OFFERING MEMORANDUM STRICTLY CONFIDENTIAL Malaysia Sukuk Global Berhad (formerly known as 1Malaysia Sukuk Global Berhad) (Company No. 1000549-U) (established in Malaysia with limited liability) U.S.$1,000,000,000 Trust Certificates due 2026 U.S.$500,000,000 Trust Certificates due 2046 Issue Price for the Series 1 Certificates: 100 per cent. Issue Price for the Series 2 Certificates: 100 per cent. The U.S.$1,000,000,000 Trust Certificates due 2026 (the “Series 1 Certificates”) and the U.S.$500,000,000 Trust Certificates due 2046 (the “Series 2 Certificates” and together with the Series 1 Certificates, the “Certificates”) of Malaysia Sukuk Global Berhad (formerly known as 1Malaysia Sukuk Global Berhad) (Company No. 1000549-U) (the “Trustee”) will each be constituted by a declaration of trust (the “Declaration of Trust”) dated on or about April 27, 2016 (the “Closing Date”) between the Trustee and Citicorp International Limited (the “Delegate”). Pursuant to each Declaration of Trust, the Trustee (in its capacity as the trustee for and on behalf of the relevant Certificateholders (as defined herein)) will declare that it will hold the relevant Trust Assets (as defined herein) upon trust absolutely for the holders of the relevant Certificates pro rata according to the face amount of the relevant Certificates held by each Certificateholder in accordance with such Declaration of Trust and the terms and conditions of the relevant Certificates (the “Conditions”). On the 27th day in April and October in each year, or if any such day is not a Business Day (as defined herein), the following Business Day, commencing on October 27, 2016 (each a “Periodic Distribution Date”) and ending on April 27, 2026 for the Series 1 Certificates and April 27, 2046 for the Series 2 Certificates, the Trustee will pay Periodic Distribution Amounts (as defined herein) to Certificateholders calculated at the rate of 3.179 per cent. per annum for the Series 1 Certificates and 4.080 per cent. per annum for the Series 2 Certificates on the outstanding face amount of the relevant Certificates as at the beginning of the relevant Return Accumulation Period (as defined herein) on a 30/360-day basis. The Trustee will pay such Periodic Distribution Amounts solely from the proceeds received in respect of the relevant Trust Assets. Unless previously redeemed in the circumstances described in Condition 10 (Capital Distributions of the Trust), Condition 13 (Purchase and Cancellation of Certificates) and Condition 14 (Dissolution Events), the Series 1 Certificates will be redeemed on April 27, 2026 and the Series 2 Certificates will be redeemed on April 27, 2046 (in each case, the “Scheduled Dissolution Date”) at the relevant Dissolution Distribution Amount (as defined herein). The Trustee will pay Dissolution Distribution Amounts solely from the proceeds received in respect of the Trust Assets which include payments by the Government of Malaysia under the Purchase Undertaking and the Wakala Agreement (each as defined herein). On issuance, the Certificates are expected to be assigned a rating of “A-” by Standard & Poor’s Ratings Services, a division of The McGraw-Hill Companies, Inc. (“Standard & Poor’s”), “A3” by Moody’s Investors Services Limited (“Moody’s”) and “A-” by Fitch Ratings Ltd. (“Fitch”). A rating is not a recommendation to buy, sell or hold the Certificates (or beneficial interests therein), does not address the likelihood or timing of repayment and may be subject to revision, suspension or withdrawal at any time by the assigning rating organization.

Di antara tujuh penawaran tersebut adalah pembatasan masa jabatan Perdana Menteri menjadi maksimal dua periode, dengan satu periode lima tahun, pengajuan RUU Anti Lompat Partai, serta mengurangi batasan usia pemilih dari semula 21 tahun menjadi 21 tahun. Hari ini partai oposisi ramai-ramai menolak tawaran tersebut, salah satunya Pakatan Harapan. “Ini adalah kali pertama dalam sejarah Malaysia seorang Perdana Menteri mengakui ia telah kehilangan suara mayoritas, tapi terus mencari dukungan,” menurut keterangan resmi Pakatan Harapan. “Pakatan Harapan telah mengambil sikap untuk menolak keras semua tawaran tidak tulus dari Tan Sri Muhyiddin yang seharusnya dilakukan lebih awal dan bukan pada akhir kehidupan politiknya.” Penolakan juga disampaikan oleh Presiden UMNO Datuk Seri Ahmad Zahid Hamidi dan Presiden Pejuang Tanah Air, Mukhriz Mahathir. “UMNO tidak bisa mempertimbangkan tawaran dari seseorang yang tidak lagi memiliki legitimasi,” kata Ahmad Zahid dalam keterangan resmi. Ahmad juga menyarankan masyarakat untuk tetap tenang sampai Yang di-Pertuan Agong melakukan tanggung jawab konstitusionalnya berdasarkan Pasal 40 (2) untuk mengangkat perdana menteri baru dari antara anggota DPR. Shim was in May selected to be a member of the government-commissioned panel to investigate the Bersih 3.0 protest headed by former inspector-general of police Hanif Omar but abruptly rejected the appointment, citing health reasons. He was also a member of the five-person royal commission on the Lingam tape, chaired by former Chief Judge of Malaya Haidar Mohamed Noor. The RCI announced today will be tasked to investigate the number of foreigners granted citizenship in the East Malaysian state and whether this had been done in accordance with the law. If there were indeed illegal granting of citizenship, the commission will investigate whether such individuals have been registered in Sabah's electoral roll, thereby allowing them to vote. It will also look into the rapid jump in Sabah population, which includes citizens and non- citizens, and its social impact on the state.

Following the discussion on issues surrounding the cost of doing business and employment opportunities at the Cabinet Meeting and Economic Council Meeting last week, MITI organized a dialogue session on 8 January 2018 with the Federation of Malaysian Manufacturers (FMM) and 21 of its members. 2. I was joined by Datuk Paul Low Seng Kuan (Minister in Prime Minister’s Department), Datuk Seri Ir. Dr. Wee Ka Siong (Minister in Prime Minister’s Department), Dato’ Seri Ong Ka Chuan (MITI Minister II) and Tan Sri Yong Poh Kon (Economic Council Member) as well as senior government officials including from Ministry of Finance, Ministry of Home Affairs, Ministry of Human Resources, Economic Planning Unit and Royal Malaysian Customs Department. 3. Dato’ Soh Thian Lai, President of FMM gave a presentation on the challenges faced by industry and submitted some proposals in dealing with them. The Government considers industry players, big and small, as our friends – we have been engaging them on a regular basis, to enhance Malaysia’s competitiveness as an investment destination. 1 4. Malaysia’s sustainable economic growth – 5.9% in the first nine months of 2017 and forecast of around 5.0-5.5% in 2018, will have a positive impact on employment opportunities, including in new areas such as aerospace and the digital economy. A total of 2.26 million jobs have been created under our Economic Transformation Programme so far. Meanwhile, a survey undertaken by SME Corp in Q3 2017 found that 40% of the SMEs interviewed are expecting their businesses to improve in the near term.
