Changes in the classification of Estonian administrative units and settlements (EHAK) Following the implementation of the latest changes, the number of administrative units and settlements in the Republic of Estonia is as follows: Counties 15 Administrative units with a government 79 of which: rural municipalities 64 cities 15 Settlements 4701 of which: cities 47 cities without municipal 37 status towns 12 small towns 188 villages 4454 Changes as of 12 Nov 2018 Pursuant to Regulations No. 44 of the Minister of Public Administration (RT I, 09.11.2018): In Võru county in Setomaa rural municipality changed the division line in Toomasmäe village (old code 8300). Käre village is reinstated (code 3898 ). Toomasmäe village is assigned the new code 8301 . The classification characteristics are 87 732 8. Changes as of 09 Apr 2018: Pursuant to Regulations No. 19 of the Minister of Public Administration (RT I, 06.04.2018): In Lääne county in Lääne-Nigula rural municipality changed the division line between Keskvere village, Kurevere village and Tammiku village. Following changes are made: Keskvere village (old code 2984) is assigned the new code 2977, Kurevere village (old code 3660) is assigned the new code 3665 , Tammiku village (old code 8111) is assigned the new code 8106. The classification characteristics are 56 441 8. In Lääne county in Lääne-Nigula rural municipality changed the division line in Rehemäe village (old code 6905). Kuke village is reinstated (code 3551 ). Rehemäe village is assigned the new code 6904 . The classification characteristics are 56 441 8. In Lääne-Viru county in Kadrina rural municipality changed the division line between Leikude village and Vaiatu village. Kolu village (code 3362 ) is reinstated. Leikude village (old code 4226) is assigned the new code 4224 . Vaiatu village (old code 8862) is assigned the new code 8860. The classification characteristics are 60 272 8. Changes as of 02 Mar 2018: Pursuant to Regulations No. 12 of the Minister of Public Administration (RT I, 27.02.2018, 3): In Harju county in Harku rural municipality Meriküla village (code 4880 ) is reinstated. Ilmandu village (old code 2048) is assigned the new code 2047, Muraste village (old code 5039) is assigned the new code 5038 . Suurupi village (old code 7871) is assigned the new code 7870. The classification characteristics are 37 198 8. In Saare county In Saare rural municipality changed the division line between Koimla village and Taritu village. Following changes are made: Koimla small town (old code 3299) new code 3298 , the classification characteristics is 74 714 8. Taritu village (old code 8155) new code 8158 , the classification characteristics is 74 714 8. Changes as of 19 Okt 2017: Pursuant to Administrative Reform Act of the Riigikogu in force of 01.01.2017, pursuant to Regulation No. 159 of the Government of the Republic (RT I, 11.11.2017,1), pursuant to the Regulation No. 335 of the Government of the Republic (RT I, 16.10.2017, 5) and pursuant to the Regulations No. 72 of the Minister of Public Administration (RT I, 02.02.2018, 5) ) the changes are made. Tõlla village (old code 8486) is assigned the new code 8485, Väljaküla village (old code 9650) is assigned the new code 9652, Kärsu village (old code 3929) is assigned the new code 3928. The classification characteristics are 67 710 8. In Saare county in Muhu rural municipality Simisti village (code 7601) name is changed. New name is Simiste village. The classification characteristic is 74 478 8. Changes as of 01 Mar 2017: Pursuant to Regulations No. 26 of the Minister of Public Administration (RT I, 31.01.2017, 1) and No. 18 (RT I, 10.03.2017, 1): In Harju county in Nissi rural municipality Rehemäe village is assigend to Lääne-Nigula rural municipality in Lääne county. Following changes are made: Nissi rural municipality (old code 0518) new code 0517 . Lääne-Nigula rural municipality (old code 0436) new code 0439 . Rehemäe village code 6905 is not changed, the classification characteristics is 57 439 8. Changes as of 01 Nov 2016: Pursuant to Regulation No. 43 of the Minister of Public Administration (RT I, 11.09.2016, 1), the following changes are made: In Viljandi county: In Tarvastu rural municipality changed the division line between Mustla small town and Tinnikuru village. Following changes are made: Mustla small town (old code 5086) new code 5084, the classification characteristics is 84 797 7. Tinnikuru village (old code 