Introduction 1.1 Project Description The project aims to rehabilitate about 739.9 kilometers (km) of rural roads in 9 provinces, namely Takeo, Kampong Speu, Kamong Chhnang, Pursat, Battambang, Banteay Meanchey, Siem Reap, Kampomg Thom and Tbong Khmum to pave condition with double bituminous surface treatment (DBST) to provide a safer, cost-effective rural road network with all-year access to markets and other social services of poor rural provinces in Cambodia. The Connectivity Improvement for Mekong River Island Output is consistent with and contributes to the goals of the Rural Road Policy and Strategy of the Ministry of Rural Development (MRD), Cambodia in particular, to improve connectivity between road and water transport. The output proposes of the island improvement of 50 km of roads using reinforced concrete and the improvement of 11 jetties (7 are on the island and 4 connecting jetties are on the mainland). 1.2 Project Locations The RRIP II is located in 9 provinces and Mekong River Islands project namely Tbong Khmum, Takeo, Kampong Speu, Kamong Chhnang, Pursat, Battambang, Banteay Meanchey, Siem Reap and Kampomg Thom, and also Mekong River Islands (Kampong Cham and Tboung Khmum provinces). The consultant’s environmental specialist has responsibility for environmental monitoring, most during construction period. The main purpose of environmental monitoring is to ensure that the environmental impacts of project activities are adequately addressed and mitigated. In addition, the project also needs to comply with ADB’s SPS 2009 and Cambodia’s environmental laws as indicated in the loan agreement. The contractors have a duty to comply with the relevant legislation.
