CONSTITUTION 0F THE STATE OF WISCONSIN. ADOPTED IN CONVENTION, AT xVIADISON, ON THE FIRST DAY OF FEBRUARY, IN THE YEAR OF OUR LORD ONE THOUSAND EIGHT HUN DRED AND FORTY-EIGHT. PREAMBLE. We, the people of Wisconsin, grateful to Almighty God fbr oar freedom, in order to secure its blessings, form a more perfect gorer:; • menu insure domestic tranquility, and promote the general weifars ; do establish this CONSTITUTION. ARTICLE I. DECLARATION OF RIGHTS. SECTION I. All men are born equally free and indepandent, ar;d have certain inherent rights, among these are life, liberty and the pursuit of happiness ; to secure these rights, governments are insti tuted among men, deriving their just powers from the consent of tha governed; SEC. 2. There shall be Heither slavery nor involuntary servitude m this State otherwise than for the punishment of crime, whereof the party shall have been duly convicted. SEC. 3. Every pjrson may freely speak, write and pubh'sh his sentiments on all subjects, being responsible for the abuse of that right, and no laws shall be passed to restrain or abridge the liberty of speech or of the press. In all criminal prosecutions or indictmentii for libel, the truth may be given in evidence, and if it shall appear to the jury, that the matter charged as libellous, be true, and was published with good motives, and for justifiable ends, the party shaii be acquitted ; and the jury shall have the right to determine the law and the fact. SEC. 4. The right of the people peaceably to assembly to consul': for the common good, and to petition the Government or any depa/t ment thereof, shall never be abridged. -

CJSAEIRCEEA 23) Novemberlnovembre 2010 55 Perspectives "A COUNTRY AT THE END OF THE WORLD": LIVING AND LEARNING IN NEW FRANCE, 1608-1760 Michael R. Welton Abstract This perspectives essay sketches how men and women of New France in the 17th and 18th centuries learned to make a living , live their lives, and express themselves under exceptionally difficult circumstances. This paper works with secondary sources, but brings new questions to old data. Among other things, the author explores how citizen learning was forbidden in 17th- and 18th-century New France, and at what historical point a critical adult education emerged. The author's narrative frame and interpretation of the sources constitute one of many legitimate forms of historical inquiry. Box 1346 Ann Arbor, Ml 48106-1346 Abstract This thesis will prove that the Montreal reform movement arose out of a desire of the richer wards to control municipal politics. The poorer wards received most of the public works because they were organized into a political machine. Calling for an end to dishonesty and extravagance, the reform movement took on a party form. However after the leader of the machine retired from municipal politics, the movement lost its momentum. The reform movement eventually became identified as an anti-trust movement. The gas, electricity, and tramway utilities had usually obtained any contracts they wished, but the reformers put an end to this. -

Waywell 1989 r ( ABSTRACT Based primarily on notari zed farm l eases, th i s thes i s exami nes approaches to agriculture on the island of Montreal from 1780 to 1820. Thi s source permits us to establ ish the crucial rel ationship between people and farms and to then link them to differences in capital invest ment, production and farming techniques. By understanding the common, day-to-day farming operations, we can address ourselves to the larger questions of what contributed to the state of Lower Canadian agricul ture, a subject of contentious debate in Quebec historiography. The island of Montreal, already favoured by the geographic cir cumstances of c1imate, soi1 and location, was also a crucible for two profound changes which were occurring in Quebec society during this period -- the beginning of a wave of Eng1 ish-speaking immigrants who wou1d permanently alter the ethnie composition of the province's population, and the deve10pment of a significant urban market. In the 564 notarized farm leases passed in this forty-year period, half of the lessors were merchants and professionals, most of whom I~sided in the city and suburbs of Montreal. The farms of the urban bourgeoisie were on average larger and better-stocked than the farms of habitants, art i sans and other proprietors. -

Indigenous people have a long history in Montreal and are a rapidly growing, diverse and vibrant population. Indigenous peoples in Montreal are proud of their culture and the majority of indigenous people in Montreal know their ancestry well. They hope to retain their cultural identity while becoming a significant and visible part of the urban landscape. Despite the connection Indigenous people have to this city, a major national commission (TRC) found that there is a lack of education about Indigenous people in Canada that leads to misunderstanding and other research has shown that Montreal residents are the least aware of Indigenous people in their city compared to other major cities in Canada.
