The instructor will fully explain and evaluate methodology and es- tablished protocols for conducting cold case investigations. The instructor will use case studies to highlight lessons learned and best investigative practices. Joe Kennedy retired from the Naval Criminal Investigative Service (NCIS) with over 25 years of service. During his lengthy career, he served in various offices around the world, including multiple deployments to Iraq, Afghanistan, and the Philippines. Joe graduated Magna Cum Laude from Pfeiffer College and obtained a Master degree from Georgetown University. Joe was the primary architect and first Program Manager for the international- ly acclaimed NCIS Cold Case Homicide Unit. He wrote the methodology and protocols for the unit, which has been adopted by police agencies around the globe. He has provided cold case consultation and training to agencies throughout North America, South America, Europe, Asia, and the Middle East. His work was profiled in “Delayed Justice – America’s Best Cold Case Investigators.” His numerous awards and commendations include the Meritorious Civilian Service Award (3), Superior Civilian Service Award, US DOJ Public Service Award, Federal Law Enforce- ment Officers Association Investigative Excellence Award, USMC Commendation (2), FBI Commenda- tion, Global War on Terrorism Medal, NCIS Expeditionary Medal, and NATO Medal.
