  • Imran Khan CPEC Diplomacy Remodelling Trade Politics
Reports Imran Khan CPEC Diplomacy: Remodelling Trade Politics between Pakistan, Iran, Saudi Arabia and China * James M. Dorsey Al Jazeera Centre for Studies Tel: +974-40158384 [email protected] 29 October 2018 http://studies.aljazeera.n [Getty] Pakistani Prime Minister Imran Khan lands in Beijing on November 3, the latest head of government to seek a renegotiation of commercial terms and/or focus of projects related to China’s infrastructure and energy-driven Belt and Road initiative. He follows in the footsteps of his Malaysian counterpart, Mahathir Mohamad has suspended US$26 billion in Chinese-funded projects; while Myanmar is negotiating a significant scaling back of a Chinese-funded port project on the Bay of Bengal from one that would cost US$ 7.3 billion to a more modest development that would cost US$1.3 billion in a bid to avoid shouldering an unsustainable debt. China has also witnessed pushback and rising anti-Chinese sentiment in countries as far flung as Kazakhstan, Nepal, and Denmark. Khan’s insistence on expanding the focus of the China Pakistan Economic Corridor, a US$45 billion plus Belt and Road crown jewel, to include agriculture, manufacturing, and job creation takes on added significance as Pakistan seeks an approximately US$8 billion International Monetary Fund (IMF) bailout to help it avert a financial crisis and discusses with Saudi Arabia investments of up to US$10 billion in investments that would be separate but associated with CPEC. In doing so, Khan is manoeuvring multiple minefields that stretch from likely demands by the International Monetary Fund IMF and the United States for transparency on the financial nuts and bolts of CPEC projects to compliance with requirements of the Financial Action Task Force (FATF), an international anti-money laundering and terrorism finance watchdog that has threatened to blacklist Pakistan, to managing relations with Saudi Arabia at time that the kingdom’s international standing hangs in the balance as a result of the killing of journalist Jamal Khashoggi in the Saudi consulate in Istanbul.

His Excellency Mr. Imran Khan Prime Minister of Pakistan Prime Minister's Office, Islamabad, Islamabad Capital Territory 6 October 2020 Dear Prime Minister Khan, Subject: Pakistan Citizens Protection (Against Online Harm) Rules 2020 I hope this email finds you well. On behalf of the Asia Internet Coalition (AIC) and its members, I would like to follow up regarding the Citizens Protection (Against Online Harm) Rules 2020 or the Removal and Blocking of Unlawful Content (Procedure, Oversight and Safeguards) Rules, 2020 (“Rules”). The AIC is an industry association of leading Internet and technology companies and seeks to promote the understanding and resolution of Internet and ICT policy issues in the Asia Pacific region. Our members are Airbnb, Amazon, Apple, Cloudflare, Expedia Group, Facebook, Google, SAP, Grab, LinkedIn, LINE, Rakuten, Twitter and Yahoo (Verizon Media), and Booking.com. Firstly, we wish to thank you for your personal intervention in suspending the previous version of the Citizen Protection Against Online Harm Rules that had failed to uphold internationally recognized rights to individual expression and privacy as guaranteed by the Constitution of Pakistan. We also appreciate your role in directing your Government towards initiating a proper multi-stakeholder consultation on the revised set of rules. However, the AIC is deeply concerned by the lack of consultation and would like to bring to your attention that despite multiple requests, no draft of the revised Rules has been shared with industry stakeholders for input or feedback. As in any international best practice consultation process, it was a legitimate expectation of stakeholders that after initial input leading to a revised draft, policy makers would undertake an in depth consultation with industry.

Editorial: Extending military courts, again? Foreign Minister Shah Mehmood Qureshi, while talking to reporters after a seminar at a university here, said it would be futile to lay out the bill as long as there was no consensus. “The bill will be introduced if and when the consensus is achieved. It’s a constitutional amendment,” he maintained. Foreign minister says tabling the bill is useless without opposition’s support Constitutional amendments can only be adopted through two-thirds of the votes in favour of the bill in both lower and upper houses of parliament, separately.
