OFFICIAL Rule 10(2)(d) Transport and Works Act 1992 The Transport and Works (Applications and Objections Procedure) (England and Wales) Rules 2006 Network Rail (Oxford Station Phase 2 Improvements (Land Only)) Order 202X Report summarising consultations undertaken 1 Introduction 1.1 Network Rail Infrastructure Limited ('Network Rail') is making an application to the Secretary of State for Transport for an order under the Transport and Works Act 1992. The proposed order is termed the Network Rail (Oxford Station Phase 2 Improvements (Land Only)) Order ('the Order'). 1.2 The purpose of the Order is to facilitate improved capacity and capability on the “Oxford Corridor” (Didcot North Junction to Aynho Junction) to meet the Strategic Business Plan objections for capacity enhancement and journey time improvements. As well as enhancements to rail infrastructure, improvements to highways are being undertaken as part of the works. Together, these form part of Oxford Station Phase 2 Improvements ('the Project'). 1.3 The Project forms part of a package of rail enhancement schemes which deliver significant economic and strategic benefits to the wider Oxford area and the country. The enhanced infrastructure in the Oxford area will provide benefits for both freight and passenger services, as well as enable further schemes in this strategically important rail corridor including the introduction of East West Rail services in 2024. 1.4 The works comprised in the Project can be summarised as follows: • Creation of a new ‘through platform’ with improved passenger facilities. • A new station entrance on the western side of the railway. • Replacement of Botley Road Bridge with improvements to the highway, cycle and footways. -

House of Commons Transport Select Committee Inquiry into Passenger Rail Franchising Submission from pteg pteg welcomes the opportunity to submit evidence to the House of Commons Select Committee Inquiry into Passenger Rail Franchising. This evidence is presented on behalf of the English Passenger Transport Executives: Nexus, Merseytravel, Greater Manchester PTE, Metro, South Yorkshire PTE & Centro. What should be the purpose of passenger rail franchising? Passenger rail franchising should be the mechanism by which the public sector can specify the standard and quality of passenger rail services it can afford. The process as a whole should secure for the public sector the best value for money rail service that meets both national and local objectives. The process should drive up quality in particular through:- Improved train service performance Improved quality of train services (in terms of both capacity and quality of passenger environment) Improved safety at stations and on trains Improved integration with other rail services and other modes Improved facilities on trains and at stations (including in the longer-term all facilities brought up but to be fully accessible) It provides an opportunity to import best practice and innovation particularly through allowing private sector operators to make reasonable returns, act commercially and be innovative in delivery mechanisms. The overall aim of passenger rail franchising should be to deliver consistent and improving standards across the network. Is the current system achieving that purpose? To a considerable extent but with caveats relating to specification and funding constraints. The franchising process has evolved significantly since the first franchises were developed by OPRAF. They, the SRA, and now the DfT, have had to balance the extent to which services are tightly specified with allowing Train Operating Companies sufficient incentives to exercise innovation. -

Essex Rail Strategy 2006-2011 and Beyond now we’removing informing, engaging and inspiring Foreword Essex Rail Strategy – 2006-2011 and Beyond ‘I cannot think of a higher priority for the County Council than for it to strive to achieve a first class highways and transportation system for all who live in, work in or visit the county of Essex. The challenges in front of us are enormous. Over 130,000 new homes are being proposed for Essex and its borders with surrounding authorities, the travel needs of which will have a direct impact on the transport network in Essex. All aspects of passenger transport will play a key role in delivering this vision. The County Council has therefore produced three daughter strategies to support the Local Transport Plan, focusing on how passenger transport will contribute towards a fully integrated transport network. The Road Passenger Transport, Bus Information and Rail Strategies outline the ways in which we intend to improve the lives of Essex people by addressing traffic growth, road congestion and improving public transport. They contain measures aimed at improving options for travel and access to services to develop a more effective transport network. To produce the strategies the County Council has consulted widely at regional, district and parish level, with key service providers, a wide range of user groups and the general public so that collectively they represent a tangible commitment by Essex County Council to make our County a better place to live and work and to support a decent public transport network. I am committed to delivering a transport system that meets the challenges we face in Essex and look forward to working in partnership with stakeholders to bring about the transformation we now need.’ Councillor Rodney L. -

Appendix C. List of Consultees C.1. Introduction C.1.1 This appendix provides a list of the organisations consulted under section 42, section 47 and section 48 of the Planning Act 2008 . C.2. Section 42(1)(a) Prescribed Consultees C.2.1 Prescribed consultees are set out under Schedule 1 of the Infrastructure Planning (Applications: Prescribed Forms and Procedure) Regulations 2009 ; these are outlined in Appendix Table A below. Any variation from the list of organisations set out in Schedule 1 is clarified within column 3 of the table. C.2.2 The Planning Inspectorate provided a list of prescribed consultation bodies in accordance with Regulation 9(1)(b) of the EIA Regulations and Advice Note three 1 (see Appendix A ), referred to as the “Regulation 9 list”. Those consultees included in the Reg 9 list are included in Table A, B and C. Those consultees that were not previously identified as a prescribed consultee as per Schedule 1 are identified with asterisk (*), and were consulted in the same way as the Schedule 1 consultees. Competitive EUROPEAN CONFERENCE OF MINISTERS OF TRANSPORT Tendering of Rail Competitive tendering Services provides a way to introduce Competitive competition to railways whilst preserving an integrated network of services. It has been used for freight Tendering railways in some countries but is particularly attractive for passenger networks when subsidised services make competition of Rail between trains serving the same routes difficult or impossible to organise. Services Governments promote competition in railways to Competitive Tendering reduce costs, not least to the tax payer, and to improve levels of service to customers. Concessions are also designed to bring much needed private capital into the rail industry. The success of competitive tendering in achieving these outcomes depends critically on the way risks are assigned between the government and private train operators. It also depends on the transparency and durability of the regulatory framework established to protect both the public interest and the interests of concession holders, and on the incentives created by franchise agreements. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both of the successful and less successful cases examined. The work RailServices is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands.
