Foley Congressman Foley has represented Washington State's Fifth Congressional District since January, 1965. As Majority Leader he is currently the second ranking Democrat in the U.S. House of Representatives following the Speaker, Jim Wright. For the six years prior to his election to that post, he served as Majority Whip, the number three position in the House Democratic Leadership. During his years in Congress, Mr. Foley has been a member of the Interior and Insular Affairs Committee; the Agriculture Committee, serving as its Chairman from 1975 through 1980; and the House Committee on Standards of Official Conduct. He is also a former Chairman of both the House Democratic Caucus and the Democratic Study Group. As House Majority Leader, Mr. Foley is currently a member of the Budget Committee and the Permanent Select Committee on Intelligence. Mr. Foley serves on the Board of Overseers of Whitman College, the Board of Visitors of the U.S. Naval Academy, the Board of Advisors of Georgetown School of Strategic and International Studies, the Yale University Council and the Advisory Council of the American Ditchley Foundation, and is a member of the Executive Committee of the Democratic National Committee. He is a member of the Council of Foreign Relations. Before his election to Congress, Mr. Foley served on the Senate Interior Committee staff as a Special Counsel to the late Senator Henry M. Jackson. A graduate of the University of Washington and its School of Law, he also served as an Assistant Attorney General for the State of Washington and as Deputy Prosecutor for Spokane County.
