    MSPs BY CONSTITUENCY AND REGION Scottish SESSION 1 Parliament This Fact Sheet provides a list of all Members of the Scottish Parliament (MSPs) who served during the first parliamentary session, Fact sheet 12 May 1999-31 March 2003, arranged alphabetically by the constituency or region that they represented. Each person in Scotland is represented by 8 MSPs – 1 constituency MSPs: Historical MSP and 7 regional MSPs. A region is a larger area which covers a Series number of constituencies. 30 March 2007 This Fact Sheet is divided into 2 parts.     9 Peter Lynch The Scottish Conservatives, 1997–2001 The Scottish Conservatives, 1997–2001: from disaster to devolution and beyond Peter Lynch William Hague’s four years of leadership of the Conservative Party coincided with a revolution in the political opportunity structure of Scottish Conser- vatism. First, the Scotish Tories were wiped out at the 1997 general election, their worst electoral performance of all time and their lowest share of the vote since 1865. Second, the party’s constitutional position was heavily de- feated at the devolution referendum of September 1997, so that Conservative opposition to a Scottish Parliament became an anachronism and devolution was set to become a reality. The party’s prospects took an upward turn when it gained seats in the new Scottish Parliament in the May election of 1999 and from then on, it has faced a radically different political environment to that which existed previously. After 1999, bereft of Westminster representation, the devolved parliament was the only show in town for the Tories north of the Border, with an untested leader, a weakened party organisation, declining levels of political support and a reduced status in that Parliament as the Scottish National Party (SNP) were the main opposition party. Adjusting to this new environment was a major task for the Scottish party. The combined impact of the 1997 general election wipeout and the onset of devolution brought three fundamental challenges for the Scottish Tories. First, the party had to adjust to devolution within Scotland in terms of party organisation, policy, autonomy and campaigning. It was required to act as an autonomous entity in the Scottish Parliament and gain credibility as a Scottish party – and reverse its image as an anti-Scottish party.1 Organisa- tional change and a reinvention of the Tories as a Scottish party were high priorities after 1997.

Our recommendations are far-reaching, as we felt they needed to be, to rejuvenate and focus the Party’s activity. We have welcomed the very high level of submissions the Commission has received. The consistent themes in the submissions were of a need for clarity of leadership, a distinctive Scottish identity, a welcoming and broader Party, increased decentralisation of the Party structure and the empowerment of the members. These are the themes upon which we have framed this report. We were all very disappointed by this year’s general election result in Scotland and have analysed that result in both a Scottish and UK context to identify how we can rebuild a significant level of support for our Party. We write this report, though, with a great sense of optimism for the future. A distinct Scottish leader elected by all the members with full responsibility for the Party in Scotland is a very significant change for the Scottish Conservatives, but one which we feel is necessary in a devolved Scotland. Recognising regional and local differences across Scotland has underlined our commitment to a regional structure and continuation of strong, local autonomy for our constituency associations.

Minutes of the last meeting held on 18 March The minutes of the meeting on 18 March were agreed. 2. Matters Arising Conveners were informed that item 5 of 18 March minutes had been dealt with via correspondence as agreed. 3. Unauthorised disclosures (continued from last meeting) The Group asked the Standards Committee to provide Guidance on how Committees should conduct the initial inquiries into unauthorised disclosures. 4. Finance Committee Scrutiny of Financial Memorandum The Group noted the current practice in relation to publication of Finance Committee reports on financial memoranda. No changes to the current practice were agreed. 5. Civic Participation Handbook The Group noted that the contents of the Handbook were helpful and endorsed it on the basis that individual examples of good practice would be collated and the electronic version updated as experience developed. Any future edition would reflect these developments. 6. Referral of Public Petitions After discussion the Group agreed the recommendations that once a petition is referred to a subject committee it is entirely a matter for that subject committee as to what action to take and to notify the petitioner accordingly. The subject committee should continue to advise the PPC of the action which it agrees to take in relation to a petition.

The remit of the Standards, Procedures and Public Appointments Committee is to consider and report on— (a) the practice and procedures of the Parliament in relation to its business; (b) whether a member’s conduct is in accordance with these Rules and any Code of Conduct for members, matters relating to members’ interests, and any other matters relating to the conduct of members in carrying out their Parliamentary duties; (c) the adoption, amendment and application of any Code of Conduct for members; and (d) matters relating to public appointments in Scotland. 2. Where the Committee considers it appropriate, it may by motion recommend that a member's rights and privileges be withdrawn to such extent and for such period as are specified in the motion.