8246) new code 8247, the classification characteristics is 84 797 8. Changes as of 23 Sept 2016: Pursuant to Regulation No. 38 of the Minister of Public Administration (RT I, 20.09.2016, 1), the following changes are made: In Valga county: In Otepää rural municipality changed the division line between Otepää city and Otepää , Kasolatsi , Pühajärve and Nüpli villages. Following changes are made: Otepää city (old code 5754, new code 5755 ), Otepää village (old code 5753, new code 5752 ), Nüpli village (old code 5566, new code 5567 ), Pühajärve village (old code 6658, new code 6659 ). Kasolatsi village code (2837) is not changed. The classification characteristics are 82 636 8. Changes as of 14 Sept 2015: Pursuant to Regulation No. 31 of the Minister of Public Administration ((RT I, 11.09.2015, 1 ), the following changes are made: In Järva county: In Imavere rural municipality, Hermani village (code 185 ) is reinstated. Käsukonna village (old code 3936) is assigned the new code 3937 . The classification characteristics are 51 234 8. In Pärnu county: In Tahkuranna rural municipality, Mereküla village (code 4874 ) is reinstated. Reiu village (old code 6924 ) is assigned the new code 6925 . The classification characteristics are 67 848 8. Changes as of 12 Dec 2014: Pursuant to Regulation No. 137 of the Government of the Republic of 28 August 2014 (RT I, 29.08.2014, 15), the following changes are made: Kaarma rural municipality (code 0270), Kärla rural municipality (code 0373) and Lümanda rural municipality (code 0440) are merged to create Lääne-Saare rural municipality (code 0433 ). Kaarma, Kärla and Lümanda rural municipalities are deleted. Pursuant to Regulation No. 50 of the Minister of Regional Affairs of 2 December 2014 (RT I, 05.12.2014, 42), the names of the following settlement units are changed: Kirikuküla village (code 3122) in Kaarma rural municipality – the new name is Kaarma-Kirikuküla village. Kulli village (code 3598) in Kärla rural municipality – the new name is Kärla-Kulli village. Kirikuküla village (code 3123) in Kärla rural municipality – the new name is Kärla-Kirikuküla village. Kulli village (code 3601) in Lümanda rural municipality – the new name is Lümanda-Kulli village. The codes of these villages do not change. In Kaarma rural municipality, Mõisaküla village (code 5129) is merged with Tahula village (code 8077). Mõisaküla village is deleted. Tahula village is assigned the new code 8076 . In Lümanda rural municipality, Põlluküla village (code 6532) and Kärdu village (code 3897) are merged with Lümanda village (old code 4680). Lümanda village is assigned the new code 4679. Põlluküla and Kärdu villages are deleted. The villages in the former Kaarma, Kärla and Lümanda rural municipalities are assigned the classification characteristics 74 433 8 ; all small towns are assigned the classification characteristics 74 433 7 . Changes as of 1 Oct 2014: Pursuant to subsection 5 (2) of the Regulation of the Minister of Regional Affairs “Principles of the Format and Use of Place Names” (RT I, 26.06.2013, 5), which entered into force on 1 July 2013 together with the Place Names Act, if a place name includes a generic term (written as a part of the place name or as a separate word) that coincides with the type of the named feature, the generic term is not duplicated. The changes are based on the minutes No. 52 of the meeting of the Place Names Board of Estonia on 10 June 2014. Pursuant to subsection 8 (2) of this Regulation, the changes in the classification of Estonian administrative units and settlements (EHAK) arising from the requirement stipulated in subsection 5 (2) of the Regulation have to be made by 1 January 2015. The following changes are made: Duplicate generic terms are removed from registers (this applies to the place names in Estonian; for example, “Järveküla küla” will be shown as “Järveküla”). If a place name has an alternative name in a foreign language, the alternative name is given without the generic term in Estonian (for example, the previous format “Elbiku / Ölbäck küla” is changed to “Elbiku küla / Ölbäck”). Also, the settlement unit type “city without municipal status” is replaced with the generic term “city”. The phrase “without municipal status” is a descriptive modifier of the generic term and thus should not be a part of the generic term denoting a settlement unit. “City without municipal status” as a type (not as a generic term) will still be used in EHAK.
