SKDC(M) Paper No. 119/10 Progress Report of District Facilities Management Committee under Sai Kung District Council The fourth meeting of District Facilities Management Committee (DFMC) was held on 13 July 2010. The discussion of the meeting was summarized as follows: Work design: “Beautification of Tin Hau Temple at Tin Chau Road, Hang Hau (SK-DMW062)” 2. The Committee endorsed the work design and approved to grant $120,000 for its implementation. The work included the installation of planters at pavement roadside in front of the Tin Hau Temple at Tin Chau Road, Hang Hau with a view to beautifying the environment. Proposed works: “Additional Provision of Illumination at Sitting-out Area in Luk Mei Tsuen” 3. The Committee endorsed the works but opined that the project should be implemented by resources of the Government department. The Committee decided to send a letter to the Highways Department for its follow-up actions. Work design: “Replacement of Fixed and Stackable Chairs in Sai Kung Jockey Club Town Hall” 4. The Committee discussed and endorsed the model and colour of stackable chairs. Proposed works: “Improvement Works at Beaches in Sai Kung” 5. The Committee endorsed the proposal made by the Leisure and Cultural Services Department (LCSD) and approved to grant $833,000 for carrying out improvement works at beaches which would include: (a) Improvement works on illumination and electric supply system at Silverstrand Beach (b) Additional installation of footbath at beach (c) Additional construction of lifeguard station at Clear Water Bay Second Beach - 1 - (d) Paving with floor tiles at barbecue place at Trio Beach (e) Replacement of beach sand cleaner at Clear Water Bay Second Beach Follow-up Action on the Inspection Report on Barrier-free Facilities at Sai Kung 6. The Committee endorsed the “Inspection Report on Barrier-free Facilities” and urged the relevant departments and works section to follow up the improvement proposals to community facilities made by the LCSD and Sai Kung District Office (SKDO). The Committee also requested for a progress report at departmental regular meeting in November. If it was necessary, the funding for individual project could be made under the District Minor Works. Members’ motion: “Urge the Government to Study the Feasibility of Building a Walkway near the Hillside of Tsui Lam Estate to Po Lam” 7. The Committee discussed the said motion which was referred by the Traffic and Transport Committee under SKDC. The Committee also endorsed to entrust a consultant to have a technical assessment and feasibility study on the said hiking pathway. Funding Applications for Community Involvement Project 8. The committee endorsed to grant the funding of $1,169,959 for implementation of the Community Involvement Project below with the collaboration of district organizations: (a) “3D Side” for youth Development Program @ Sai Kung (b) Women Volunteer Development Programme (c) “Spread Your Love to the Community” Community Project (d) Sai Kung Neighbourhood Mutual Aid Project (e) S.H.E. Project (f) Rain and Shine – Healthy Life Project Resource for Organizing Diverse Community Activities: “Hong Kong Schools Sports Federation Sai Kung Primary Schools Area Committee – Sport Development and Training Programmes for Students in 2010-2011 9. The Committee approved the funding of $363,194 for implementing this Diversified Community Activity program. - 2 - Members’ motion: “Request for Exclusively Allotting to Local Registered Organizations on Rental Applications for Community Halls and Leisure Facilities” 10. The Committee discussed and endorsed the amended motion. The wording of amended motion was chosen to be “Request for allotting priority to local registered organizations on rental applications for community halls and leisure facilities”. The implementation detail would be deliberated at the District Facilities Management and Community Involvement Working Group. The Committee endorsed the aforesaid working groups’ report and also made some suggestions. Report on Recreational and Sport Activities and Leisure Facilities Management in Sai Kung between May and June 2010 Report on Promotion of Activities in Public Libraries in Sai Kung District Report on Free Local Cultural Programmes in Sai Kung District Report on Community Halls/Centres in Sai Kung Financial Estimate for Funding District Minor Works Financial Estimate for Funding Community Involvement Project 12.
