NBPA Achievement Report 2017-2018

This is my first annual report. I have tried to capture a snapshot of the many diverse activities carried out by the NBPA Cabinet and me during 2017-18, my first year in office. Due to size constraints this does not include my President’s weekly bulletin, a new venture that has been welcomed by our members. The fact that we have achieved far more than has been recorded in this report is testimony to the outstanding effort by my team. Indeed much support work by them goes on unnoticed and unremarked. The suggestion for a new logo to celebrate our 20th anniversary came from Karen Geddes. John Awosoga has agreed to fill the long vacant Treasurers position. I am keen that we work together as a Cabinet on for example, press releases. This has resulted in a higher number of such releases than in previous years - noted by the many journalists who write on issues key to our movement. As a result I was invited to a recent Crime Reports Association event in (see Press Releases (2017-18), p.49). The Cabinet functions well as a collective (there’s a lot of experience combined with fresh minds) and this has been useful in in agreeing the advice we give to local forces and individuals. Occasionally when those who have benefitted from our advice are given a public stage such as Nadeem Saddique they are quick to acknowledge the support received from my predecessors, namely Janet Hills, and Franstine Jones. We stand on the shoulders of giants.

NBPA Strategy 2018-2022 & Action Plan It is several years since we had a published strategy. The President has led on developing a long term strategy for 2018-2022 to extend past the election period of this Cabinet. This allows a degree of continuity. The REP (Representation, Engagement & Police Powers) strategy was inherited from previous Presidents and has been extended to incorporate Support as REPS. This longer term perspective was outlined very well by Simon Holdaway: "...concerted work on the recruitment of BME officers has necessarily to be set within years of effort to ensure that recruitment, retention and promotion policies are interrelated as parts of a single strategy; that a defined notion of positive action supports everything that is done. ...race relations within constabularies ...requires concerted, long term strategy and action." i) NBPA Cabinet roles & Scrutiny Committee There has been a loss of NBPA documentation over the years. This includes a lack of role descriptions which has made my role as President more difficult. Similarly there has not been a Scrutiny Committee since 2016. Theresa Peltier ( BPA) and Ricky Fields ( MCA) agreed to be members of the Scrutiny Committee at the National Executive Committee (NEC) meeting in Gwent in January 2018. The Cabinet roles have been updated by the President and submitted to the Scrutiny Committee for approval. These were subsequently submitted to the NEC Chairs and representatives prior to the Annual General Meeting in October 2018. These are due to be voted on at the next available NEC meeting. (NBPA Cabinet roles & List of Presidents, p.18). Cabinet members have been provided free samples of the 20th anniversary logo tie pins. There are also velco-backed patches which were sold at the 2018 Conference to help raise funds (NBPA Conference - Badge & Tie Pins prices, p.25). I would also like to acknowledge my deep debt, and that of the NBPA to Franstine Jones who left Police earlier in the year. ii) NBPA Membership List List of affiliated members (NBPA Membership List, p.26). iii) NBPA Membership Subscriptions Document Member Associations are required to pay a subscription fee of £240 per year. John Awosoga ( Police, General Secretary and Treasurer) and Dionne Johnson ( Constabulary and Deputy General Secretary) are frequently asked to explain the purpose of these subscriptions by both BPAs and force accountants. An achievement this year is that the Deputy General Secretary has created a document explaining the benefits of membership which has been sent to the local Associations (NBPA Membership List

