Also, the Chairman invited Members to declare their interests pursuant to Order 48 of the Standing Orders of the Eastern District Council (EDC) (“Standing Orders”) as and when required, and requested Members to declare interests in advance and return the declaration forms to the Secretariat prior to discussing the relevant agenda items for the purposes of documentation and making decisions on the declared interests. Paper Tabled (i) The Hongkong Electric Company Limited’s “Naming of the New Harbourfront Sites along Oil Street in North Point” was tabled for Members’ reference for the discussion of agenda item XII. I. Confirmation of the Draft Minutes of the 11th Meeting of DFMC (2016- 2017) and the 1st Meeting of DFMC 2. The District Facilities Management Committee (DFMC) confirmed the above two draft minutes without amendment. II. Introduction to the Terms of Reference of DFMC (DMFC Paper No. 1/18) 3. The Secretary introduced Paper No. 1/18. 4. The DFMC noted the terms of reference of the DFMC set out in the paper. III. Nomination of Co-opted Members of DFMC (DFMC Paper No. 2/18) 5. The Secretary introduced Paper No. 2/18. The DFMC noted the information about the community services of the two nominees, namely, Miss Elaine CHIK and 4 Action Mr KWOK Wing-kin. 6. As only two nominations had been received by the close of nomination, the DFMC recommended the above two nominees to the Eastern District Council (EDC) as co-opted members of the DFMC. The terms of office of the co-opted members would commence upon the confirmation of their appointment by the EDC and would last until 31 December 2019. (Post-meeting note: The EDC approved the appointment of Miss Elaine CHIK and Mr KWOK Wing-kin as co-opted members of DFMC by circulation on 7 February 2018.) I V. Endorsement of the List of Regular Government Representatives in Attendance of DFMC Meeting (DFMC Paper No. 3/18) 7. The Secretary introduced Paper No. 3/18. 8. The DFMC endorsed the list of regular government representatives as proposed in the paper. V. Formation of Working Group under DFMC (DFMC Paper No. 4/18) 9. The Secretary introduced Paper No. 4/18. 10. The DFMC approved the formation of the Working Group on District Minor Works and Facilities Management with the term of office until 31 December 2019 and also confirmed its terms of reference as stated in the annex of the paper. VI. Annual Plan on District Free Entertainment Programmes by the Leisure and Cultural Services Department in Eastern District in 2018/19 (DFMC Paper No. 5/18) 11. The Chairman indicated that he had declared interests about the substantial position he held (i.e. Vice-chairman) in the Coordination and Promotion of Eastern District Limited, which was a potential co-organiser as listed in Annex III of the 5 Action paper. Therefore, he invited the Vice-chairman to chair the meeting. 12. The Vice-chairman welcomed Ms Iris LAM, Senior Manager (Hong Kong East/Cultural Services) and Miss Zoe TANG, Manager (Hong Kong East) Marketing, Programme and District Activities of the Leisure and Cultural Services Department (LCSD) to the meeting. 13. The Vice-chairman indicated that he had declared himself as the Honorary Advisor of the Eastern District Recreation and Sports Advancement Association Limited and invited all attending Members (not inclusive of the Chairman, Vice- chairman and Members who had declared interests) to rule on the declaration. The DFMC agreed that the Vice-chairman held a nominal position in the organisation which applied for joint presentation, and thus could take part in the discussion and decision-making of the application concerned and could continue to chair the meeting. 14. The Vice-chairman invited Members to declare their interests. 15.     SECTION IV : CONCLUDING REMARKS 1. Stage One of the public consultation programme for the HK2030 Study formally concluded in April 2001, having established a benchmark for future public consultation exercises. We consider that the public consultation programme has secured a sound basis for continuous dialogue with both the general public and stakeholder groups about the many issues raised by the study. The findings of the Stage One consultation process will serve as important input to the study process. 2. We are currently devoting our efforts to the examination of the key study areas and the many ideas/suggestions that have been received in the consultation exercise. 3. In addition to the examination of the key study areas, we are developing evaluation criteria based on the revised planning objectives. The issues identified in the study process and the evaluation criteria will be consolidated and presented for comment during the Stage Two public consultation exercise, which is scheduled to take place towards the end of 2001. 4. We hope this Stage One Public Consultation Report provides a solid foundation for further community discussion and exchange of views regarding the HK2030 Study. In this regard, we intend to organise a briefing for interested parties to explain and elaborate on the various responses provided in this report. Definition, Methodology and Background Definition of the Sector 1 The definition of political groups/organizations applied in this study follows the elaborated International Classification of Non-profit Organizations (ICNPO) adopted by John Hopkins University, with slight modifications to suit the local environment. The elaborated ICNPO groups law, advocacy and politics into one sector. However, these subgroups possess quite distinct features in Hong Kong and thus are split into three separate groups in this study: “Law and Legal Services”, “Civic and Advocacy Organizations” and “Politics”.1 Nonetheless, the description of political organizations used by ICNPO largely remains unchanged and is applied to this study. 2 The term political groups in this study refers to groups that mainly organize activities and provide services to support putting candidates into political office, for example, into the Legislative Council and/or the National People’s Congress. According to the above classification, political groups include all political parties and other political organizations in Hong Kong that perform the functions stated above. It is noteworthy that councillors’ offices and the activities organized by the offices will not be counted even if the councillors have political affiliation because they are public office holders. Also, independent politicians and their offices are not examined in this study as they are not a group. 3 There may be a general impression that a number of labour unions, trade unions and some civic or advocacy groups should also belong to the political sector. However, not all unions and civic groups support candidates into political office.

    2016 Legislative Council General Election Summary on Free Postage for Election Mail 1. Conditions for Free Postage (i) A list of candidate(s) for a Geographical Constituency or the District Council (Second) Functional Constituency, or a candidate for a Functional Constituency who is validly nominated is permitted to post one letter to each elector of the constituency for which the list / or the candidate is nominated free of postage. (ii) Specifically, the letter must: (a) be posted in Hong Kong; (b) contain materials relating only to the candidature of the candidate or candidates on the list, and in the case of joint election mail, also contain materials relating only to the candidature of the other candidate(s) or list(s) of candidate(s) set out in the “Notice of Posting of Election Mail”, at this election concerned; (c) not exceed 50 grams in weight; and (d) be not larger than 175 mm x 245 mm and not smaller than 90 mm x 140 mm in size. (iii) As a general requirement, a candidate should publish election advertisements in accordance with all applicable laws and the “Guidelines on Election-related Activities in respect of the Legislative Council Election”. Hence, election advertisements sent by a candidate through free postage should not contain any unlawful content.
