In particular, it demonstrates that the national policy in post-independent Morocco was, to a great extent, a response to the pressure exercised by the nationalist movement since 1963, the great involvement of the Francophone elite, and the carelessness and emptiness left by Spain. As a result, the Moroccan authority has had to opt for a policy of double standards: On the one hand, to fulfill the identity claims raised by the nationalist movement, Arabic was officially constitutionalized and the educational system begun to become Arabized. On the other hand, Francization has been implicitly favored in many Moroccan institutions by Moroccan officials at the expense of the other national and foreign languages. These two linguistic choices are then the two major forces that shaped the status of the various languages involved in the Moroccan sociolinguistic context, including Spanish. However, in 1990, Moroccan authorities started recognizing the linguistic diversity existing in the country and therefore shifted from officially favoring Arabization to favoring openness toward foreign languages. In parallel to this new orientation launched by the Moroccan agency through official discourse and legislation, Spain launched its cultural project aimed to iii improve its foreign image, consolidate its brand, expand its culture and internationalize its language. The implications of this project in the Moroccan context have been reflected in the renovation and reactivation of the old cultural centers, the creation of many new ones and the strengthening of its cultural diplomacy towards Morocco through cultural conventions, agreements and treaties. It is from a sociolinguistic perspective grounded on the analysis of texts that discuss, propose, criticize or implement language policies and cultural conventions that the chapters of this dissertation strive to discern the efforts of the Moroccan authorities to define the space of Spanish within the educational and societal sectors, as well as the efforts of Spain to promote it within the Moroccan society. Chapter one describes the development of language policy as a field of inquiry in the Moroccan context. It strives to categorize the theoretical, topical and methodological developments of the field and describe and analyze the different types of linguistic planning that have been implemented from independence until today. It also strives to explore the ways in which such planning shapes the status of the different languages involved in the linguistic market in general, and Spanish in particular. Chapter two gives a detailed description of all the sociolinguistic phenomena produced by the de facto bilingualism and multilingualism existing in the country, such as diglossia, linguistic competition, language contact and conflict, linguistic militantism, language selection, code-switching and lexical borrowing. Each of these processes has been carefully described, analyzed and approached in terms of its impact on shaping the status of Spanish. Chapter three concisely describes the historical development of Spanish in Morocco, before, during and after independence in different parts of the country (especially the North and iv the South), as well as the different levels of communicative proficiency that have been developed among it its speakers (Spaniards and Moroccans). It also describes its current status in the different spheres of the Moroccan life (public and private educational institutions, media, translation, etc.) and analyzes the different historical, political and socio-economic processes and factors that contributed to such a condition. Chapter four sheds light on the Moroccan language policies since independence and how these policies contribute to or prevent the improvement of the status of Spanish. Special attention is given to Arabization and Francization as two major policies that historically impacted the condition of Spanish. It also draws attention to the recent changes in Moroccan language policies (reflected in legislative documents and official discourse), characterized by a great level of openness toward foreign languages. The chapter describes, categorizes, analyzes and extracts conclusions from such legislation with the purpose of exploring its impact on the status of Spanish. Chapter five pays special attention to the Spanish cultural action in Morocco, especially after the 1975 Constitution, which launched the democratization of Spain. It particularly emphasizes the ideology, objectives, actors, implications and international context of such an action and argues that the promotion of language through educational institutions is instrumentalized to improve the image of Spain, internationalize its language and culture and open new markets for its brand in Morocco. Finally, the conclusion strives to extract the main factors that may contribute to hindering or promoting Spanish within the Moroccan lands in the future, and proposes some suggestions in this regard to researchers and policy makers aimed to help in clearly defining its status. v Acknowledgements I would like to express my special appreciation and thanks to my advisor Professor José del Valle.     The Question of ‘Race’ in the Pre-colonial Southern Sahara BRUCE S. HALL One of the principle issues that divide people in the southern margins of the Sahara Desert is the issue of ‘race.’ Each of the countries that share this region, from Mauritania to Sudan, has experienced civil violence with racial overtones since achieving independence from colonial rule in the 1950s and 1960s. Today’s crisis in Western Sudan is only the latest example. However, very little academic attention has been paid to the issue of ‘race’ in the region, in large part because southern Saharan racial discourses do not correspond directly to the idea of ‘race’ in the West. For the outsider, local racial distinctions are often difficult to discern because somatic difference is not the only, and certainly not the most important, basis for racial identities. In this article, I focus on the development of pre-colonial ideas about ‘race’ in the Hodh, Azawad, and Niger Bend, which today are in Northern Mali and Western Mauritania. The article examines the evolving relationship between North and West Africans along this Sahelian borderland using the writings of Arab travellers, local chroniclers, as well as several specific documents that address the issue of the legitimacy of enslavement of different West African groups. Using primarily the Arabic writings of the Kunta, a politically ascendant Arab group in the area, the paper explores the extent to which discourses of ‘race’ served growing nomadic power. My argument is that during the nineteenth century, honorable lineages and genealogies came to play an increasingly important role as ideological buttresses to struggles for power amongst nomadic groups and in legitimising domination over sedentary communities.

