It sets out a strategy for delivering the homes, jobs and infrastructure needed in the district between 2011 and 2031. The Council committed to start a review of the plan within three months of the date of adoption. 1.2 There are two main reasons why an immediate review was required: A shortage of employment land up to 2031 compared to what is needed (as identified in the Leicester and Leicestershire Housing and Economic Development Needs Assessment, or HEDNA) The possible need to accommodate additional housing arising from unmet needs in Leicester city. 1.3 The review commenced in February 2018. It was the district council’s intention that the review would be a ‘partial review’ to address those issues above. It was also the intention, as required by Policy S1 of the adopted Local Plan, to submit the review for Examination within two years of commencing it. 1.4 Through the granting of a number of planning permissions, the district council is making good progress towards addressing the shortage of employment land. Introduction At present Harborough District’s (the “District” in this report) development plan currently comprises a Core Strategy covering the period 2006 to 2028 and a Local Plan from 2001. However, Harborough District Council (HDC) has recognised that its Core Strategy is out of date in terms of policies relating to housing and economic development following the publication of the National Planning Policy Framework (NPPF). Work has progressed on producing a comprehensive Local Plan covering the period to 2031 which on adoption would replace the Core Strategy and 2001 Local Plan. A scoping consultation was undertaken in March and April 2013 followed by an Options consultation carried out in September and October 2015. An Officer response to the options consultation was issued making comments on housing issues and proposals for Magna Park, and further informal engagement at Officer level has taken place subsequently. A ‘proposed submission’ Local Plan, which covers the whole of Harborough District, has now been published for consultation between 22nd September and 3rd November. The study aims to provide a clear picture of existing and future needs for open space, sport and recreation in Harborough and the current ability to meet those needs in terms of quality, quantity and accessibility. The study sets local standards based on assessments of local needs, demographics and audits of existing open spaces. It is the basis for addressing quantitative and qualitative deficiencies through the planning process and should form the basis of the development of an open space strategy for Harborough DC. Scope of the open space and sport and recreation study The study includes all open space and recreation types identified within the latest Planning Policy Guidance Note 17 (Planning for Open Space Sport and Recreation, July 2002) and its Companion Guide (September 2002). These include parks and gardens, natural and semi-natural areas, green corridors, amenity greenspace, provision for children and young people, outdoor sports facilities, allotments, cemeteries and churchyards and civic spaces. The study also considers the provision of sport and indoor recreation facilities. What is the need for the study of open space, sport and recreation? A local assessment of open space and open space needs will enable the Council to: • plan positively, creatively and effectively in identifying priority areas for improvement and to target appropriate types of open space required • ensure an adequate provision of high quality, accessible open space to meet the needs of community • ensure any accessible funding is invested in the right places where there is the most need • conduct S106 negations with developers from a position of knowledge with evidence to support.
