35Th Session) 1 (35th Session) NATIONAL ASSEMBLY SECRETARIAT ———— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Friday, the 16th July, 2021 96. *Ms. Tahira Aurangzeb: (Deferred during 19th Session) Will the Minister for Law and Justice be pleased to state: (a) the name of cities of the country in which Model Courts are working at present; and (b) the number thereof? Minister for Law and Justice (Dr. Muhammad Farogh Naseem): (a) & (b) The information is not available in the Ministry as setting up of Model Courts is not the initiative of the Federal Government. The Model Courts are administered by the Supreme Court of Pakistan, therefore, the Registrar, Supreme Court of Pakistan and the Federal Judicial Academy have been requested, to provide the requisite information, vide this Division’s letters dated 7th February, 2020, 26th February, 2020, 1st April, 2020, 29th April, 2020, 3rd June, 2020, 10th July, 2020, 4th September, 2020, 23rd November, 2020, 21st January, 2021, 19th February, 2021, 05th April, 2021 and 14th June, 2021. Once the information is received the same will be provided to the National Assembly by this Division. 99. *Ms. Shaza Fatima Khawaja: (Deferred during 19th Session) Will the Minister for Energy (Power Division) be pleased to state: (a) the increase in overall collection of power sector due to addition of electricity in the national grid during last five years; and 2 (b) whether such addition of electricity to national grid is sufficient to overcome load shedding in the country? Minister for Power Division (Mr. Muhammad Hammad Azhar): (a) & (b) 22,832 million KWH additional units were sold due to increase in generation. The increase in revenue was Rs. 266,483 million (without subsidy), which is 5.36% of overall collection. Details of unit sold and collection during last five years are as follows. Year Additional Units Sold Financial Impact (MkWh) (Rs in Million) 2014-15 1,587 18,734 2015-16 3,981 46,888 2016-17 4,935 56,356 2017-18 10,344 118,490 2018-19 1,985 26,015 However, the above picture does not depict the complete position. His Excellency Mr. Imran Khan Prime Minister of Pakistan Prime Minister's Office, Islamabad, Islamabad Capital Territory 6 October 2020 Dear Prime Minister Khan, Subject: Pakistan Citizens Protection (Against Online Harm) Rules 2020 I hope this email finds you well. On behalf of the Asia Internet Coalition (AIC) and its members, I would like to follow up regarding the Citizens Protection (Against Online Harm) Rules 2020 or the Removal and Blocking of Unlawful Content (Procedure, Oversight and Safeguards) Rules, 2020 (“Rules”). The AIC is an industry association of leading Internet and technology companies and seeks to promote the understanding and resolution of Internet and ICT policy issues in the Asia Pacific region. Our members are Airbnb, Amazon, Apple, Cloudflare, Expedia Group, Facebook, Google, SAP, Grab, LinkedIn, LINE, Rakuten, Twitter and Yahoo (Verizon Media), and Booking.com. Firstly, we wish to thank you for your personal intervention in suspending the previous version of the Citizen Protection Against Online Harm Rules that had failed to uphold internationally recognized rights to individual expression and privacy as guaranteed by the Constitution of Pakistan. We also appreciate your role in directing your Government towards initiating a proper multi-stakeholder consultation on the revised set of rules. However, the AIC is deeply concerned by the lack of consultation and would like to bring to your attention that despite multiple requests, no draft of the revised Rules has been shared with industry stakeholders for input or feedback. As in any international best practice consultation process, it was a legitimate expectation of stakeholders that after initial input leading to a revised draft, policy makers would undertake an in depth consultation with industry.
