1. Introduction & Welcome 1.1 Welcome from Rally Australia

Dear Competitor

I’m pleased to introduce this Rally Guide 1 for the 2018 Kennards Hire Rally Australia. The Guide reveals many changes for this year’s closing round of the FIA World Rally Championship – the 26th Australian WRC, incidentally. Clerk of the Course Wayne Kenny and his organising team have listened to driver and fan feedback after 2017 and as a result the challenge for this year will be very different from the first day to the last. The competitive distance totals around 316 kilometres over 24 stages. Only eight stages, including the Destination New South Wales Super Special Stage to be run twice on Friday and Saturday evenings and the daytime Sherwood Special Stage, have not been changed or replaced. For fans, we’ve re-located the opening Rally Show and Ceremonial Start to a beautiful area on the Coffs Harbour Waterfront, which will facilitate attendance by bigger crowds. This move also has allowed us to move the podium finish from the city centre to the spectator point on the Wedding Bells Power Stage. We expect making it easy for fans to watch the podium ceremony almost straight after the last car has passed will increase the crowd there too. We’re creating more attractions at the DNSW Super Special Stage and the service park, which has been re-named Rally Central to help fans understand that this really is the exciting hub of a WRC event. The 2018 WRC season is proving even more thrilling than before, if that’s possible. We’re looking forward to an exciting finale and the part every crew and team will play in staging a memorable Kennards Hire Ral- ly Australia. The organisers will be doing everything possible to make your experience as competitors rewarding, fun and hassle-free. Finally, while the rally will be your focus, I hope you are able to take an opportunity during your visit to enjoy the magnificent Coffs Coast host region. It’s home to so many wondrous natural attractions, from rainforest to ocean, and abundant cultural experiences. I look forward to welcoming you on 15th-18th November.

4.1.1 Criteria for acceptance of entries and closing date Those wishing to take part in the 2018 Kennards Hire Rally Australia must complete official electronic en- try form published on the FiA Website http://registrations.fia.com/ duly completed before the closing date for entries. By sending an electronic form, the competitor undertakes to abide by the rules and regulations of the competition. Competitors will sign the entry form in Administrative Checks. The entry application will only be accepted if accompanied by the total entry fees or by a receipt issued by the competitor’s National Sporting Authority. All entry forms must be received by the close of entries on Monday 15th October 2018 at 1700 hours (UTC+11 hours)

5. Service Park/Rally Central 5.1 Information about the Service Park/Rally Central The Service Park/Rally Central will be at the located on Stadium Drive, Coffs Harbour between Hogbin Drive and Pacific Highway, and is approximately 12km from Rally Headquarters. GPS Coordinates: 30˚ 19.344S and 153˚ 5.626E. FIA Priority Competitors can access the Service Park from 1000hrs on Saturday 10th November 2018. Non Priority Competitors can access the Service Park from 0900hrs on Sunday 11th November 2018 Flexi Service, in accordance with FIA WRC regulations Art. 51, will apply for the end of day service.

6. Two-Way Radio 6.1 Application Procedure A licence is required for the use of all radio transmitters in Australia. Competitors wishing to use 2-Way radios during Rally Australia must complete the application form avail- able on the form section of the event website. Radio Licences may be checked at scrutineering by Rally Australia officials in consultation with Radspec Consultants Pty Ltd, a government authorised authority for communications. Equipment acceptable for use within Australia must fall within the following frequency bands:

 VHF Mid Band (70 to 87.5 MHz)

 VHF High Band (148 to 174 MHz) The frequency assigned to the licence will be issued by Radspec Consultants Pty Ltd once the application has been received. Radspec Consultants Pty Ltd must receive all applications for licences with payment, by the Monday 15th October 2018. Citizen Band Radio Stations The Citizen Band Radio Stations (CBRS) in Australia operate under a Class Licence, which means that indi- vidual station licences are not required. The radio equipment is subject to stringent technical specifica- tion, and must operate on the following bands:

 HF (26.965 to 27.405 MHz)

 UHF (476.4125 to 477.4125 MHz) This is a public service, and no protection from interference is available. Competitors wishing to use this service should contact Radspec Consultants Pty Ltd for further information.

7. Fuel/Tyres 7.1 FIA Fuel All Priority Drivers are required to use FIA Fuel. The supplier appointed by the FIA for the 2018 to carry out fuel ordering, fuel supply and refuel services is Panta Fuel. All competitors using FIA Fuel must order directly with Panta Fuel no later than Tuesday 2nd October 2018. The cost of fuel, including refuelling service, is €5.00 per litre. Payment details are outlined on the Order Form. All cars of the Priority drivers must be fitted with FIA fuel sample couplings for taking fuel samples and with FIA-specified refuel couplings. All competitors must comply with WRC regulations Art 59.3.2. Under no circumstances should Rally Australia be nominated as the end user for any imports.

7.2 Pump Fuel Non-Priority Drivers may use FIA fuel or standard pump fuel available from stations identified in the Road Books. Pump fuel for the Remote Fuel Zones will need to be booked and paid in advance to the organiser with further detail to be outlined in Rally Guide 2. The cost of this fuel, including refuelling service is $3.90 per litre. Payment details are outlined on the Or- der Form on the event website. 7.3 Remote Refuel Zones Remote refuel zones will be established as follows and each of these locations will be used twice during the day: -

 Friday 16th November 2018 following SS2 & SS5 in Glenreagh

 Saturday 17th November 2018 following SS9 & SS13 in Macksville 7.4 Tyres All entrants are reminded of the need to comply with the 2018 WRC Sporting Regulations Art. 60 regard- ing tyres that may be used. The requirements vary depending on class of car and the Priority of the driver.