Riv) NBPA Positive Action Progression Roundtable for Chief Officers The President and Marcia Francis (NBPA Events Officer and Police) organised and ran a NBPA Positive Action Progression Roundtable for Chief Officers in the Midlands region focusing on Progression. The purpose of this NBPA event was to inform them of various options and to encourage them that Progression and Recruitment are on a Golden Thread that runs throughout policing. Six Chief Officers attended as well as other delegates. The debate was mediated by Simon Israel from Channel 4. ● Midlands forces on 20 June – Outcome: survey feedback & review report (Positive Action Progression Roundtable review , p.28). ● South-West & Welsh forces rescheduled from 27 November to TBA 2019. ● North-East & Yorkshire forces – TBA 2019 v) Celebrating Successes The President's weekly bulletin regularly celebrates awards, promotions, community recognition elections etc. The 2018 NBPA Conference Awards in Belfast also included two President's awards and a special award for Wayne Marques, British Transport Police (BTP). ● Kick Off @3 organisers: Michael Wallace & Ashley Levien – (Community Champion Award) ● Andy George – Police Service of Northern Ireland’s Ethnic Minority Police Association (EMPA) (Police Officer of the Year) ● Macdonald Neife – Essex Police MESA (Police Staff of the Year) ● Lancashire Constabulary & BPA (Police Force of the Year) ● Lawrence Davies – Equal Justice Solicitors (Life Time Achievers Award) ● Sunita Gamblin – Lancashire BPA (Excellence in Race Equality Leadership) ● Mohammed Mo Manzoor – North Yorkshire BPA (President’s Award) ● Angus Bowler – Kent MEPA (President’s Award) ● Wayne Marques – BTP (For Outstanding Bravery above and beyond the Call of Duty) #WeAreDeserving – still I rise - Honour roll of those who have been through a police related Employment Tribunal process. This list will be at the discretion of the NBPA Cabinet for those who have (unwittingly/ painstakingly) endured the tribunal process in a quest for justice and to improve policing. vi) Race Disparity Audit Roundtable 2018 The President and NBPA Training Officer met with researchers from the Prime Minister’s Cabinet Office to feedback on the Race Disparity Audit (RDA). One outcome that was identified was that the growth of black, Asian and minority ethnic (BME) officers in policing in the past decade has predominantly been Asian men. The percentage of black female officers has risen by only 34 from 359 to 393 (1.0 to 1.1% of police officers). In October 2018 the President and Janet Hills (Metropolitan Police Reserve Position aka Met Reserve) were invited to attend the second Race Disparity Audit Roundtable. The Home Secretary Sajid Javid and Policing Minister Nick Hurd chaired the event. This roundtable was organised by the

Home Office, while the RDA is run by the Cabinet Office. The President specifically drew the Home Secretary's attention to disparities in Stop & Search for black young men, the rise in race hate crime since the EU Referendum, disproportionality in BME dismissals of police officers and the lack of progression for black female officers (Black female officers intersectionality – NBPA data sheet, p.29). vii) Positive Discrimination - NBPA Position In 2013 the College of Policing surveyed BME officers as part of their BME Progression 2018. One of the questions was about Positive Discrimination, and about a third of BME officers were opposed, a third in favour and a third were against. At the NEC meeting in in January 2016 the Cabinet agreed to produce a position statement on Positive Discrimination, and Sandra Deslandes-Clark (SEMPER Scotland) headed up the Working Group to look at Positive Action. This was discussed further at the Manchester NEC in July 2016. In September 2016 a debate on Positive Action (PA) or Positive Discrimination (PD) was called by Tola Munro, then the Deputy General Secretary for the NEC meeting in Guildford in October 2016. The vote of the house supported PA before the debate, but PD won the debate when the house voted in its favour afterwards. The then President Janet Hills agreed to take this position forward and a position statement was agreed but not published. The 150 delegates at the 2018 Annual Conference in Belfast were asked to vote on PD via Slido. The result from the NEC reps, Chairs, Chief Officers, Federation representatives and other guests was 80% in favour of Positive Discrimination. The outcome is that Tola Munro, the current NB{A President has released a press release to this effect and to explain the NBPA stated position. This also posted on our website (Positive Discrimination press release & position statement, p.31).

