscule role in Singapore despite their abilities to garner significant electoral support since the 1980s – which could not be satisfyingly explained without a detailed or systematic investigation into the workings or dynamics of power. 1 Chan‟s research, The Dynamics of One Party Dominance, attempts to comprehend the structure and dynamics of the Party‟s dominance and the means through which it maintains and institutionalizes political power.1 Instead of looking into macro-level politics - the roles of central elites or governing institutions at the national level – for an answer to the Party‟s continual political hold, she forays into micro-level politics - the workings of the party and Government at the grassroots. Amongst her findings was the observation that the Party has with the passage of time established “an extensive organizational network at the grass-roots level to enable it to mobilize and control the population.”2 Significantly, this power network has been established through leveraging on governmental grass-roots institutions (community centres, Management Committees, Citizens‟ Consultative Committees) instead of party organizations. Chan observes that this stratagem has enabled the Party to become synonymous with the state, allowing the former to derive political advantages from the association and to further entrench its dominant position.3 Worthington‟s work, Governance in Singapore, focuses on explicating the dynamics of power amongst the government and executive agencies in Singapore and how these institutions, which the author believes lie at the centre of the Singapore story, work. The public sector, according to the author, has been instrumental in laying the cornerstones of economic and social success in Singapore.4 Worthington uses an institutional analysis to focus on key questions such as: “Who is at the centre of government and policy making?” “What are the roles of institutions?”5 The main aim of his research was to examine the power bases of Singapore politics. There are no alternative sources of power; civil society remains shallow, the media and telecommunications systems are government controlled, almost all political discourses are mediated through government controlled or linked mechanisms…”6 His observation implies that the significant scene of political life rests in the institutions of government, in particular the cabinet. Mutalib‟s work, Parties and Politics: A Study of Opposition Parties and the PAP in Singapore, seeks to examine the anomaly of why the Opposition parties in Singapore were unable to exert to a greater political influence in society despite the substantial electoral support.7 To account for this peculiarity, Mutalib adopts a systemic and structural approach to identifying the contributing factors. Apart from the internal weaknesses of the Opposition, such as intra-party bickering and strife, inter-party disunity, the lack of quality candidates and policy alternatives, the author looks at how Singapore‟s unitary state structure, simple plurality system, and the regulation of key institutions and the changes in constitutional and electoral laws by the incumbent have stifled the Opposition.8 The simple plurality or first-past-the-post system, for example, enables the candidate who wins “the plurality (i.e. the most votes), not a majority”9 to be declared a winner. In this system, the proportion of votes won does not matter. As a result, despite the Opposition‟s ability to garner 39 per cent

Preliminary research was undertaken collaboratively with a team of Asian Australians under my co-direction with Dr Russell Trood and Deborah McNamara. They were asked in 1995-96 to collect relevant material, in English and vernacular languages, from the public sphere in their countries of origin. Three monographs based on this work were published in 1998 by the Centre for the Study of Australia Asia Relations at Griffith University and these, together with one unpublished paper, are extensively cited in Part 2. The researchers were Kwak Ki-Sung, Anne T. Nguyen, Ouyang Yu, and Heidi Powson and Lou Miles. Further research was conducted from 2000 at the National Library with a team of Chinese and Japanese linguists from the Australian National University, under an ARC project, ‘Asian Accounts of Australia’, of which Shun Ikeda and I are Chief Investigators. Its preliminary findings are cited in Part 2. Alison Broinowski iii Abstract This thesis considers the ways in which Australia has been publicly represented in ten Asian societies in the twentieth century. It shows how these representations are at odds with Australian opinion leaders’ assertions about being a multicultural society, with their claims about engagement with Asia, and with their understanding of what is ‘typically’ Australian. William Liddle Professor Jeremy Wallace Professor Marcus Kurtz Copyrighted by Lan Hu 2011 Abstract Can a one-party-dominant authoritarian regime survive in a modernized society? Why is it that some survive while others fail? Singapore and Taiwan provide comparable cases to partially explain this puzzle. Both countries share many similar cultural and developmental backgrounds. One-party dominance in Taiwan failed in the 1980s when Taiwan became modern. But in Singapore, the one-party regime survived the opposition’s challenges in the 1960s and has remained stable since then. There are few comparative studies of these two countries. Through empirical studies of the two cases, I conclude that regime structure, i.e., clientelistic versus professional structure, affects the chances of authoritarian survival after the society becomes modern. This conclusion is derived from a two-country comparative study. Further research is necessary to test if the same conclusion can be applied to other cases.     HER EXCELLENCY CHAN HENG CHEE AMBASSADOR OF SINGAPORE TO THE UNITED STATES Chan Heng Chee took up her appointment as Singapore’s Ambassador to the United States in 1996. Prior to her appointment, she was the Executive Director of the Singapore International Foundation (which created a Singapore version of the Peace Corps) and Director of the Institute of Southeast Asian Studies. She was the founding Director of the Institute of Policy Studies. She has served as Singapore’s Permanent Representative to the United Nations and was concurrently High Commissioner to Canada and Ambassador to Mexico. Ambassador Chan has received a number of awards including Honorary Degrees of Doctor of Letters from the University of Newcastle, Australia; and the University of Buckingham (United Kingdom). She was named International Woman of the Year by the Organization of Chinese American Women in 1998 and she won Singapore’s inaugural “Woman of the Year, Award.” She received the National Book Award in the non-fiction section for “A Sensation of Independence: A Political Biography of David Marshall” in 1986 and the National Book Award for “The Dynamics of One Party Dominance: The PAP at the Grassroots” in 1978. Ambassador Chan has served as a member on the International Advisory Board of the Council on Foreign Relations, the Council of the International Institute for Strategic Studies and the International Council of the Asia Society. She is currently a Policy Advisory Board Member of the Asia Society, New York. The Government of Singapore awarded Ambassador Chan the Public Administration Medal (Gold) in 1999, the Meritorious Service Medal in 2005 and the Distinguished Service Order in 2011.

