Direct administration to give further consideration the proposed rickshaw tour service at 211 Bear Street after returning to council with a draft of the required bylaw amendments that would allow for such services; b. Direct administration to work with the proponent to make changes to current proposal for a rickshaw tour service at 211 Bear Street that would allow for the service under the current bylaws; c. Minutes of the December 9, 2013 Regular Meeting of Council COU13-299 Moved by Councillor Karlos that council approve the minutes of the December 9, 2013 regular meeting of council as presented. CARRIED Minutes approved by: Regular Town of Banff Council Meeting Unapproved December 19, 2013 Page 110 4.0 DELEGATIONS There were no delegations. 5.0 PUBLIC INPUT ON AGENDA ITEMS None received. 6.0 UNFINISHED BUSINESS There was no unfinished business considered. 7.0 BYLAWS AND STAFF REPORTS 7.1 Bylaw 331 – Business Licence Bylaw 22-9 Amendment Bylaw No. 12 COU13-300 Moved by Councillor Canning that council give first reading to Bylaw 331 – Business Licence Bylaw 22-9 Amendment Bylaw No. 12 as presented. CARRIED COU13-301 Moved by Councillor Olver that council give second reading to Bylaw 331 – Business Licence Bylaw 22-9 Amendment Bylaw No. 12 as presented. COU13-302 Moved by Councillor Christensen that council amend motion COU13-301 to read as follows: “that council give second reading to Bylaw 331 – Business Licence Bylaw 22-9 Amendment Bylaw No. 12 with the following amendment: remove section 2.1 (i) from Bylaw 331 in its entirety and renumber the bylaw accordingly.” DEFEATED Christensen in favour The vote followed on motion COU13-301 that council give second reading to Bylaw 331 – Business Licence Bylaw 22-9 Amendment Bylaw No. 12 as presented. CARRIED 7.3 2014 – 2015 Solid Waste Utility Rates COU13-309 Moved by Councillor Karlos that council reduce the utility rate stabilization reserve by $74,822 to reduce the residential solid waste levy requirement by 50% for 2014 and 2015. DEFEATED Karlos and DiManno in favour COU13-310 Moved by Councillor Karlos that council reduce the utility rate stabilization reserve by $37,411 to reduce the residential solid waste levy requirement by 25% for 2014 and 2015. DEFEATED Karlos, DiManno and Standish in favour COU13-311 Moved by Mayor Sorensen that council direct administration to bring back amendments to the Waste Bylaw that increase the 2013 commercial rates by 2.9% in 2014 and a further 3.9% in 2015 and the residential rates by 3.6% in 2014 and a further 4.4% in 2015; with the utility cost recovery remaining at 75% with the additional 25% collected through the municipal tax levy. CARRIED Karlos and DiManno opposed COU13-312 Moved by Mayor Sorensen that council schedule a special meeting of council on Monday, December 23, 2013 at 9 a.m. to consider amendments to the Waste Bylaw relating to rates and fees. CARRIED 7.4 Residential Apartment Housing/Off-street Parking and Alternative Transportation Standards Policy COU13-313 Moved by Councillor Canning that council direct administration to publish Draft Policy C122 Residential Apartment Housing/Off-street Parking and Alternative Transportation Standards Policy on the Town of Banff website to allow for public review and feedback. CARRIED COU13-314 Moved by Councillor Standish that council direct administration to return in the first quarter of 2014 with a summary of feedback provided and Residential Apartment Housing/Off-street Parking and Alternative Transportation Standards Policy C122 for council’s consideration. Minutes approved by: Regular Town of Banff Council Meeting Unapproved December 19, 2013 Page 112 COU13-315 Moved by Councillor Christensen to amend motion COU13-314 by deleting the following words in strikeout and inserting the following words in underline: “That council direct administration to return in the first quarter of 2014 post the Connect 2014 event with a summary of feedback provided and Residential Apartment Housing/Off-street Parking and Alternative Transportation Standards Policy C122 for council’s consideration.” DEFEATED Standish, DiManno and Christensen in favour The vote followed on motion COU13-314 that council direct administration to return in the first quarter of 2014 with a summary of feedback provided and Residential Apartment Housing/Off-street Parking and Alternative Transportation Standards Policy C122 for council’s consideration.