Eviii) Stakeholder relationships: ● In December 2017 the NBPA were invited to join the National Police Chief Council (NPCC) Race, Religion and Belief Group. The chair is Jon Boutcher, Chief Constable of Bedfordshire Police. He has actively demonstrated his commitment to the race agenda, and is supported by his local BPA. The NPCC Race Group includes representatives from the community, and most key policing stakeholders as well as academics and politicians. Both the NBPA President and the Met Reserve were invited to join. The NBPA fully participated in the development of the group's Terms of Reference (National Police Chief Council, Race, Religion and Belief Group – Terms of Reference, p.33). The group has made good progress. Notable points include involvement with an open letter written by the chair of the group to other Chief Constables which called on them to make race a priority; the heading up of BME leadership activities with Deputy Chief Constable Sunita Gamblin; the College being challenged on its closure of its successful Realising Potential Programme, changing their mind and re-launching it as Aspire (NBPA Review - Realising Potential Programme, p.34). ● The NBPA have deepened the relationship with the Police Superintendents Association (PSA). The latter included Cabinet being invited on their Coaching & Mentoring Training, regular teleconference calls with the various PSA diversity leads, and the President attending their three day annual conference in Leicester in September 2018 (fully funded including accommodation). The PSA has agreed to assist the NBPA to contact BME Superintendents and Chief Superintendents with a view to their participation in a Senior

BME Police Leaders forum as recommended by the Home Affairs Select Committee report in 2016. ● The College of Policing has a new Chief Executive Officer (CEO), Mike Cunningham who has previously worked with the BPAs in his former forces (Staffordshire and Lancashire). He has responded to requests for a better relationship and now meets the President on a quarterly basis, as well as having ad hoc telephones calls. This has seen an increase in links with both programmes and consultation activities. Most notable are: ○ The NBPA have been asked both by a BME member of staff representative and by the CEO to assist the College of Policing set up a BME staff network. Where support is need in some of the more remote locations College staff may choose to obtain support with local BPAs. The President and the Deputy General Secretary have met with a representative from the College of Policing staff to assist in progressing this work; ○ Consultation with and involvement in the development of the various strands of the Policing Education Qualifications Framework (PEQF) by the Deputy General Secretary; ○ The President challenged the College on its Direct Entry (DE) programmes and the NBPA being the only staff network being consulted on the Think Tank created to address the lack of BMEs being put forward to forces (none from the DE Superintendents intakes since the first two years (2013 & 2014); none on the DE Inspectors intakes in 2017 and 2018. The President raised the issue that forces appear much better at Positive Action 'attraction' than the College. In response they have now handed this part of the recruitment phase back to forces. An outcome is that the President is now part of the Professional Reference Group; ○ Re-introduction of the Realising Potential Programme – this was championed by the President via the NPCC Race group after the College said that this programme was closed and that the trainers had all left policing. The President and Ricky Fields and contacted and compiled testimonies from alumni who had successfully completed the programme as Chief Inspector and subsequently been promoted to the Superintending and Chief Officer ranks. The CEO acknowledged this and the College has will be re-launching the programme as Aspire. ○ The invitation to meet with the Strategic Command Course delegates; ● The Independent Office of Police Conduct (IOPC) replaced the IPCC in January 2018. The NBPA President and both General Secretaries met with the new Director General Michael Lockwood, who is new to policing. He committed to referrals from the NBPA to the IOPC when there is a race discrimination class action or when there has been a tribunal finding of race discrimination but the force/Chief Constable refuses to respond properly to these findings – especially when a person has been named as being responsible for the discrimination. ● The first meeting took place between Sir Thomas Winsor, Chief Inspector of Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) and the NBPA President, the Met Reserve position and both Vice Presidents. The Chief Inspector has been in place longer than any previous Chief Inspector and had not previously met with the NBPA. He agreed to look at our submissions in relation to the new Force Management Statements that he has championed with forces. ● The Police Federation of & Wales (PFEW) continues to run the Police Association Strategic Leaders (PASL) group for leaders of Police Staff Associations/Groups - a network of networks. Race and gender were two factors in the 2018 elections for new local Federation Representatives (PFEW PASL Aims and Objectives, p.35). BME candidates were successful in a number of forces including Bedfordshire, West Midlands and West 10