PUBLISHED ON APR 25, 2015 6:32 AM -- ST ILLUSTRATION: MIEL BY CHAN HENG CHEE, FOR THE STRAITS TIMES SINGAPORE just crossed a watershed with the passing of Mr Lee Kuan Yew. Some Western journalists and not a few Singaporeans have asked: "How will Singapore do after Lee Kuan Yew?" My answer has been quite consistent. We have as strong a chance as any country, after the departure of a giant from the political scene, of continuing well into the future, and we are better placed than most. Why do I say that? Mr Lee always emphasised building institutions and finding the right people to run them. He shaped the civil service, demanding nothing less than excellence. He emphasised the importance of finding good men and women for politics and the civil service. It was not just paper qualifications he was after. He wanted people with ability, integrity and that special quality of keeping cool under severe stress. Mr Lee was fascinated by the Apollo 13 astronauts who in 1970 were in trouble out in space.     The fight for democracy in Asia is alive and well By Chee Soon Juan This opinion piece is part of the Silver Lining Series written by members of the Council of Asian Liberals and Democrats (CALD), an organization of liberal and democratic parties in Asia, to celebrate its 25th Anniversary this 2018. For decades, Asian values, under the guise of Confucianism, have been used by the region's autocrats to ward off criticisms, mainly from the West, about their undemocratic ways. Its most artful proponents are Singapore's former prime minister, the late Lee Kuan Yew and Malaysia's Dr Mahathir Mohamad during his first stint as the country's leader. With the region in the thrall of dictatorships – from Korea's Park Chung Hee in the north to Indonesia's Suharto in the south – there seemed to be a seductive ring to the uniqueness of the Asian political culture. But there is nothing quite like a few revolutions, mainly peaceful ones, to debunk the no- democracy-please-we're-Asians theory. Taiwan, the Philippines, South Korea, Indonesia, Myanmar, Mongolia and Thailand overcame repressive governments to establish democratic systems. The extent of reform may be limited, as in the instance of Myanmar, or has backslid, as in Thailand. But the trend towards democratic change has been unmistakable. The most recent example is, of course, Malaysia where after 61 years of one-party rule, Malaysians staged a revolt of their own and sacked the Barisan Nasional government. So, have Asian peoples jettisoned Asian values and adopted Western ones? Of course, not.

Abstract This study endeavours to deliver an alternative account of the study of nation-building by examining the subject matter eclectically from diverse standpoints, predominantly that of class in Southeast Asia which is profoundly dominated by ‘cultural’ perspectives. Two states in the region, Malaysia and Singapore, have been selected to comprehend and appreciate the nature of nation-building in these territories. The nation-building processes in both of the countries have not only revolved around the national question pertaining to the dynamic relations between the states and the cultural contents of the racial or ethnic communities in Malaysia and Singapore; it is also surrounded, as this thesis contends, by the question of class - particularly the relations between the new capitalist states’ elites (the rulers) and their masses (the ruled). More distinctively this thesis perceives nation-building as a project by political elites for a variety of purposes, including elite entrenchment, class (re)production and regime perpetuation. The project has more to do with ‘class-(re)building’ and ‘subject- building’ rather than ‘nation-building’. Although this thesis does not eliminate the significance of culture in the nation-building process in both countries; it is explicated that cultures were and are heavily employed to suit the ruling class’s purpose. Hence, the cultural dimension shall be used eclectically with other perspectives.