Or, comme l’avaient déjà pressenti et indiqué des sémitisants de l’ère coloniale et comme l’ont confirmé des travaux récents, des parlers présentant des caractéristiques similaires aux parlers des Jbala sont attestés au sud-est et au sud-ouest de cette aire géographique. Cet article fait la synthèse de ces travaux et analyse des données recueillies récemment qui montrent la parenté entre le parler des Jbala et des parlers appartenant à des zones situées en dehors de ce territoire et qui en constituent, probablement, l’extension.     On the Case System of Kabyle* Lydia Felice Georgetown University SUMMARY This paper examines the state alternation in Kabyle, arguing that state is the morphological realization of Case. The free state is accusative case, and the construct state is nominative case. Taking morphological patterns and syntactic distribution into account, Kabyle is found to be a Type 2 marked nominative language. Both states, or cases, are morphologically marked. The free state is the default case. This analysis accounts for the bulk of the distribution of free state and construct state nouns, and situates Kabyle as belonging to a typologically rare alignment system that is concentrated in Afroasiatic and African languages. RÉSUMÉ Cet article examine l’alternance d’état en kabyle, en faisant valoir que l’état est la réalisation morphologique de cas. L’état libre est un cas accusatif, et l’état d’annexion est un cas nominatif. Compte tenu des patrons morphologiques et de la distribution syntaxique, le kabyle s’avère être une langue à nominatif marqué de Type 2 où les deux états, ou bien les cas, sont marqués morphologiquement et que l’état libre est le cas par défaut.     Names U ma puce: multilingual texting in Senegal Kristin Vold Lexander, University of Oslo [email protected] Working paper presented to the Media Anthropology Network e-seminar European Association of Social Anthropologists (EASA) 17-31 May 2011 http://www.media-anthropology.net/ Abstract Multilingualism is an important aspect of African urban life, also of the lives of students in Dakar. While the students usually write monolingual texts, mainly in French, their text messages involve the use of African languages too, in particular of the majority language Wolof, as well as Arabic and English, often mixed in one and the same message. With the rapid rise in the use of mobile phones, texting is becoming increasingly central as a means of communication for the students, and the social network with whom they text is growing. This working paper investigates texting as literacy practices (cf. Barton & Hamilton 1998), putting the accent on language choices: what role do they play in constructing these new practices? What are the motivations and the functions of the students’ languages choices? The analysis is based on six months of fieldwork in Dakar, during which I collected 496 SMS and interviewed and observed the 15 students who had sent and received the messages. I will focus on the practices of three of the students: Baba Yaro, a Fula-speaker born outside Dakar who has come to the Senegalese capital to undertake his studies, Christine, a Joola-speaker born in Dakar, and the Wolof-speaker Ousmane, from the suburb. I argue that in order to manage relationships and express different aspects of their identity, the students both exploit and challenge dominant language attitudes in their texting.

CONCLUSIONES RESUMEN: El incierto estatuto jurídico de la isla de Perejil, disputada por España y Marruecos, trae causa de una confusa historia que se retrotrae a los tiempos en que Ceuta pertenecía a Portugal. Por ello, para analizar los títulos españoles hay que examinar tanto los que se derivan de los actos portugueses en el islote como los desarrollados por España a lo largo de los siglos, desde el siglo XV. Y, posteriormente, es ineludible analizar la posición de Marruecos en el contencioso. Todo ello confluye en un statu quo indeterminado que se afianzó tras el incidente militar desencadenado entre España y Marruecos en 2002.
