Report on the Management of Recreation and Sports Facilities in Sai Kung District in March to April 2021 by the Leisure and Cultural Services Department Sai Kung District Council District Facilities Management Committee Committee Paper for 11.5.2021 SKDC(DFMC) Paper No. 63/21 Report on the Management of Recreation and Sports Facilities in Sai Kung District in March to April 2021 by the Leisure and Cultural Services Department Purpose This paper briefs Members on the management of recreation and sports facilities by the Sai Kung District Leisure Services Office of the Leisure and Cultural Services Department (LCSD) for the period from March to April 2021. Background 2. The LCSD makes regular submissions reporting on the management and usage of recreation and sports facilities, and the performance of service contractors in Sai Kung District. Management of Recreation and Sports Facilities 3. In view of the latest developments of COVID-19, the LCSD had reopened the outdoor children’s play facilities on 1 April 2021 and some public swimming pools and gazetted beaches on 2 April 2021. Indoor children’s play rooms and barbecue sites are still required to be temporarily closed until further notice. The LCSD will pay close attention to the development of the epidemic and the requirements under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) to review the opening arrangements of the leisure facilities in timely manner. Besides, Tseung Kwan O Sports Centre will continue to be temporarily closed for serving as a Community Vaccination Centre. Details of the usage of recreation and sports facilities in Sai Kung District in March to April 2021 are tabulated in Annex I. 4. Cleansing, horticultural maintenance and security guard services have been contracted out. The performances of the respective service contractors - 1 - were insofar satisfactory. The LCSD will continue keeping close surveillances on their performances to monitor their services to be up to the requirements. Improvement Project 5. Please refer to Annex II for information on facility improvement project in Sai Kung District. Greening Projects 6. The LCSD planted 11 trees, 7 727 shrubs and 1 400 seasonal flowers in March and April 2021 to beautify the environment. Details are tabulated in Annex III. 7. In addition, the LCSD removed 11 trees during the period concerned. Those trees had been infected by pests and diseases, or damaged by beset rendering structural problems. Despite intensive care and maintenance were provided, the health condition of the trees continued deteriorating and did not show any signs of recovery. The LCSD had therefore removed them for the sake of public safety. The LCSD will consider replanting suitable tree species with due consideration to the actual circumstances. The details of the felled trees are tabulated in Annex IV. Large-scaled Competitions in Tseung Kwan O Sports Ground and Use of Floodlights 8. The Hong Kong Football Association (HKFA) and the Hong Kong Amateur Athletic Association (HKAAA) will organise large-scaled competitions at the Tseung Kwan O Sports Ground for the period from May to June 2021. 9. The HKFA is devising their competition schedules with related matters and will release them to their official website. The HKFA would require the provision of floodlights with the brightest setting whenever necessary in order to meet the competition lighting requirements. In this connection, property management offices or owners’ committees of the neighbouring housing estates will be notified in writing by the LCSD for informing them that the use of floodlights at the brightest setting during the competitions to be held at the Tseung Kwan O Sports Ground for their advance information. - 2 - 10. At one end of the bay stood a ramshackle cluster of old British military buildings and an abandoned pearl farm, now covered in vines that were reclaiming the land, while through the mouth of the bay I could see a few high- prowed fishing boats working the South China Sea. I felt drunk with the thrill of new discovery, even though we were in our home waters. I was surprised that I’d never seen this gem of a spot before, and it made me wonder what else I’d find. Hong Kong has been my home for nearly 15 years, during which I’ve hiked from its lush valleys to the tops of its mountain peaks and paddled miles of its rocky shoreline in a sea kayak. I pride myself in having seen Lui/EyeEm/Getty Siu Kwan many of the far-flung corners of this territory. The little-known beauty of Hong Kong’s Sai Kung district I’ve also been an active weekend sailor, crewing on racing yachts and sailing out of every local club.

    Chapter 5 Provision of aquatic recreational and sports facilities Audit conducted a review to examine the provision and management of aquatic recreational and sports facilities by the Leisure and Cultural Services Department (LCSD) and to ascertain whether there were areas for improvement. Gazetted beaches 2. According to paragraph 2.4(a) of the Audit Report, a consultant, who carried out a coastal safety audit on the beaches of Hong Kong in 2000, had advised that the Rocky Bay Beach should be deleted from the list of gazetted beaches because of safety reason and low usage. However, the LCSD considered that de-gazetting beaches was a sensitive issue and decided not to take further action. The Committee asked about the sensitivity of the de-gazetting and whether the LCSD would de-gazette the beach. 3. In response, Ms Anissa WONG Sean-yee, Director of Leisure and Cultural Services, said that: - in deciding to close the Rocky Bay Beach because of its poor water quality, the Administration had considered whether the beach should be de-gazetted. At that time, the Administration was of the view that it should consider the development of the beach water quality. It was also concerned that the relevant District Council and beach goers might consider that they might need to observe the development of the issue for a period of time; and - taking into account the current situation of the water quality, the usage of the beach, as well as other factors, such as the usage rate of the Shek O Beach, the LCSD agreed in principle to Audit’s recommendation that the Rocky Bay Beach be de-gazetted.

The major services provided by the LCSD’s contractors in Sai Kung District are cleansing, horticultural maintenance and security guard services and their performances were satisfactory. The LCSD carries out regular inspections to monitor the work and performance of the contractors. Improvement Projects 5. Please refer to Annex II for information on facility improvement project conducted in Sai Kung District in May and June 2020. 6. The maintenance contractor of Tiu Keng Leng Sports Centre accidentally damaged a fire services sprinkler head when undergoing routine maintenance of lighting fittings in the arena in December last year.
