international journal of military history and historiography 39 (2019) 7-33 IJMH brill.com/ijmh Britain, Austria, and the “Burden of War” in the Western Mediterranean, 1703–1708 Caleb Karges* Concordia University Irvine, California [email protected] Abstract The Austrian and British alliance in the Western Mediterranean from 1703 to 1708 is used as a case study in the problem of getting allies to cooperate at the strategic and operational levels of war. Differing grand strategies can lead to disagreements about strategic priorities and the value of possible operations. However, poor personal rela- tions can do more to wreck an alliance than differing opinions over strategy. While good personal relations can keep an alliance operating smoothly, it is often military necessity (and the threat of grand strategic failure) that forces important compro- mises. In the case of the Western Mediterranean, it was the urgent situation created by the Allied defeat at Almanza that forced the British and Austrians to create a work- able solution. Hattendorf: The Idea of a “Fleet in Being” in Historical Perspective THE IDEA OF a “FLEET IN BEING” IN HISTORICAL PERSPECTIVE John B. Hattendorf he phrase “fleet in being” is one of those troublesome terms that naval his- torians and strategists have tended to use in a range of different meanings. TThe term first appeared in reference to the naval battle off Beachy Head in 1690, during the Nine Years’ War, as part of an excuse that Admiral Arthur Herbert, first Earl of Torrington, used to explain his reluctance to engage the French fleet in that battle. A later commentator pointed out that the thinking of several Brit- ish naval officers ninety years later during the War for American Independence, when the Royal Navy was in a similar situation of inferior strength, contributed an expansion to the fleet-in-being concept. -

Part 1 of this article warned of the inherent dangers of accepting an easily digestible and simplistic vision of sailing capability and explained in some detail the practicalities of making ground to windward in a sailing warship. An incapacity to make ground to windward was not, however, the only significant characteristic of wind dependence. Unfortunately, very few historians of sailing warfare have considered sailing warship capability beyond the question of windward performance, and there remains much of significance that is not widely known. With our accepted understanding so dominated by the question of windward performance, it has been all too easy to associate negative connotations with the broader question of sailing warship capability. It is, furthermore, a sad fact that the only characteristics of sailing warship capability that are generally understood are those that are based on a superficial comparison with steamships. A steamship has an engine that provides head or sternway and a rudder that controls lateral movement. Maritime historians have repeatedly used this template to understand the sailing ship, simply regarding the sailing rig as the direct equivalent of the engine. -

Timeline of the Forton Barracks & HMS St. Vincent. 1713 Wooden built Fortune Naval Hospital opened. Private but under contract to the Admiralty. (Forton is a shortened name of Fortune & has remained so ever since!) 1735 John Jervis was born in Meadford Hall, Staffordshire. 1746-1762 Royal Naval Hospital Haslar built and Fortune’s patients were transferred There. French Prisoners of War were housed here at Fortune! 1755 The French POW transferred to Portchester Castle. American War of Independence Started and those Colonists guilty of treason or piracy were transported here. 1793-1815 Napoleonic War French prisoners were confined here and in hulks in Forton Creek. By 1815 over 4,000 were held but over 1,500 died. Many are buried near The old open air swimming bath on the north side of Forton Creek. 1797 The ‘Board of Ordnance’ purchased the site for the building of a new military Hospital. However, because of the development of Haslar, another hospital was not considered necessary so the plans were changed to a barracks for the Army, and named Forton Barracks. Battle of Cape St. Vincent was fought by (then) Admiral Sir John Jervis. He was given the Title Baron & Earl of St. Vincent as gratitude for his victory. Jervis promotes one Captain Horatio Nelson to Rear Admiral as a reward for his part in the battle. 1801 Earl of St. Vincent promoted to First Lord of the Admiralty. This because of his reforms in both the Royal Navy and the Dockyards. Also creation of the Viscount St. Vincent of Meadford, Staffordshire. 1804 Viscount St.
