1 (35th Session) NATIONAL ASSEMBLY SECRETARIAT ———— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Friday, the 16th July, 2021 96. *Ms. Tahira Aurangzeb: (Deferred during 19th Session) Will the Minister for Law and Justice be pleased to state: (a) the name of cities of the country in which Model Courts are working at present; and (b) the number thereof? Minister for Law and Justice (Dr. Muhammad Farogh Naseem): (a) & (b) The information is not available in the Ministry as setting up of Model Courts is not the initiative of the Federal Government. The Model Courts are administered by the Supreme Court of Pakistan, therefore, the Registrar, Supreme Court of Pakistan and the Federal Judicial Academy have been requested, to provide the requisite information, vide this Division’s letters dated 7th February, 2020, 26th February, 2020, 1st April, 2020, 29th April, 2020, 3rd June, 2020, 10th July, 2020, 4th September, 2020, 23rd November, 2020, 21st January, 2021, 19th February, 2021, 05th April, 2021 and 14th June, 2021. Once the information is received the same will be provided to the National Assembly by this Division. 99. *Ms. Shaza Fatima Khawaja: (Deferred during 19th Session) Will the Minister for Energy (Power Division) be pleased to state: (a) the increase in overall collection of power sector due to addition of electricity in the national grid during last five years; and 2 (b) whether such addition of electricity to national grid is sufficient to overcome load shedding in the country? Minister for Power Division (Mr. Muhammad Hammad Azhar): (a) & (b) 22,832 million KWH additional units were sold due to increase in generation. The increase in revenue was Rs. 266,483 million (without subsidy), which is 5.36% of overall collection. Details of unit sold and collection during last five years are as follows. It is pertinent to high light that the increased generation is not directly proportionate to the collection. There are a number of factors like increase in demand, investment in distribution systems, Governance and overall economic conditions that have an impact in collection. 7. *Agha Hassan Baloch: (Deferred during 28th Session) Will the Minister for Energy (Power Division) be pleased to state: (a) the district-wise ratio of area of each district of Balochistan which has facility of electricity; (b) whether it is a fact that most of areas of Balochistan does not have facility of electricity; (c) if so, the reasons thereof; and (d) what steps are being taken by the Government to provide electricity in such areas at earliest? Reply not received. 3 15. *Mr. Muhammad Afzal Khokhar: (Deferred during 28th Session) Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that irregularities of trillions of rupees, both administrative and financial, which have been pointed out in power sector by the Government’s auditors in the year 2019-20 are confirmed proof of poor administration and Governance of incumbent Government in the power sector; (b) whether it is also a fact that public at large had to pay the price of such institutional negligence in terms of increasing electricity tariff; (c) if the answers to part (a) and (b) above are in affirmative, whether the responsible held accountable by departments concerned; if so, the details thereof; if not, the reasons thereof; and (d) what corrective measures are being taken particular with reference to not transfer or shift the burden of such institutional negligence to general public? Reply not received. 17. *Ms. Shahida Rehmani: (Deferred during 28th Session) Will the Minister for Energy (Power Division) be pleased to state: (a) what is the amount of circular debt at present alongwith the amount of circular debt for the last ten years on annual basis; (b) whether it is a fact that the circular debt is growing 60% annually and would be doubled by 2025 as estimated by an independent study; if so, reasons thereof; and (c) what steps are being taken by the Government to deal with this issue on permanent basis? 