Report on the Management of Recreation and Sports Facilities in Sai Kung District in March to April 2021 by the Leisure and Cultural Services Department

Purpose

This paper briefs Members on the management of recreation and sports facilities by the Sai Kung District Leisure Services Office of the Leisure and Cultural Services Department (LCSD) for the period from March to April 2021.

Background

2. The LCSD makes regular submissions reporting on the management and usage of recreation and sports facilities, and the performance of service contractors in Sai Kung District.

Management of Recreation and Sports Facilities

3. In view of the latest developments of COVID-19, the LCSD had reopened the outdoor children’s play facilities on 1 April 2021 and some public swimming pools and gazetted beaches on 2 April 2021. Indoor children’s play rooms and barbecue sites are still required to be temporarily closed until further notice. The LCSD will pay close attention to the development of the epidemic and the requirements under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) to review the opening arrangements of the leisure facilities in timely manner. Besides, Tseung Kwan O Sports Centre will continue to be temporarily closed for serving as a Community Vaccination Centre. Details of the usage of recreation and sports facilities in Sai Kung District in March to April 2021 are tabulated in Annex I.

4. Cleansing, horticultural maintenance and security guard services have been contracted out. The performances of the respective service contractors

- 1 - were insofar satisfactory. The LCSD will continue keeping close surveillances on their performances to monitor their services to be up to the requirements.

Improvement Project

5. Please refer to Annex II for information on facility improvement project in Sai Kung District.

Greening Projects

6. The LCSD planted 11 trees, 7 727 shrubs and 1 400 seasonal flowers in March and April 2021 to beautify the environment. Details are tabulated in Annex III.

7. In addition, the LCSD removed 11 trees during the period concerned. Those trees had been infected by pests and diseases, or damaged by beset rendering structural problems. Despite intensive care and maintenance were provided, the health condition of the trees continued deteriorating and did not show any signs of recovery. The LCSD had therefore removed them for the sake of public safety. The LCSD will consider replanting suitable tree species with due consideration to the actual circumstances. The details of the felled trees are tabulated in Annex IV.

Large-scaled Competitions in Tseung Kwan O Sports Ground and Use of Floodlights

8. The Football Association (HKFA) and the Hong Kong Amateur Athletic Association (HKAAA) will organise large-scaled competitions at the Tseung Kwan O Sports Ground for the period from May to June 2021.

9. The HKFA is devising their competition schedules with related matters and will release them to their official website. The HKFA would require the provision of floodlights with the brightest setting whenever necessary in order to meet the competition lighting requirements. In this connection, property management offices or owners’ committees of the neighbouring housing estates will be notified in writing by the LCSD for informing them that the use of floodlights at the brightest setting during the competitions to be held at the Tseung Kwan O Sports Ground for their advance information.
