View Document Office of the President of the Philippines PRESIDENTIAL MANAGEMENT STAFF Malacañang PMS-BIDS AND AWARDS COMMITTEE REQUEST FOR QUOTATION Date: August 10, 2021 The Office of the President-Presidential Management Staff (OP-PMS), through its Bids and Awards Committee (BAC), hereby invites all interested suppliers to submit their quotations for the SUPPLY AND DELIVERY OF DISASTER AND MEDICAL EQUIPMENT FOR THE INTEGRATED OPERATIONS AND SERVICE CONTINUITY SYSTEM SUBCENTRAL OFFICES IN THE CITIES OF PUERTO PRINCESA, LEGAZPI, AND ILOILO, subject to the General Conditions stated herein, and to submit said quotations, duly signed by their representatives, not later than August 17, 2021 (Tuesday). PhilGEPS Permit, and notarized Omnibus Sworn Statement (accompanied by a notarized Resolution, whichever is applicable), shall be attached to the quotation.1 3. The prospective bidders may submit an offer that provides for superior quality and/or better terms and conditions at no extra cost to the PMS. 4. All quotations shall be considered as fixed prices and are, therefore, not subject to price escalation during contract implementation. 5. All transactions are subject to withholding of appropriate taxes and fees. The PMS reserves the right to reject any or all Quotations/Bids, to waive any minor defects therein, to annul the bidding process, to reject all Quotations/Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder(s), and to accept only the offer that is most advantageous to the Government. To operationalize the IOSC sites, there is a need to procure disaster, medical equipment and supplies taking into consideration the value for money. II. Scope This Terms of Reference (TOR) shall govern the supply and delivery of disaster, medical equipment, and supplies for the three (3) IOSC sites, as follows: Region Address Region IV-B Puerto Princesa City, Palawan Region V Legazpi City, Albay Region VI Iloilo City, Iloilo 1 Prospective suppliers/service providers must state here either “Comply” or “Not Comply” against each of the individual parameters of each Specification stating the corresponding performance parameter of the equipment offered. Statements of “Comply” or “Not Comply” must be supported by evidence in a supplier’s/service provider’s and cross-referenced to that evidence. Evidence shall be in the form of the quotation/proposal A statement that is not supported by evidence or is subsequently found to be contradicted by the evidence presented will render the quotation/proposal under evaluation liable for rejection. 1 III. IV. Timelines or Schedule of Deliveries The winning bidder shall deliver the said items within 30 days upon completion of respective IOSC sites. V. Terms of Payment Payment shall be made upon completion and acceptance of delivery of the required items, subject to deduction of applicable taxes by the PMS and 5% 2 retention fee. Late delivery shall be subject to penalty equivalent to 1/10 of 1% of the cost of the unperformed portion for every day of delay. All bid prices shall be considered as fixed prices (including shipping/delivery cost), are not subject to price escalation during contract implementation. VI. Approved Budget for the Contract The approved budget for the Supply and Delivery of Disaster and Medical Equipment for the Integrated Operations and Service Continuity Site (IOSC) in the Cities of Puerto Princesa, Legazpi, and Iloilo amounts to Two Hundred Twenty-Three Thousand and One Hundred Eighty Pesos (₱223,180.00), inclusive of all applicable taxes and fees. 3 Checklist of Eligibility Requirements (for Small Value Procurements with Approved Budget for the Contract (ABC) below PhP500,000.00) 1. Roldan Political Science Department, De La Salle University [email protected] Abstract: Philippine external relations is commonly perceived as the sole domain of national government. Yet given the move towards Association of Southeast Asian Nations (ASEAN) integration and in light of current global trends where diverse players take on a role in regional affairs, there are increased opportunities for the Philippines to strengthen ties with its neighbors not only on a national but sub- national level. This paper explores how the town twinning or sister city program provides a mechanism for Philippine local government units to establish links with their ASEAN counterparts to promote trade, technical, cultural, and educational exchanges. Using document analysis and a case study approach, the paper discusses the processes and outcomes of town twinning arrangements with Cebu as a case in point. While there is much potential for increasing inflows of material resources and human capital through this mechanism, it is noted that the Philippine local government units have not maximized the benefits of town twinning arrangements within ASEAN. Only four Philippine cities namely, Bacolod, Cebu, Puerto Princesa, and Vigan have sister cities with only two ASEAN countries which are Malaysia and Indonesia. The paper argues that there is a need to impress upon policymakers that non-state actors such as, local government units, can be effective players in bringing about stronger ties in the region by means of enhanced bilateral cooperation among ASEAN towns and cities.

The development of the public transportation network is crucial in tackling these problems. In addition, investment in infrastructure development is essential to realize a sustainable economic growth. Metro Manila, in particular, requires a transportation policy to facilitate a modal shift from private cars to public transportation by developing and integrating transportation networks and strengthening linkages between transportation modes.
