INTRODUCTION Addendum to the Habitats Regulations Appraisal (HRA) 1.1 The Council is required to modify the Proposed Local Development Plan in line with the Reporter’s recommendations following the examination of the unresolved representations to the Proposed LDP. The recommendations for modifying the plan include amendments to polices, introduction of new policies and amendments or deletion of proposals and sites. 1.2 Given the modifications that are to be made to the plan it is necessary to update the Habitats Regulations Appraisal to reflect the modifications and determine if any further action is required. This addendum sets out for each of the Reporter’s recommendations: the issue/proposal to which it refers; the original HRA screening determination; and any subsequent impacts of the Reporter’s recommendations in terms of HRA. 1 2. VISION, KEY OBJECTIVES AND POLICIES SCREENING 2.1 The HRA identified six reasons why the Plan’s vision, key objectives, policies, guidance and spatial strategies could be screened out from the need for further assessment. APPENDIX 1A Local Action Plan Eastern Perthshire About Eastern Perthshire Eastern Perthshire is primarily a rural area with one major town, Blairgowrie (8,954 people in 2011), and settlements such as Alyth (2,403), Coupar Angus (2,262), Invergowrie (1,793), Scone (4,886), Burrelton (671) and Errol (1,311). The locality starts in the Carse of Gowrie in the south with the A90 connecting Perth and Dundee. The locality takes in Scone, which sits on the edge of Perth City and follows the course of the River Isla, and Ericht stretching through the Glens north of Blairgowrie. Eastern Perthshire has a geographical area of approximately 468km 2 and a population of around 37,500 1. The soft fruit industry and agriculture still prosper today and account for nearly 7% of the area’s industry. The agricultural nature of Eastern Perthshire has meant that it has always had a transient population, particularly in the summer months. Perhaps one of the reasons is the recommendation that derelict and unused land can be used to create the next generation of allotments or community farms. The aim is to increase local provision of fresh food. Which is something already well established in our town. Our thriving community gardens deliver significant amounts of produce, while the Grow Your Own group enjoy their learning sessions and visiting each other’s gardens. The recommendation comes from the Vacant and Derelict Land Taskforce, set up by the Scottish Land Commission and SEPA. It believes such land, called “stuck areas”, of which there is a significant amount, can be transformed to promote inclusive growth and greater wellbeing (and combat the effects of climate change).
