Završni dio................................................................................................................34 Osnov za izradu i donošenje Godišnjeg programa razvoja Prijestonice, određen je Zakonom o Prijestonici (“Sl.list CG”, br. 51/17 od 03.08.2017.godine). Za potrebe razvoja Prijestonice, u budžetu Crne Gore obezbjeđuju se sredstva u iznosu od 1% projektovane vrijednosti tekućeg budžeta Crne Gore za svaku fiskalnu godinu. Sredstvima u visini od 0,6% projektovane vrijednosti tekućeg budžeta Crne Gore, finansiraju se: projekti koji doprinose otvaranju novih radnih mjesta; razvojni projekti; infrastrukturni projekti; projekti na očuvanju kulturno istorijskog i prirodnog nasljeđa; projekti za valorizaciju turističkih potencijala; projekti od javnog interesa koji se realizuju po modelu javno-privatnog partnerstva ili drugog oblika partnerstva; ostali projekti od značaja za razvoj Prijestonice. Sredstva se planiraju kapitalnim budžetom u okviru godišnjeg Zakona o Budžetu Crne Gore kod potrošačkih jedinica zaduženih za realizaciju Kapitalnog budžeta. Ako procijenjeni iznos kandidovanih projekata za Kapitalni budžet, koji ispunjavaju uslove shodno aktu o izradi Kapitalnog budžeta, ne dostiže projektovani iznos od 0,6% tekućeg budžeta, godišnjim zakonom o Budžetu Crne Gore može se planirati i manji iznos sredstava. Sredstva, u visini od 0,4 projektovane vrijednosti tekućeg Budžeta Crne Gore planiraju se godišnjim Zakonom o Budžetu Crne Gore na izdatku transfera opštinama kod organa državne uprave nadležnog za poslove finansija i opredjeljuju se Prijestonici za finansiranje izdataka za vršenje zakonom utvrđenih. U skladu sa navedenim, dat je pregled projekata čija realizacija je planirana u okviru Programa razvoja Prijestonice Cetinje za 2020.godinu. Realizacija projekata je u funkciji ostvarenja dugoročnog strateškog razvoja Prijestonice. Svi predlozi se definišu kroz prioritete i mjere u određenoj oblasti i predstavljaju osnov za realizaciju konkretnih projekata. Nacrt Programa razvoja Prijestonice Cetinje 2020.god. 1 Svi prioriteti i mjere iz tabelarnog prikaza za svaki pojedinačni projekat definisani su kroz Strateški plan Prijestonice. Navedeni prioriteti odnose se na unapredjenje i razvoj komunalne, sportske, gradske, turističke i javne infrastrukture, poboljšanje i unapređenje poslovnog ambijenta, podsticajne mjere za razvoj turizma, poljoprivrede, otvaranja radnih mjesta u javnom sektoru, podsticajne mjere za preduzetništvo, valorizacija kulturno istorijskih potencijala i dr. 1. Nabavka opreme za unapređenje rada javnih službi Prijestonice Višegodišnji 2. Sanacija sportskih sala SRC Cetinje Višegodišnji 3. Izgradnja i rekonstrukcija distributivne vodovodne mreže Višegodišnji 4. Izgradnja saobraćajnice kroz Univerzitetski centar Višegodišnji 5. Izgradnja saobraćajnice-nastavak ulice Vojvode Boža 6. Rekonstrukcija Ul. Aleksandra Puškina i izgradnja parkinga za nasenje “Gipos” Višegodišnji 7. Unapređenje lokalnih i nekategorisanih puteva Višegodišnji 8. Izgradnja stadiona sa atletskom stazom Višegodišnji 9. Izgradnja prihvatilišta za kućne ljubimce Višegodišnji 10. Izgradnja/rekonstrukcija objekata od opšteg značaja Višegodišnji 11.     FLASH REPORT Event name FINANCING OF VET SCHOOLS IN MONTENEGRO – PEER LEARNING WORKSHOP, 23 October 2019, Podgorica, Montenegro Main objective/s The objective of the workshop was twofold: (i) To present, discuss and validate a description of the current VET financing system prepared by the ETF consultants; (ii) To present alternative models from Estonia and Slovenia and to discuss whether these examples could inspire the development of the future VET financing reform in Montenegro; (iii) To discuss needs and identify possible next steps for reforming the financing of VET schools in Montenegro. Background The review and report of VET school financing inMontenegro has been undertaken at the request of the Montenegrin Ministry of Education (MoE) to the European Training Foundation (ETF) in 2019 to reflect upon the financing modalities for Vocational Education and Training (VET) schools. This is the first stage of that process to present a description of the VET financing system with some short and longer-term recommendations and reflection of reforms.     