As was the case with many federal agencies, World War II and Americas expanded role in world affairs increased the importance of these offices and led to administrative changes. The Treasury Department established the Division of Monetary Research in 1938 and the Office of Foreign Funds Control in 1942. In 1947, these two groups were combined into the Office of International Finance. A further permutation was the creation of the Office of International Affairs in 1962. In 1964, all foreign activities of the Treasury Department were consolidated into the departments new Office of the Assistant Secretary for International Affairs (OASIA). Records of OASIA and its predecessor agencies document the function and role in advising and assisting the secretary of the Treasury and other senior departmental officials in the formulation and execution of policies and programs relating to the responsibilities of the Treasury Department in the international economic, financial, and monetary fields. This collection from the Treasury Department records at the National Archives presents the Geographic Files from the OASIA. These Geographic Files focus on the Far East, represented by Afghanistan, Burma, Ceylon, Formosa, French Indochina, India, Indonesia, Korea, Japan, Malaya, Nepal, Pakistan, the Ryukyu Islands, Thailand, and Tibet. The files date from 1944 to 1959, with some material from the 1930s. The collection consists of various document types, including memoranda, correspondence, articles, administrative records, informal notes, transcripts of meetings, and special reports. This microfilm publication highlights essential documentation on Far East economic and financial relations, funding and budget policies, aid and technical programs, and economic missions. The collection begins with a special report, Problems of Economic Development in the Far East by Harlan Cleveland, analyzing issues on trade, economic assistance, prices, and the United Nations. The rest of the documents in the collection are organized alphabetically by country, except Korea, which precedes Japan. Materials in the country files address a wide range of topics, including banks and banking, currency stabilization, foreign exchange rates, external assets, securities and investments, trade agreements, military pay, reparations, and war surplus. The two major groups of documents in this collection cover Korea and Japan. The Korea file group includes official gazettes from 1945 to 1948 with translations in Korean (Reels 12 15). Another document series on Korea presents Treasury program briefing materials (Reels 1619) on the currency conversion rate, logistic support for military forces, the economic mission under Clarence E. Meyer, the United Nations Korean Reconstruction Agency, relief operations, and other topics. The documents on Japan address various financial and economic issues, including banks and banking (Reels 2122); foreign exchange rate and control (Reel 24, Frames 0120 and 0392); missions of Joseph M. Dodge, William H. Draper Jr., and Ralph A. Young (Reels 2627); and trade relations (Reels 2930).
