6 RALLY GUIDE 2 1. WELCOME FROM RALLY AUSTRALIA

Dear Competitor I’m pleased to introduce this Rally Guide 2 for Kennards Hire Rally Australia 2019. The Guide reveals many changes for this year’s closing round of the FIA World Rally Championship – the 27th Australian WRC, incidentally. Clerk of the Course Wayne Kenny and his organising team have listened to driver and fan feedback after 2018 and as a result the challenge for this year will be different from the first day to the last. One important change is that the first competitive day will be Thursday, not Friday as in the past. We’ve brought forward the Destination New South Wales Super Special Stage from Friday-Saturday to Thursday- Friday, while Saturday evening has been reserved for some great fan entertainment at the Pedders Rally Central service park. You will also see in the details later in this Guide that the harbourside SSS layout has been substantially changed. This year, the stage will loop behind the hilltop Deep Sea Fishing Club, adding a little distance, some fresh driver challenges and more excitement for spectators. There will be a holding area and tyre-warming area near the start control and the stop control will be closer, meaning the entire venue will be more compact and involving for fans. Thursday afternoon’s Rally Show and Ceremonial Start will be staged right outside the ticket gates to the SSS and we hope to attract many more spectators as a result. At Pedders Rally Central service park, we plan to have plenty of activations, entertainments and store outlets to bring in the crowds every day. At this time last year, who would have thought the FIA World Rally Championship would end in such a dramatic three-way fight here on the Coffs Coast, on the last day of the last round of the series? Interest from around the world was enormous and unprecedented. And yet here we are again, with six rounds still to run, and Ott Tänak, Sébastien Ogier and are again holding us spellbound – and hopefully the fight again will continue to the last stage of the last day of the last round of 2019! The WRC continues to prove itself the most dramatic and unpredictable series in world motorsport. As competitors at any level, you’re all part of this magnificent show and we welcome you and wish you an exciting and memorable experience. Finally, while you’re here for the rally, I hope you can find time during your visit to experience the magnificent Coffs Coast host region. It’s home to so many wondrous natural attractions, from rainforest to ocean, and abundant cultural experiences. I look forward to welcoming you on 14-17 November. 5. SERVICE PARK

5.1 SERVICE PARK INFORMATION The Service Park will be at the located on Stadium Drive, Coffs Harbour between Hogbin Drive and Pacific Highway, and is approximately 12km from Rally Headquarters. GPS Coordinates: 30˚ 19.344S and 153˚ 5.626E. FIA Priority Competitors can access the Service Park from 1000hrs on Saturday 9th November 2019. Non Priority Competitors can access the Service Park from 0900hrs on Sunday 10th November 2019 Flexi Service, in accordance with FIA WRC regulations Art. 51, will apply for the end of day service.

8 RALLY GUIDE 2 5.3 ENVIRONMENTAL REQUIREMENTS AT THE SERVICE PARK Rally Australia was the first World Rally Championship event to develop a comprehensive environmental management program that was recognised in 2013 by the FIA as world class.

We ask that all competitors be mindful of the sensitive environment within which the rally is conducted. In particular, please use the recycling and other facilities provided within the Service Park responsibly. The Service Park area drains directly to a Marine National Park. Fuel, oil, lubricants and chemicals must be securely contained and leaks and spills immediately cleaned up. Used oils, coolant and lubricants as well as hazardous wastes such as batteries, chemicals and glass should be disposed of in the designated facilities clearly marked around the service area. If assistance is required seek help from the Service Park management team who have access to additional spill clean-up materials and they can also call in one of our specialist environmental response teams.

A car wash facility for rally cars will be provided near to the Service Park and will be noted in the Road Book. A wheel wash area will also be established near to the Manufacturer service areas within the Service Park. Please do not use pressure cleaners within the Service Park except in the areas designated by Rally organisers where the runoff can be contained and disposed of. Breaches of environmental controls may be noted by an official of the rally and could result in a report to the Stewards with a recommendation that a fine be applied.