Yorkshire where multiple candidates obtained positions. These include Cabinet members, Umer Saeed (Male Vice President and West Yorkshire Police Federation) and Karen Geddes (NBPA Training Officer and West Midlands Police Federation). However the use of 'safeguarded' seats for BME candidates remains controversial and the outcome in some forces is still unclear as the final election figures have not been published. The other staff networks such as Lesbian, Gay, Bisexual and Transgender (LGBT) and Disability have asked rightly why they were not considered in this round of elections. As a result the NBPA will continue to be involved in these discussions. ○ The Federation supplied funded delegate places to its Annual Conference in Birmingham (the NBPA President and Met Reserve attended); the President was invited to the Police Bravery Awards where there were BME winners in three PFEW regions (Bedfordshire Police, GMP and West Yorkshire); ○ The NBPA & PFEW Memorandum of Understanding (MOU) is awaiting final sign off. ○ The Police Federation of Northern Ireland (PFNI) sponsored the recent Annual Conference which was held in Belfast. ○ Links with the other Police Federations are less well established (Scotland, BTP and Ministry of Defence Police). ● There are several police staff unions. Franstine Jones (Suffolk Police and Female Vice President) has worked with Unison's Black Members section to produce a Memorandum of Understanding. The President attended an Anti-Slavery evening in August held by the Welsh Black Members of Unison in Cardiff. ● The Asian Fire Service Association (AFSA) is the fire and rescue services equivalent of the NBPA. Some of the Fire and Rescue Services (FRS) services are linked to police forces by Police & Crime Commissioners and some share premises (Staffordshire, Cheshire, Avon & Somerset, Hampshire, Lincolnshire etc). AFSA has more of a regional structure than our local force-level structure. Where their membership is few in number and support is needed we are looking to build support links. The Deputy General Secretary has established links with Diane Dunlevey (Staffordshire FRS and AFSA Vice Chair) and a joint meeting with AFSA is to be arranged in 2019. ix) Attendance at National events ● The Met Reserve invited the President to join her in attending the Stephen Lawrence Memorial in St. Martin-in-the-Fields on 23 April. The event was attended by the Lawrence family, Prince Harry & Meghan Markle, the Prime Minister, the Mayor of London amongst others. ● The Met Reserve invited the President to join her at St Anne's College, Oxford for the inaugural speech of the new Advisory Fellow, Tom Ilube in October 2018. The President attended this prestigious event and met amongst others Sir Lenny Henry. x) Cabinet members speaking at national roundtables, workshops and symposiums ▪ Presentation on Deaths in Custody - Tola Munro, President spoke and Franstine Jones, Female Vice President also attended (November 2017); ▪ Hate Crime Seminar - Andrew George, Cabinet Member and Hate Crime lead met with DR Neville Lawrence (April 2018); ▪ Women in Policing - Franstine Jones spoke (July 2018); ▪ Westminster Diversity Conference - Tola Munro as a panelist; Rozila Kana, Media and Press Officer (Lancashire Police) speaking; Karen Geddes, NBPA Training Officer and others attending (September 2018);