8. Import of Vehicles and Spare Parts It is strongly recommended that you utilise the services and obtain the advice of the Official International Logistics Supplier: White Knight Global Logistics Contact: Mr Tony Vinson Telephone: +61 (0)7 3399 4353 Email: [email protected] Website: www.whiteknight.com.au The easiest way to temporarily import rally and supply vehicles, parts, tyres and components into Austral- ia without payment of customs duty and tax is under an ATA Carnet. ATA Carnets are issued by the Chamber of Commerce in the exporting country. An ATA Carnet will allow the bringing of Rally Vehicles, ect. into Australia for up to 12 months’ subject to the expiry date of the Carnet. All items not re-exported within this period will be liable for duty, GST and if applicable LCT. Should an ATA Carnet not be obtained, Rally Australia can assist with the importation via their “Events Status Concession” where applicable.

8.1 Vehicles Imported under Events Status Concession A permit from the Commonwealth Department of Infrastructure, Transport, Regional Development & Lo- cal Government must be issued before the vehicle enters Australia for all vehicles being imported using the Event Status Concession. To apply you must register and submit an application by logging onto the Department of Infrastructure Portal. https://vis.infrastructure.gov.au/_layouts/VISBranding/VISLogin.aspx It is strongly recommended that you do no ship your vehicle until after you receive your Import Approval. Any missing documents or incomplete applications will delay the issuing of an Import Approval. You will need an Import Approval to take delivery of your vehicle from the Australian Port of entry. Allow up to 20 business days from receipt of your application and all documentation for processing and issue of an Approval. A fee of $50.00 must accompany the application with details of how to make pay- ment on the Department of Infrastructure Portal.

8.2 Vehicle Registration and Insurance 8.2.1 Visiting Rally Vehicles from Overseas Visiting Rally Vehicles that are registered in another country and have number plates, a label (if applica- ble) and registration papers, do not require registration in NSW to compete in Kennards Hire Rally Aus- tralia. Entrants are reminded that 3rd party property damage insurance in Australia can be difficult to obtain for vehicles registered overseas. The organisers have made arrangements to obtain this cover and applica- tion can be made at the time of lodging your entry if you wish to join a policy offered by the organiser’s insurance provider. Visiting rally vehicles that are not registered in another country may be issued an Unregistered Vehicle Permit (UVP) for the duration of Kennards Hire Rally Australia. These vehicles are subject to special condi- tions that restrict vehicle use only to the duration of rally. A Safe-Use-Declaration form is required. Reciprocal agreements between jurisdictions apply. They may also be issued an Unregistered Vehicle Permit (UVP) from NSW.

9. Helicopters & RPA’S 9.1 Registration Process In accordance with FIA guidelines on helicopter use, all helicopters flying in support of the rally must be registered with the organisers. It is intended that, as a safety precaution, there will be a protocol to con- trol rally airspace and only registered aircraft will be allowed to fly in this airspace. Registration forms will be available from the forms section of the Rally Australia Website.

12.2 Accreditation Procedure As a round of the FIA World Rally Championship, Kennards Hire Rally Australia must adhere to the media guidelines as set out by the FIA, the international governing body of motorsport. Please read the follow- ing guidelines carefully and ensure that all the information requested is supplied with your accreditation application and it is sent to the appropriate address. Accreditation provides access to the event Media Centre, and other designated areas as specified for indi- vidual pass holders at the Service Park, on Special Stages, the finish podium and other locations.

12.3 Types of Accreditation There are two types of accreditation: Event Accreditation and Permanent Accreditation. Event Accredita- tion is issued to media organisations and individuals on a temporary, event-by-event basis. Permanent Accreditation is issued by the FIA to media organisations and individuals who attend the majority of events throughout the season.

12.4 Event Accreditation Process Applications from Australian organisations and individuals representing press, radio, agencies and web- sites must be received by the Rally Australia Accreditation Manager by Wednesday 17 October 2018. Guidelines and an application form will be available on the event website closer to the event.

14.9 Driving in Australia All overseas visitors must carry their valid overseas civil drivers licence when driving in Australia. If the licence is not in English, an official English translation or an International Driving Permit must accompany the licence. If the overseas licence is a licence to drive cars, then the holder may drive vehicles of the kind covered by a NSW Class C driver licence (up to 4.5 tonnes GVM and seating up to 12 adults, including the driver). If the overseas licence is a licence to drive heavy vehicles, then the holder may drive vehicles that are au- thorised by their overseas licence class. In Australia all vehicles travel on the left side of the road. The maximum speed limit in cities and towns varies between 40-60kmh. On country roads and main high- ways, the maximum speed limits are typically 100 or 110kmh, as signposted. New South Wales uses many fixed speed cameras as well as mobile cameras and lasers to monitor speed. Each occupant of a vehicle must wear a seatbelt at all times. It is essential that your visa application is completed before you board your flight to Australia.