9.1 REGISTRATION PROCESS In accordance with FIA guidelines on helicopter use, all helicopters flying in support of the rally must be registered with the organisers. It is intended that, as a safety precaution, there will be a protocol to control rally airspace and only registered aircraft will be allowed to fly in this airspace. Registration forms will be available from the forms section of the Rally Australia Website. 14.1 SHAKEDOWN LOCATION Shakedown will take place on Thursday 14th November at the Lower Bucca State Forrest. (Refer to Appendix 5 for Stage Map and Thursday/Friday Road Book for travel details) Stage Length: 5.09km Service Park: Stadium Drive, Coffs Harbour Distances: From Service Park 30.52 km; Return Loop: 5.18km; from Stop to Service Park: 27.34 kms

14.2 SHAKEDOWN CLASSIFICATION All P1 and P2P drivers will be required to complete their first passage of Shakedown in order of Championship classification, and at an interval as determined by the Organiser in consultation with FIA and WRC Promoter. A start list for this first passage will be published at 20:00 on Wednesday 13th November, 2019, with a target start time of 08.00 for the Shakedown stage start. Any deviation from the published check-in times (TC and SD start) will be reported to the Stewards who may impose a penalty. A Technical Zone is included in the 5 minutes scheduled between the TC and the Shakedown start. Time cards will be issued at the time control. At the conclusion of these fixed passages, P1 and P2P drivers will be able to continue their shakedown runs with their respective time window. FIA, P1, P2P, P2 and non-Priority drivers are permitted a maximum of 5 passages of the shakedown stage. FIA P1 drivers are allowed to have one team member to connect a laptop to a car and collect data close to the shakedown stage box 29 on page 16 of Day 1 road book. No other work on the car is permitted. Only one car per team is allowed in the same area (Auxiliary or Service plate).

A Rally Show and Ceremonial Start, compulsory for all crews, will commence at 1530hrs on Thursday 14th November 2019 at Coffs Harbour Jetty. Cars and drivers must report for a Rally Show and ceremonial start incorporating driver introductions. Please refer to Appendix 2.6.1 for maps. Attendance is compulsory and all crews must attend wearing approved overalls and must arrive no later than the times indicated in the schedules below. Late arrival of crews and/or vehicle may be penalised at AU$100 per minute late for WRC and WRC2 drivers and AU$20 per minute late for other crews.

16. FINISH PROCEDURE

The podium finish will be held at the Wedding Bells spectator area between TC25A & TC25B. Crews will be required to drive their vehicles to Parc Ferme TC25C following the podium ceremony.

16 RALLY GUIDE 2 18.7 EXPECTED MEDIA COVERAGE The standard WRC event television package of preview, daily roundup and post-event review will be broadcast in Australia on free-to-air Ten Network and national and regional affiliates. The Coffs Coast region and Coffs Harbour city have bi-weekly and weekly newspapers; at least four radio stations and staff news bureaux for two regional free-to-air TV networks with national affiliations. All will produce substantial coverage before and during Kennards Hire Rally Australia. Arrangements are being put in place for national coverage through the main capital city newspaper groups (News Limited and Fairfax) and the domestic news agency Australian Associated Press. Official radio partner network Southern Cross Austereo will broadcast regular updates throughout the rally across the Coffs Coast region from a dedicated journalist. Where reception permits on the daytime special stages, these broadcasts will complement on-site live commentary.

20.3 CURRENCY All Australian states use a decimal currency system, with 100 cents equalling one dollar. The notes are $100, $50, $20, $10 and $5. Coins are $2, $1, 50 cents, 20 cents, 10 cents and 5 cents. There are several cash dispenser Automatic Teller Machine (ATM’s) in the Coffs Harbour area. The closest ATM to the Service Park is located at BP Coffs Harbour South, 380 Pacific Hwy. There is also an ATM located at Rally HQ at Opal Cove reception. All major credit cards are very widely accepted in hotels, car rental offices, department stores, restaurants, shops and most taxis. Foreign credit cards can be used to withdraw cash from almost all ATMs.

20.8 DRIVING IN AUSTRALIA All overseas visitors must carry their valid overseas civil drivers licence when driving in Australia. If the licence is not in English, an official English translation or an International Driving Permit must accompany the licence. If the overseas licence is a licence to drive cars, then the holder may drive vehicles of the kind covered by a NSW Class C driver licence (up to 4.5 tonnes GVM and seating up to 12 adults, including the driver). If the overseas licence is a licence to drive heavy vehicles, then the holder may drive vehicles that are authorised by their overseas licence class. In Australia all vehicles travel on the left side of the road. The maximum speed limit in cities and towns varies between 40-60kmh. On country roads and main highways, the maximum speed limits are typically 100 or 110kmh, as signposted. New South Wales uses many fixed speed cameras as well as mobile cameras and lasers to monitor speed. Each occupant of a vehicle must wear a seatbelt at all times. The use of a hand-held mobile phone while driving is an offence in Australia and can result in a hefty fine.