▪ National Day for Staff Networks - Umer Saeed, Male Vice President interviewed for the Leading Staff video for the https://m.youtube.com/watch?v=XgMQn-1tb78. ▪ Umer Saeed assisted North Yorkshire Police in their successful selection of a new Positive Action officer. Speaking at these events raises our profile and allows us to be seen improving policing and keeping race on the agenda. xi) Support of nationwide community engagement programme - KickOff@3 The national Kickoff@3 initiative is supported by the NBPA. Local associations that were involved in KickOff@3 in 2017-18 were: ● Durham Police BAPA (Black & Asian Police Association), Wiltshire Police BPA, Metropolitan Police Service BPA, Police Service of Northern Ireland’s (PSNI) EMPA, Gwent Police GEMA (Ethnic Minority Association), West Midlands Police BAPA, Hertfordshire BAPA. Michael Wallace (Met Police), one of the Kickoff@3 organisers commented, "... it’s not just about the football, but positive youth engagement, diversion, trust of the Police and career opportunities internally and external with the RAF and other good partners. "Also Kickoff@3 are promoting the Police to the media in a good and positive light, especially with regard to our current challenges in knife crime. ...this is the only current National Football , Music and Poetry initiative that is successfully getting the work done if others are looking for solutions." Janet Hills, Met Reserve has consistently supported Kickoff@3 vision and attended their collaborative presentation ceremony at Crystal Palace Sports Stadium in July 2018 (KickOff@3 - Grassroots football club recognised by London Met and Black Police Association, p.36). The Champions and inaugural winners of the national Daniel De-Gale Cup in 2018 were 'Ballers' from Crystal Palace. The runners up were New College Durham. There is additional interest for 2018-19 from Manchester, Scotland and Cheshire police forces. Kickoff@3 has a separate link on the NBPA website: http://www.nbpa.co.uk/kickoff3/ xii) Special focus on race and policing in Northern Ireland Members of the Cabinet including the General Secretaries have worked closely with PSNI’s EMPA. The President has met with George Hamilton, Chief Constable of PSNI and with PFNI to address the need to improve race relations by advocating for the implementation of more parts of the Equality Act, and the introduction of racially/religiously aggravated offences. Written submissions were made by Andy George (Cabinet Member & EMPA), the President and Dr Nadia Habashi, NBPA adviser ('Briefing EMPA meeting with Sir Hugh Orde', 'EMPA Briefing Chief Constable' & 'NBPA Northern Ireland Hate Crime', p.37). Specific sections on Northern Ireland were included in the submissions to the UN Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance (see xv) Meeting with the UN Special Rapporteur and Parliamentary Submissions below), and to the APPG on Hate Crime (Submission NBPA Hate Crime APPG, p.41). xiii) Black History Month Activities There is a growing recognition of Black History Month. Many associations had events in October such as West Midlands BAPA, the Metropolitan Black Police Association (MetBPA), the National

Crime Agency (NCA) Ethnic Minority Network Support Association (EMNSA), and BTP SAME that were attended by the President. The NBPA Deputy General Secretary attended and spoke at the Patent Office's event in Newport, Wales. The NBPA celebrated its 20th anniversary in 2018 along with others including West Midlands BAPA and Derbyshire BPA.

P xiv) Knife Crime epidemic The levels of violence, specifically of knife crime and murders reached unprecedented levels in 2018. Many of these were linked to drugs, gang related violence and County Lines. In response the President wrote an open letter to the Commissioner of the Metropolitan Police Service (MPS) and to other police chiefs (NBPA Open letter on knife crime to NPCC leads, p.42). As a result the President was invited to a NPCC Working Group with the Met Reserve. The Cabinet met to discuss the issue, and a workshop on community solutions was held at the April NEC meeting in Staffordshire. The outcome was a presentation of Community Engagement examples to the NPCC Working Group in New Scotland Yard. xv) Meeting with the UN Special Rapporteur and Parliamentary Submissions • Despite her being in the country for several days, the NBPA were the first official law enforcement organisation to meet Ms. E. Tendayi Achiume, the UN Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance. We also provided a written submission with a specific focus on Northern Ireland (p.40). Sxvi) Re-emphasis on Support The re-emphasis of Support has included the development of a Support Awareness Training course and training package. This is due for launch in 2019. ● A NBPA law training awareness course was held in Newport in January 2018. There were over 20 people in attendance from local BPAs and the Welsh BAME Public Sector Network. The survey feedback was that it was useful and is helped make attendees more aware (NBPA Training Day - Supporting Colleagues through the Grievance Process review, p.43).

● Staffordshire MCA are looking to revive the First contact training and will make the course available to others. An option for the future will be for the NBPA to re-create the course.

