DIRECTOR’S SUMMARY The Institute of International Relations (IIR) began the 2016 – 2017 academic year with a new director, Professor Jessica Byron-Reid, who took up office on August 1 2016. The Institute had been guided smoothly and efficiently since Professor Andy Knight’s departure in December 2015 by Dr. Mark Kirton. The Institute is extremely grateful to Dr. Kirton for the excellent job he did during this period, particularly in the organization of an impressive programme to celebrate the IIR’s fiftieth anniversary milestone. The 2016 – 2017 year marked the beginning of the IIR’s second half century and the focus has been on succession planning and new academic and administrative staff recruitment, programme and curriculum review, expanding our regional and international outreach and increasing the intake of international students, strengthening and defining more sharply the IIR’s focus and output, consolidating the Diplomatic Academy of the Caribbean (DAOC) and putting the IIR/DAOC on a sound financial footing in a challenging economic climate in Trinidad and Tobago and indeed the wider Caribbean. The following report elaborates on these items, highlights the progress that has been made in various areas, signals significant developments and of course indicates the challenges that are being addressed. Of particular significance is the progress made by the DAOC in offering training modules that have attracted enthusiastic participation from a range of public and private sector clients drawn from Trinidad and Tobago and from the wider Caribbean. The DAOC’s modules on Corporate and Diplomatic Protocol have also benefited a number of UWI students as they prepare themselves for the professional workplace. In terms of student initiatives, the Institute’s participation in 2017, together with students from UWI Mona, as part of a One UWI team in the Harvard National United Nations Model Assembly was a new and exciting departure which should have broader curriculum development benefits for St. Augustine students. Likewise in 2016/2017, the IIR invested much time and effort in expanding students’ internship opportunities with various international organizations, diplomatic establishments and non-governmental organizations. Dr. Georgina Chami is to be complimented for her contribution to the two latter initiatives The IIR would also wish to highlight several examples of staff research output during 2016/2017, notably a significant publication on the history and future prospects for the evolution of the African-Caribbean-Pacific Group, co-edited by Dr. Annita Montoute, various scholarly articles on the governance of climate change by Dr. Michelle Scobie, an EU-LAC technical analysis of the prospects for Caribbean engagement with the Community of Caribbean and Latin American states prepared under the direction of Dr. Annita Montoute and various scholarly articles published by other staff members. 3 2. THE REPORT A. STAFF Historically, the IIR has benefited greatly from the loyalty and commitment to customer service exhibited by many staff members. It is currently undergoing a generational transition with respect to both academic and administrative/technical staff and succession planning is a priority for this institution which specializes in graduate teaching and research. The full- time academic staff in 2016/2017 numbered nine – one professor, two senior lecturers, five lecturers and one librarian. The MPhil/PhD Coordinator was Dr. Debbie Mohammed, and in the latter part of the academic year Dr. Jacqueline Laguardia Martinez, the M.Sc. Coordinator was Dr. Dave Seerattan and the Postgraduate Diploma Coordinator was Mr. Anselm Francis. There was considerable fluidity in the movements of the academic staff. Senior Lecturer Dr. Matthew Bishop resigned his post in August 2016 and Dr. Mark Kirton retired in July 2017after having been on research leave from January – June 2017. Dr. Michelle Scobie has been on two years’ secondment to SALISES and will be absent for a third year on sabbatical leave. Mr. Anselm Francis returned from retirement to render sterling service for the year in teaching the Public International Law courses, providing student supervision and programme coordination. Dr. Annita Montoute has been granted well-deserved research leave for academic year 2017 – 2018. During 2016/2017, the teaching programmes were delivered by eight full time staff members and two adjunct lecturers. The IIR also hosted two Visiting Research Fellows, Ms. Elizabeth Solomon and Ms. Roberta Clarke. Two Lecturer/Senior Lecturer posts were advertised in January 2017, one focusing on International Security and the other on the International Political Economy of Climate Change, Sustainable Development and Human Security. By the end of the academic year, the recruitment process to fill these vacancies had not yet been concluded. One of the priority tasks for the Institute is to strengthen its senior academic staff numerically and in terms of research specialization, in line with its curriculum development, supervision of research students and research output. The recruitment process is ongoing and in the interim the IIR will benefit from a number of part-time and temporary appointments for the academic year 2017 – 2018 to cover the staffing gaps that have occurred due to retirements and the granting of sabbatical or special leave to staff members. Finally, the IIR continues to explore opportunities for welcoming Visiting Research Fellows from its partner institutions to bolster its future research programmes and curriculum development. The IIR bade farewell in May and July 2017 respectively to Mrs. Marilyn Ramon-Fortuné, Senior Administrative Assistant and to Dr. Mark Kirton. The former had with great competence and personal dedication steered the administrative affairs of the institute and supported numerous Directors for eighteen years. Dr. Kirton had been the Institute’s specialist on Latin American politics for eleven years. The IIR salutes both stalwarts for their outstanding service, devotion to excellence and to the well-being of students, staff and other 4 stakeholders of the IIR. Miss Ekana Mc Alister is now the Administrative Assistant of the IIR and continues to lead the Secretariat very effectively, supported by two new members of the administrative staff. The IIR also said goodbye to a member of its support staff, Ms. Susan Baksh who retired in May 2017 and to Ms. Chinaka Nelson, former Assistant Coordinator at the Diplomatic Academy whose contract ended in March 2017. Dr. Khellon Roach joined the staff as Manager of the Diplomatic Academy in January 2017. Finally, the administrative and academic work of the IIR and the Diplomatic Academy was
