    Water Safety Policy in Scotland —A Guide 2 Introduction Scotland is surrounded by coastal water – the North Sea, the Irish Sea and the Atlantic Ocean. In addition, there are also numerous bodies of inland water including rivers, burns and about 25,000 lochs. Being safe around water should therefore be a key priority. However, the management of water safety is a major concern for Scotland. Recent research has found a mixed picture of water safety in Scotland with little uniformity or consistency across the country.1 In response to this research, it was suggested that a framework for a water safety policy be made available to local authorities. The Royal Society for the Prevention of Accidents (RoSPA) has therefore created this document to assist in the management of water safety. In order to support this document, RoSPA consulted with a number of UK local authorities and organisations to discuss policy and water safety management. Each council was asked questions around their own area’s priorities, objectives and policies. Any policy specific to water safety was then examined and analysed in order to help create a framework based on current practice. It is anticipated that this framework can be localised to each local authority in Scotland which will help provide a strategic and consistent national approach which takes account of geographical areas and issues. Summing up 1 INTRODUCTION After last years surveys on the Berwickshire and Northumberland coast, the following are the results of those surveys. A clearer picture of possible and actual Small Blue sites was achieved, but as ever there will always be more to do. Thanks to everyone who took part directly or indirectly, much appreciated. Having more eyes out there looking for Small Blue and the food plant Kidney Vetch is and was a huge help. BERWICKSHIRE COAST NORTH 2 The Berwickshire Coast North section stretches from Bilsdean and Cove in the north too Coldingham in the south. Thus far no Small Blue have been found in the section, and there is little in the way of decent habitat apart from Brander Heugh (illustrated below), StAbbs Head and Coldingham Bay Homeli Knoll. Brander Heugh is a very likely spot, yet its isolation would very probably hinder any chance of colonisation...which is a pity. St Abbs Head is still under recorded and that needs fixing…so little can be said until a proper search is done. Coldingham Bay and Homeli Knoll has seemingly perfect habitat with lots of flowering vetch… Small Blue still possible here, though it has been a good number of years since they were last seen here. Searches were carried out in the north at Cove, Pease Bay, Greenheugh and Ramsheugh yielding little in the way of Kidney Vetch.

DIRECTIONS From the south and north leave the A1 at the signpost for Coldingham. Heading north, follow the road for about 3 miles into the village of Coldingham before turning left on to the A1107. Take the second turning on the right into Westloch Road, passing the primary school. Then turn first right into the lane. The driveway to Bogangreen House is then first on the left. SITUATION Bogangreen House is set in beautiful countryside on the outskirts of the historic village of Coldingham. The house sits elevated above its policies looking south-east towards Coldingham Bay. The village has a real sense of community and excellent local facilities. There are two lively pubs along with a restaurant and chip shop, and a Spar shop on the High Street, all within easy walking distance of Bogangreen House.

    Draft Regional Locational Guidance – Offshore Wind Energy in Scottish Water 3. EAST 3.1 The East Region includes three Plan Options and one Scoping Area of Search. The Plan Options are: • Forth Array; • Inch Cape; and • Neart na Gaoithe. The Scoping Area of Search is: • E1 (Firth of Forth). 3.1 Resource 3.1.1 This region predominantly displays a moderate amount of wind power potential. The relatively shallow and consistent water depth of 40-70 m, however, make this an attractive location for harvesting wind energy. Wind energy available within the offshore wind area of search at this location has an annual mean power density of 0.9 kWm-2 . The mean wind speed within the offshore wind area of search E1 can reach up to 9 ms-1 3.1.2 The mean power densities recorded in summer are of 0.45 kWm-2 from mean annual wind speeds of 7.4 ms-1 smaller in contrast to the winter power densities of 1.5 kWm-2 from speeds of 11.5 ms-1. 3.1.3 Two offshore wind proposals have already been put forward in area E1, Inch Cape and Neart na Gaoithe with another larger development outwith the 12 nm limit, the Forth Array. 3.1.4 Area E1 covers a large extent at 2694 Km2. The north and south peaks of this search area show higher wind resource at the easternmost limits, up to 0.9 kWm-2 from an annual mean windspeed of 8.5 ms-1 and lesser resource towards the shore at 0.5 kWm-2 from mean wind speeds of 7 ms-1.