BME staff and officers in several forces are in the process of re-launching/re-invigorating their BPAs: ● The President contacted the Ministry of Defence Police (MDP) about their low level of BME representation. The President, Met Reserve and Female Vice President visited in November 2017 however due to their peculiar situation – being diffused across the UK, with few community links - they have few BME staff or officers. Support will be offered to individuals by local forces. ● Northumbria Police were visited twice by the President in 2017-2018 and the outcome is a re-launched Ethnic Minority Association (NPolEMA). ● North Wales Police BAPA have rebranded and re-launched as NWP Black Asian & Minority Ethnic Association (BAME). ● Gloucestershire Police were visited by the President and have since relaunched as Glospol Ethnic Minority Association (GEMA). As an outcome they are already active in the South- West and Wales BPA Region. ● Norfolk Police attended the 2018 NBPA Conference and are in the process of relaunching. ● Dorset Police also attended the Conference and are looking at the level of interest within the force. ● BME staff at the College of Policing have approached the NBPA about forming a staff network. They have been supplied with NBPA documentation and the benefits of being an affiliated group have been explained. The CEO has also discussed this with the President and is supportive. This has been taken to their governance board and it is likely that this will come into being in 2019. Two documents have been developed this year to assist in the re-launching/re-invigorating process (NBPA Policies & Procedures - Setting Up or Reinvigorating a BPA, p.45), and to explain membership and subscriptions (p.26). xviii) The Staff Data Analysis 2017 ‘Includeshire Police’ has been used on Twitter to raise issues, and the staff data captured by the NBPA has been shown to forces (NBPA National Dynamics and ‘Includeshire Police’ Staff Dynamics 2017, p.46). It will be used in HMICFRS Force Management Statement submission. Health Check data for 2019 will start to be captured on 30 November 2018.

xix) A focus on mental health and wellbeing related to Support. Kwame Opoku (City of London Police), Sonam Khosla (Cleveland Police) and others including the NBPA Male Vice President attended Mind Blue Light training. Kwame is working to the President on this key area. A document is under development. An outcome of this is that a Wellbeing section has been added to the website - http://www.nbpa.co.uk/members-area xx) Annual NBPA Conferences A new NBAP Conference Committee was created by the President in November 2018. It is comprised of those who delivered the most recent conference, and members of BPAs hosting the next two conferences as well as Cabinet General Secretaries. The purpose is to use lessons learned and a transferal of plans as a way of continually improving the event. An example of this was that by mid-August 2018 more than 80 delegates had booked for the 2018 Belfast conference - the largest number registered two months in advance. The conference was held in Northern Ireland for the first time (associated reasons to highlight the province’s gaps in the Positive Action legislation (Equality Act 2010) and hate crime legislation (Crime & Disorder Act 1998)). A total 200 delegates attended the welcome reception and the two days of the conference. Of the 188 attendees contacted afterwards for the survey,110 responded and their feedback will be incorporated into the Conference report. A further innovation was the introduction of an Awards Committee chaired by the Female Vice President and including Jon Boutcher from the NPCC Race, Religion and Belief group, who decided the winners of the NBPA awards. This was. An outcome of these innovations was that Derbyshire BPA were able to announce the date and venue for the 2019 Conference (15-17 October in Pride Park, Derby). Leaflets were distributed in Belfast for the 2019 Conference in Derby - http://www.nbpa.co.uk/home/advance-notice-nbpa- 2019-conference-and-agm-derby-15-17-october-2019 . xxi) Support, Whistleblowing & Grievance Most Cabinet members are involved in providing personal support to individual BME staff and officers where there is either no local BPA, or there is no provision for support. An outcome is that a flowchart was agreed at the January 2018 NEC meeting in Gwent confirming when either local support or Cabinet support will be provided. The was distributed to the NEC and to members in January 2018 (Decision Flowchart for NBPA Support to forces & individuals, p.48). Members of the Cabinet also visited IOPC to meet the new Director-General Michael Lockwood. The NBPA have also been consulted on HMICFRS Legitimacy Inspections and continues to seek the implementation of the PEEL Legitimacy recommendations for monitoring ethnicity & gender for disciplinary & grievance processes The outcome is that the President has developed an Awareness presentation for new Chiefs and Support Officers that will be delivered to NEC reps and Chairs, and then distributed to all affiliated Associations.
