A Publication of the Guadalupe-Blanco River Authority Fall 2017 3 / Hydro Repairs Underway 8 / Zebra Mussels 16 / Grant Helps SOLC Constituent Communiqué Building Relationships In its 10-county statutory district, the Guadalupe-Blanco River Authority works with a variety of customers for water sales and treatment, wastewater treatment, power sales, recreational undertakings and other services. In conducting those operations, GBRA staff also work closely with elected officials, developers and other constituents to determine their current and future needs and to see how GBRA can help address those needs. The purpose of our efforts is to provide exceptional service for their benefit. We are able to do this by ensuring that GBRA has highly skilled employees who receive relevant training year round. This also includes state licensed operators for the water and wastewater treatment facilities that we own and Ithose that we operate in partnership with customers in our basin. Today, GBRA continues to nurture long-standing relationships with its current customers while building new relationships with new partners. Furthering existing partnerships and addressing a need for a geographic area that lacks certain utilities, GBRA is securing a Certificate of Convenience and Necessity (CCN) to provide wastewater services to an unincorporated area between New Braunfels and Seguin. GBRA will work in partnership with New Braunfels Utilities and the city of Seguin to provide wholesale wastewater treatment to wastewater that is collected from the new developments that are occurring in this high growth area. GBRA is stepping up to build these relationships because the area is growing and circumstances demand it. -

The BBASC has offered a comprehensive list of study efforts and activities that will provide additional information for future environmental flow rulemaking as well as expand knowledge on the ecosystems of the rivers and bays within our basin. The BBASC Work Plan is prioritized in three tiers, with the Tier 1 recommendations listed in specific priority order. Study efforts and activities listed in Tier 2 are presented as a higher priority than those items listed in Tier 3; however, within the two tiers the efforts are not prioritized. The BBASC preferred to present prioritization in this manner to highlight the studies and activities it identified as most important in the immediate term without discouraging potential sponsoring or funding entities interested in advancing efforts within the other tiers. -

Appendix A 2012 Texas Integrated Report - Texas 303(d) List (Category 5) 2012 Texas Integrated Report - Texas 303(d) List (Category 5) As required under Sections 303(d) and 304(a) of the federal Clean Water Act, this list identifies the water bodies in or bordering Texas for which effluent limitations are not stringent enough to implement water quality standards, and for which the associated pollutants are suitable for measurement by maximum daily load. In addition, the TCEQ also develops a schedule identifying Total Maximum Daily Loads (TMDLs) that will be initiated in the next two years for priority impaired waters. Issuance of permits to discharge into 303(d)-listed water bodies is described in the TCEQ regulatory guidance document Procedures to Implement the Texas Surface Water Quality Standards (January 2003, RG-194). Impairments are limited to the geographic area described by the Assessment Unit and identified with a six or seven-digit AU_ID. A TMDL for each impaired parameter will be developed to allocate pollutant loads from contributing sources that affect the parameter of concern in each Assessment Unit. The TMDL will be identified and counted using a six or seven-digit AU_ID. Water Quality permits that are issued before a TMDL is approved will not increase pollutant loading that would contribute to the impairment identified for the Assessment Unit. Explanation of Column Headings SegID and Name: The unique identifier (SegID), segment name, and location of the water body. The SegID may be one of two types of numbers. The first type is a classified segment number (4 digits, e.g., 0218), as defined in Appendix A of the Texas Surface Water Quality Standards (TSWQS). -

Charles (Chuck) Lyda (July 23, 1952 – June 12, 2010) U.S. Wildwater Team Member – 1971-1995, 2003 U.S. National Champion (Wildwater) 1979, 1981 and 1995 (C-1) 1976 (C-2 with Andy Toro), 1991 (C-2 with Dan Schnurrenberger) 1995 (C-2 with John Pinyerd) World Champion (Slalom) 1975 and 1977 (C-2 Mixed with Marietta Gillman) Charles Clinton Lyda was born on July 23, 1952 in San Diego, California. He was the son of Grady Lu Lyda Jr. and Charmian Lyda. His parents also had his sister Laramee and a brother Grady. Chuck, as he became known, was to turn out to be unlike most people. He was an athlete and honorable person in every way. At a very early age around 14 or so he was exposed to paddling kayaks at Newport Harbor and was a Sea Scout, similar to a Boy Scout, in Newport Beach. He was exposed to sailing and paddling and soon fell under the influence of Tom Johnson, a LA Fireman who was already heavily involved with canoes and kayaks. Chuck through Tom and others soon was running rivers and, throughout school in Newport Beach, was steadily getting better. Even during high school he did not do other sports with his classmates but instead was paddling. When Tom Johnson moved to Kernville, along came Chuck. With the move, Kernville soon became a Mecca for folks wanting to train for whitewater slalom and wildwater racing. Tom also helped make Newport Harbor, then called the Sea Base, a site for flatwater training. Chuck moved very quickly to being a slalom and wildwater paddler who, to a person seeing his potential gave up their spot on the team, and Chuck at about 16 years old was already racing for the US Team in World Championships. -

This study applied low-cost UAS to support the geospatial data needs of aquatic resources management projects in four Texas rivers. Specifically, a UAS was used to (1) map invasive salt cedar (multiple species in the genus Tamarix) that have degraded instream habitat conditions in the Pease River, (2) map instream meso-habitats and structural habitat features (e.g., boulders, woody debris) in the South Llano River as a baseline prior to watershed-scale habitat improvements, (3) map enduring pools in the Blanco River during drought conditions to guide smallmouth bass removal efforts, and (4) quantify river use by anglers in the Guadalupe River. -
