(HELIX) was contracted by 9712 Oak Pass Road LLC., to provide a historic building assessment for The Retreat at Benedict Canyon Project (Project) in the City of Los Angeles, California (City). The Project proposes to develop an approximately 32.67-acre (1,423,140-square foot) site bounded by Hutton Drive to the north and Benedict Canyon Drive to the west in Benedict Canyon. The development will include 18 hotel buildings comprised of 59 hotel guest rooms and 8 single-family homes. Two buildings, a single-family house at 9800 Wanda Park Drive and another single-family house at 2534 Hutton Drive, are proposed for demolition. Both houses are over 50 years old and require evaluation for historical significance and eligibility for listing in the National Register of Historic Places (NRHP), the California Register of Historical Resources (CRHR), and as City of Los Angeles Historic-Cultural Monuments (HCM) as required under California Environmental Quality Act (CEQA) (14 CCR Section 15064.5), the National Historic Preservation Act (NHPA) (16 United States Code 470 et seq., 36 Code of Federal Regulations [CFR] Part 800), and the City of Los Angeles Administrative Code (Sec. 22.171.7). This report details the methods and results of the historic building assessment and has been prepared to comply with CEQA, NHPA. and the City of Los Angeles Administrative Code. The scope of work included a literature and records search through the South Central Coastal Information Center (SCCIC) at California State University Fullerton; an intensive-level pedestrian survey and inspection of the subject buildings; and archival research on the history of the buildings and the subject properties. This report provides the results of that study. HELIX architectural historian Annie McCausland, M.A., who meets the U.S. Secretary of the Interior’s professional qualification standards for architectural history, evaluated the historical significance of the buildings based on in-depth historical background research and by applying the NRHP/CRHR and HCM eligibility criteria. County develops plan to help homeless persons during COVID-19 crisis Apr 13, 2020 Supervisor Josie Gonzales said that San Bernardino County has developed a plan to help homeless persons during the COVID-19 crisis. San Bernardino County has developed a COVID-19 Homeless Response Plan that will utilize guidelines from the Center for Disease Control and Prevention (CDC) to identify opportunities to place homeless individuals in temporary housing, according to 5th District Supervisor Josie Gonzales. "The homeless remain extremely susceptible to COVID-19 due to their inability to self-isolate or practice social distancing because of their current living conditions," Gonzales said in announcing the plan on April 13. There are more than 2,000 unsheltered homeless in San Bernardino County, and about 300 of them are considered medically vulnerable because they are age 65 or older and/or have serious underlying health conditions. "We need to move swiftly to get these individuals o the streets and into housing so we can atten the curve for all of San Bernardino County," Gonzales said. The county's plan will focus on housing those who are most at-risk due to age and/or underlining health conditions, she said. "It is critical that we work together to stop the spread of COVID-19.     3.15 WILDERNESS AND RECREATION Tehachapi Renewable Transmission Project 3.15 Wilderness and Recreation 3.15.1 Introduction This section describes effects related to wilderness and recreation that would be caused by implementation of the TRTP. The following discussion addresses existing environmental conditions in the affected area, identifies and analyzes environmental impacts for a range of Project alternatives, and recommends measures to reduce or avoid adverse impacts anticipated from Project construction and operation. In addition, existing laws and regulations relevant to wilderness and recreation are described. In some cases, compliance with these existing laws and regulations would serve to reduce or avoid certain impacts that might otherwise occur with the implementation of the Project. This discussion has been revised to focus on substantive information that has changed or been updated since the publication of the Draft EIR/EIS and relates to the federal decisions. This includes relevant information and analysis included in the Supplemental Draft EIS. For the most part, the information and analysis in this section relates to the alternatives that involve federal lands, which include the No Project/Action Alternative (Alternative 1), SCE’s Proposed Project (Alternative 2), Maximum Helicopter Construction in the ANF Alternative (Alternative 6), and the 66-kV Subtransmission Alternative (Alternative 7). Within these alternatives, the segments traversing federal lands include Segments 6 and 11, which cross NFS lands, and Segments 7 and 8, which cross USACE lands. For all other alternatives and segments, the reader is referred to the information and analysis presented in the Final EIR (October 2009). While those elements of the Project located off federal lands have already been approved by the California Public Utilities Commission in CPUC Decision 09-12-044 (December 24, 2009), they will be considered by the federal decision makers as part of the whole of the Project.
