This also documents the 13th annual conference of NAEE(formerly known as the National Association of Environmental Education). The conference was held from October 5 to 9, 1984, at the ChateauLake Louise Hotel in Banff National Park near the townsite ofLake Louise in Alberta, Canada. The conference featured five keynote addresses, over 12 invited speakers, 13 workshops, 10 panels and symposia, and over 75 contributed papers. While more than 10 field trips were available before, after, and during the conference,one entire afternoon was devoted to interpretive field sessiws in orderthat everyone would be able to enjoy and learn from the spectacular Canadian Rockies environment. The conference began with over 100 participants meeting in a two-day workshop developed by the combined planning of the three NAEE Sections. (See their report in Part III.! One of the significant conference outcomeswas the adoption by the participants of the Banff Declaration. (See Part II.)Over 350 individuals attended the conference from 28 countries representingall regions of the world. Participating in the Conference with NAEEwas The American Society for Environmental History, a society which providesa coordinating network of environmental historians and professionals inenvironmental science, humanities, and social sciences. The ASEH presented four panel presentations as a part of the conference. The purpose of this proceedings is to provide as completea record as possible of the annual conference activities. This proceedings contains ten sections. Papers and reports are grouped by general topic with presentors listed alphabeticallywithin each section. Major addresses are full length; all others have been edited to approximately 1500 wordsor less. If a long abstract was not submitted by an author, the short abstract (fromthe conference program) is included to complete the record of the conference. In a few cases no text cr auttract has been available,but the presentation is listed by title to indicate thata presentatior was mad.     Arlington National Cemetery Memorial Arboretum Living Collections Summary 1. General Collections: The total Memorial Arboretum tree collection at Arlington National Cemetery (ANC) includes approximately 8,600 trees comprised of 326 taxa on 624 acres of gently rolling hills, steep ravines and level land. A list of the trees species, cultivars and varieties is found in Appendix A. The General Collections include trees that pre-date the establishment of the Arlington estate. This collection includes the oldest trees on the property, primarily white and chestnut oak, hickory and other native trees. The oldest trees are approximately aged at between 225- 250 years old. During the period of the Custis-Lee estate (c. 1820-1861), the landscape was designed to take on the Picturesque garden design popular with the time. At the outbreak of the Civil War, the land was occupied by Union troops and thousands of trees were cut to be used as firewood, shelter and to create lines of sight for the defense of the city of Washington. Several trees, however, were left standing and the result is that the cemetery has many large, ancient, veteran trees. In 1873 David H. Rhodes, who was hired as the landscape gardener and served in that capacity until 1930, began a program of plantings within the cemetery grounds, including ornamental and specimen trees near the mansion and elm, beech, and red, white, and chestnut oaks throughout the cemetery . These plantings reinforced the species make-up of the original Arlington estate forests, but also included the addition of exotic ornamental trees as well. Rhodes’ plantings took on the design of the Rural Cemetery Movement and contributed greatly in creating the iconic image that ANC has today.

Reflections on Domestic and International Environmental Disasters and Their Influence on Environmental Law and Policy Ryan Fagen The relatively new area of law known as Environmental Law is a perfect example of how, as a human race, we tend to learn from our mistakes. Unfortunately however, these mistakes have been unpredictable and catastrophic, and we don’t always learn from them. In recent history, these environmental disasters have had a global impact due to the aftermath of their destruction, their effects on the environment, and the laws that have formed in an attempt to mitigate and prevent future disasters. The most recent event, the Deepwater Horizon Oil Spill (BP oil spill), had major implications under environmental law and policy. This paper will reflect on several international incidents such as the BP Oil Spill and emphasize the need to regulate human interactions in order to preserve and protect the environment. Love Canal The first major event that brought Environmental Law to the national spotlight was the tragic events that took place in Niagara Falls, New York. William T. Love envisioned building and developing a large city / industrial park along the Niagara River in the late 19th Century.

Its very name brings up thoughts of the Irish -- shamrocks, leprechauns, the wearing of the green. But the Limerick neighborhood was home to a small, close-knit community years before the first Irishman put down roots in the area. Before the Civil War, much of the area was farm land. Starting in the 1830s, a small community of blacks lived in the area between Broadway and Kentucky Street. Many were slaves who labored on a large plantation at Seventh and Kentucky streets; others were free blacks who were household servants. In 1858, the Louisville & Nashville Railroad bought the Kentucky Locomotive Works at 10th and Kentucky streets for $80,000, and within a decade, the railroad had built repair shops and a planing mill. At about that time, many Irish workers began moving their families from Portland into Limerick, nearer their jobs. Typically, they lived in modest brick or wood-fiarne houses or shotgun cottages, which were later replaced by the three-story brick and stone structures that line the streets today. L & N also hired black laborers, who lived with their families in homes in alleys behind streets. But fi-om the mid- 19th century until about 1905, Limerick was known as the city's predominant Irish neighborhood. Some historic accounts credit Tom Reilly, an early resident, with giving the neighborhood its name, and others believe it was named for the county or city of Limerick, which is on Ireland's west coast.
