REPORT FOR ACTION Draft Delineations for the Protected Major Transit Station Areas within the Downtown Secondary Plan and Draft Citywide MTSA Policy Directions Date: March 30, 2021 To: Planning and Housing Committee From: Chief Planner and Executive Director, City Planning Wards: Ward 10 - Spadina-Fort York; Ward 11 - University Rosedale and Ward 13 - Toronto Centre SUMMARY In June 2020, City Planning initiated the Growth Plan Conformity and Municipal Comprehensive Review ("the MCR") which includes the delineation of 180+ Major Transit Station Areas (MTSAs) to meet Provincial intensification requirements by July 2022. The introduction of Protected Major Transit Station Areas (PMTSAs) is part of the MCR. An equity lens is being applied to this work program that prioritizes the delineation of PMTSAs to enable the implementation of inclusionary zoning as an affordable housing tool, where market conditions could support it. This report presents the policy approach for advancing the implementation of Major Transit Station Areas and Protected Major Transit Station Areas, and the proposed delineations within the Downtown Secondary Plan. This report is intended as the basis for consultation of the draft Official Plan Amendment (OPA) that includes 16 Site and Area Specific Policies (SASPs) that delineate Protected Major Transit Station Areas (PMTSAs) within the Downtown Secondary Plan area. The draft policy directions for the introduction of a new Chapter 8 of the Official Plan will be refined following consultation and brought forward as part of the final Official Plan Amendment. The 16 PMTSA delineations included in this draft OPA would implement the Minister approved Downtown Plan and address the requirements of the A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020) (the "Growth Plan") and Section 16(15) of the Planning Act. -

MEETING DATE: May 28, 2009 SUBJECT: FIRE VENTILATION UPGRADE SECOND EXIT PROGRAM AUTOMATIC ENTRANCE AT FIVE STATIONS ACTION ITEM RECOMMENDATION It is recommended that the Commission authorize staff to convert the conceptual layouts of second exits from a daily exit configuration to an automatic entrance configuration at five stations: College, Museum, Dundas, Dundas West and Wellesley, as outlined in this report. FUNDING Funds for the Second Exit Program are included in Program 3.9 – Buildings and Structures – Fire Ventilation Upgrade Project, as set out in pages 781-792, State of Good Repair/Safety Category of the TTC’s 2009-2013 Capital Program, which was approved by City Council on December 10, 2008. Reconfiguration of the second exits to automatic entrances will require additional funds based on specific site conditions. The increase in cost will be reflected in the 2010-2014 Capital Program Budget. BACKGROUND A Fire and Life Safety Assessment Study completed in 2002 identified fourteen high priority stations requiring an alternate means of egress from the station platform. Subsequently, the Second Exit Program was incorporated into the Fire Ventilation Upgrade Project to provide a second means of egress from station platforms at the following fourteen high priority stations: Broadview; Castle Frank; Pape; Dufferin; College; Museum; Wellesley; Dundas; Dundas West; Woodbine; Chester; Donlands; Greenwood; and Summerhill. MEMORANDUM To: Metrolinx Board of Directors From: Mathieu Goetzke Chief Planning Officer (A) Date: September 12, 2019 Re: Subway Program – Ontario Line Update Resolution RESOLVED, based on the report prepared by the Chief Planning Officer, entitled “Subway Program – Ontario Line Update” and any further amendments directed by the Board at its meeting on September 12, 2019; THAT the Board endorses the results of the Ontario Line Initial Business Case; AND THAT, the Ontario Line project be advanced to the Preliminary Design stage and further evaluated through a Preliminary Design Business Case. Executive Summary In summer 2018, the government directed MTO to “…lead the development of an implementation strategy for provincial ownership of the TTC subway network and other strategic transit/transportation assets in the City of Toronto.” This commitment has since been reiterated in the 2018 Fall Economic Outlook and Fiscal Review, and in the 2019 Ontario Budget. In the 2019 Ontario Budget, the Province announced its plan to build four subway projects, with a total preliminary cost estimate of $28.5 billion. Ontario Line was one of the priority projects announced, along with the Scarborough Subway Extension, the Yonge Subway Extension and the Eglinton West Extension. The budget also included a renewal of the commitment to upload new subway projects and the existing network from the City of Toronto. The Getting Ontario Moving Act, 2019, which received Royal Assent on June 6, 2019, amended the Metrolinx Act to enable the Province to upload responsibility for new rapid transit projects, including subway projects, from the City of Toronto. A regulation made under this act has designated the Relief Line/Ontario Line, the Yonge Subway Extension, and the Scarborough Subway Extension the sole responsibility of the Province, through Metrolinx. -

STAFF REPORT ACTION REQUIRED Changes to TTC Bus Routes for Line 1 Extension Date: May 18, 2017 To: TTC Board From: Chief Executive Officer Summary Line 1 Extension, also known as the Toronto-York Spadina Subway Extension (TYSSE), is an 8.6 km rapid transit project that will extend the TTC’s Line 1 subway from Sheppard West (formerly Downsview) Station northwest to Vaughan Metropolitan Centre, with six new stations. The new stations are: • Downsview Park Station • Finch West Station • York University Station • Pioneer Village Station • Highway 407 Station • Vaughan Metropolitan Centre Station This report recommends changes to the existing bus routes near the new subway service in order to connect customers to the new rapid transit stations and improve their journey times. The subway extension is scheduled to open in December 2017. Bus routes along Sheppard Avenue West will have new on-street connections with Downsview Park Station. Bus routes in the Keele Avenue and Finch Avenue West area will provide new connections to the bus terminal at Finch West Station. The majority of TTC bus services at York Commons in York University will relocate to the bus terminal at Pioneer Village Station. Transit partners in York Region Transit/Viva, Brampton Transit, and GO Transit will provide new connections to the stations in York Region, at Pioneer Village Station, Highway 407 Station, and Vaughan Metropolitan Centre Station. The number of buses required to provide service to the residents in surrounding areas will be reduced by approximately 20 morning peak buses when the modified routes are introduced in December 2017. -

TTC COVID-19 Update July 31, 2020 The following update is sent on behalf of TTC CEO Rick Leary. Here’s an overview of measures the TTC continues to take to keep its customers safe and well-informed. Please share the following with your friends and colleagues. In early July, the TTC began a campaign to distribute 1,000,000 free, disposable masks in stations, along busy bus routes and with partner organizations through the City of Toronto’s Poverty Reduction Office. Distribution continues and last week’s count of mask usage among customers was recorded at 95 per cent compliance. Information on where to get a mask on the TTC, instructions for wearing a mask and making your own simple face covering are available at: http://www.ttc.ca/COVID-19 Priority Bus Lanes On July 28,Toronto City Council unanimously approved the installation of 8.5 kilometers of RapidTO priority bus lanes on Eglinton Avenue, Kingston Road and Morningside Avenue. The installation of the priority bus lanes is scheduled for November 2020 and is designed to: Increase service reliability; Increase bus capacity; and Provide faster service along the Eglinton East corridor. Priority bus lanes are scheduled to be installed along Jane Street in spring 2021 with others to follow in the future. Updates on the project are available at: https://www.ttc.ca/RapidTO Station Accessibility The TTC has retrofitted Wellesley Station with new elevators, making it the 47th accessible station. The TTC continues work to make all subway stations accessible by 2025. Station accessibility construction continues at: Chester, Dupont, Bay, Sherbourne, Yorkdale, Wilson, Runnymede, Keele and Lansdowne stations.
