On the first working day of June, the board of directors for the year 2013 - 2014 would have held its first board meeting. We would like to welcome the new members namely: Ralph Casino of Southern Cablevision (a former PCTA chairman for several years); Jose Joel Dabao of Kabankalan Cable Inc.; Efren “Jon” Arayata of Skycable, Inc.; Alex Paras of Parasat Cable TV Inc.; Pompeyo Abergas of Talavera Cable System; and Armando Merilleno of Cablelink and Holdings Corporation. The challenge to the new board is to ensure that the gains achieved with the signing of RA 10515 otherwise known as “The Anti-Cable TV and Cable Internet Tapping Law of 2013” be made to great use by cable operators. An infomercial video featuring Kim Atienza is available to members and copies can be obtained from the PCTA Office. The secretariat already mailed DVD copies for the members’ perusal and is also available online. We would also like to thank the former directors who had opted to devote their time to other endeavors though still continuing to commit their support for the association, for the selfless time and effort they gave to the association’s advocacies. The second important activity would be the holding of a public hearing scheduled Amelita G. Ledesma on June 4 on the proposed Memorandum Circular on RA 10515 by the National Telecommunications Commission for all affected and interested parties. Under the law, this regulatory agency is tasked to provide the Implementing Rules and Guidelines within the time prescribed by the law. We are hopeful that in the next issue, we would be able to inform our members of this much-awaited IRRs. We are still awaiting too advice from DOST-PAGASA as what the mechanics are as to how the DOST-TV project will be carried out nationwide as provided in the Memorandum of Agreement it signed with PCTA during the convention. This was an effort on the part of the association to answer the call for social responsibility in our work and community. Again we would like to remind our members and friends that we welcome comments/ suggestions and informative materials from them and that a space is always provided for this. BACKGROUND AND OBJECTIVES For the last decades, East Asian countries have been exploring and exploiting the potential benefits of regionalization, taking advantage of geographical proximities and diversities. Although intraregional trade has been intensified during the process, the East Asian economy continues to rely heavily on the rest of the world, such as the United States (US) and the European Union (EU). In view of the increasing concerns over the world economy, triggered by soaring crude oil prices and financial instability spreading worldwide from the US, there are reasons to suggest that the region strengthens its self-reliant efforts to address further trade and investment policy arrangements that will be beneficial to the East Asian region as a whole, while continue to adhere to the concept of open regionalism. The proliferation of free trade agreements (FTAs) in East Asia has been seen largely in this context. This proliferation, however, has failed to provide a seamless regional market and production base that benefits the whole region. In an effort to correct this, ASEAN has moved beyond the ASEAN Free Trade Area (AFTA) to achieve a higher degree of economic integration. It has recently formulated a Blueprint to realize the ASEAN Economic Community (AEC) by 2015. The successful implementation of the AEC Blueprint will give a boost to deepening economic integration in East Asia. Recognizing the above, this “Deepening Economic Integration” project aims at developing a policy framework to strengthen the AEC and its role in deepening economic integration in the wider East Asian region. The policy framework will be based on further conceptualization of critical issues and is supported by evidence-based analysis and rigorous empirical studies.