4 Minister for Power Division (Mr. Muhammad Hammad Azhar): (a) The amount of circular debt at present alongwith the amount of Circular Debt for the last ten years on annual basis is attached as Annex-A. The reasons for the increase in recent past are the poor planning in previous years and resultantly increasing capacity payments, details of which are attached as Annex-B (b) Circular debt of Rs. 538 Billion is added in FY 2019-20 which is an increase of 33% from FY 2018-19. A brief on major reasons of increase in circular debt is attached as Annex-C. In addition to the reasons given in Annex-C, the special circumstances in 2019-20 related to the relief packages given to the consumers on account of Covid are as under: a. A relief of Rs. 23.2 Billion was given to consumers for payments in installments and deferment of the payments; b. A relief of Rs. 50.69 Billion was provided to pay 3-6 months bills of Small and Medium Enterprises. (c) A brief on the steps under consideration by the GoP for reduction in Circular Debt is attached as Annex-D. (Annexures have been placed in the National Assembly Library) 24. *Ms. Nusrat Wahid: (Deferred during 28th Session) Will the Minister for Energy (Power Division) be pleased to state the steps being taken by the Government to resolve power related issues, modalities for its reforms? Minister for Power Division (Mr. Muhammad Hammad Azhar): 1. Addressing excess generation issue - The negotiations with 1994, 2002 and 2006 power policy plants have already completed, MoUs have been signed and approved by CCoE on 26th Nov 2020. Negotiations for converting MoUs into agreements is in process with IPPs (solar and bagasse converted).Payment mechanism has been finalized. 5 - Decision of reduction of RoE of Govt owned Power Plants is approved by the Cabinet. Petitions have been filed with NEPRA for GENCOs, WAPDA, Nuclear Power, NPPMCL, Bhikki, Trimmu and Quaid-e-Azam Solar, whereby decision is awaited from NEPRA. - The process of closure of low efficiency thermal power plants (GENCOs) of around 4221 MW capacity and privatization of Guddu and Nandipur Power Plants has also been started. For immediate closure of inefficient GENCOs having capacity of 1,796 MW, summary is circulated for comments to MoF. Union issues related to adjustment of surplus employees and pension payments needs to be resolved. - For effective utilization of efficient generation portfolio coupled with the associated socio-economic benefits of industrial demand growth, Government of Pakistan has launched a support package for industrial consumers. Wherein the zero rated consumers are allowed concessionary tariff@ 7.5Cents/kwh for January 2019 to Aug 2020 & 9 Cents/Kwh from Sep 2020 to June 2021. - Staggering of new plants whereby timelines of various projects would be evaluated to reduce generation costs over the next three year. Staggering is to be established on COVID based OFME as provided in the PPAs. 2. Improving DISCOs inefficiencies and resolving non-payment issues: - Resolution of K-Electric non-payment issue full reconciliation and settlement of K.E arrear subsidy claims by MoF. - For resolution of Quetta Agri-Tube-well non-payment issue (Rs. 328 bln as at 30th Oct 2020), Minister for Energy has initiated dialogue with CM Balochistan whereby GoB is initiating and designing the Solarization project. For recovery from AJ&K, on Summary by Power Division was sent to ECC. ECC has Constituted a Committee headed by Advisor to the PM on institutional Reforms and Austerity The committee has convened its first meeting on 24-03-2021. The matter is being resolved under the directions of the Committee. 6 3. Improvement in DISCO’s recoveries and reduction in T&D losses. 4. Budgeting of complete subsidy requirements for Power Sector. 5. The summary for budgeting of subsidy against markup PHPL Loans and IPPs interest charges is being moved to the Cabinet shortly. 145. *Mr. Abdul Qadir Patel: (Deferred during 28th Session) Will the Minister for Energy (Power Division) be pleased to state: (a) the details of improvements, which were required to make in transmission system by Karachi Electricity (KE), as per agreement of privatization; (b) whether or not such improvements were made by KE; if so, the details thereof; if not, the reasons thereof; and (c) whether or not KE held accountable; if it could not make due improvements in their system? Reply not received. 2. *Ms. Shagufta Jumani: (Deferred during 31st Session) Will the Minister for Energy (Power Division) be pleased to state: (a) whether it is a fact that prices of electricity for the life line consumers has been increased in the tenure of incumbent Government; (b) if so, the details of consumers who come under the category of life line; (c) the reasons for making such increase; (d) since when such increase has been made for the consumers of life line; and 7 (e) what steps are being taken by the Government to lessen the prices of electricity?