MONTENEGRO Montenegro’s meandering coastline, backed by dramatic limestone mountains, gives on to the serene blue waters of the Adriatic. And while Croatia, to the north west, has grown in popularity, few Britons drive two hours down the coast from Dubrovnik to the ancient town of Budva. Founded by the Greeks in the fourth century BC, and then fortified during the Middle Ages, the town forms the heart of the “Budva Riviera”, which runs 22 miles from Trsteno to Buljarica, and is dotted with a series of sheltered coves and eight miles of sand and pebble beaches. Getting there Budva is 12 miles from Tivat airport, 40 miles from Podgorica airport and 60 miles from Dubrovnik airport, in Croatia. Alternatively, you can fly to Dubrovnik and drive down the coast to Budva. A five-minute stroll east along a narrow coastal path lie the pebble beaches of Mogren I and II. On the way, note the bronze sculpture of a ballet dancer, a symbol of Budva, performing a graceful arabesque as she gazes out to sea. Mogren I is backed by cliffs, and connected to Mogren II by a short tunnel. Skip Slovenska Plaza, a one-mile strip of greyish sand west of town, which is overlooked by restaurants and late-night bars, and is crowded with sunloungers. For more secluded bathing, head to the small island of Sveti Nikola (known to locals as Hawaii) by taxi-boat from Budva’s seafront promenade. Covered by pinewoods and fragrant Mediterranean vegetation, it has a few beaches and a restaurant. Best of all, you can rent a kayak and paddle around to the south side to reach several isolated coves.

    Montenegrin Libraries, 1989–2014 Jelena Ðurović Abstract This paper presents a historical overview of the processes and chang- es experienced by libraries of all types in Montenegro during the past twenty-five years, as well as their current state. Major aspects of library work are covered: the general situation, legislation, buildings and equipment, collections, services, personnel, and automation. The period from 1989 to 2014 is characterized by a stream of social and economic turbulences as well as by rapid changes due to devel- opments in information and communications technology. Libraries in Montenegro are keeping pace with developments in the library field generally, the National Library of Montenegro (NLM) being the primary moving force in this regard. Introduction Montenegro, a small country in southeastern Europe situated on the shores of the Adriatic Sea has 660,000 inhabitants, 300 libraries of all types, and close to 500 librarians. The total number of library items in Monte- negrin libraries is 2.5 million, which equates to approximately four items per capita. Most of them, nearly 2 million, belong to the National Library of Montenegro “Đurđe Crnojević” (NLM). Primary and secondary school libraries are the most numerous in the country, amounting to 250. There are twenty municipalities with their public libraries, and few of them have branches. The University of Montenegro, with its University Library, is the oldest and biggest Montenegrin university. Libraries in Montenegro have a long and rich tradition; their beginnings can be found in the monastic libraries of the Middle Ages and to the first printing establishment, situ- ated in the Cetinje monastery in 1492, thanks to Đurđe Crnojević, the then ruler of Montenegro.

    The Skadar lake and the capital Cetinje (Montenegro) The National Montenegrin Tourism Development Strategy by 2020 has divided the territory of Montenegro into the six tourist clusters, out of which one cluster consisting of the capital Cetinje and Skadar Lake. The government committed to make Cetinje - Ska- dar Lake region best practice example for the sus- tainable tourism, based on protection and care of nature and preservation of local identity. Skadar Lake is the largest lake in the Balkan Peninsula. About two thirds of the lake belongs to Montenegro and the rest to the Albania. The lake was declared a national park in 1983. The territory of Skadar lake covers three municipali- ties: Podgorica, Bar and Cetinje. The Old Royal Capital Cetinje is situated in the karst field. In 1952 National Park Lovcen was proclaimed at the territory of Cetinje, famous for the village Njeguši and its memorial houses of the Montene- grin dynasty Petrović, and on Jezerski vrh grandiose mausoleum dedicated to the poet and Bishop Petar II Petrović Njegoš. Cultural heritage and environmental resources The diverse and rich cultural - historical heritage: archaeological sites, forts, medieval monasteries, churches, traditional rural architecture - indicate that the region of Lake Skadar over time was an important historical, economic and cultural center. The most important and the most representative cultural and historical value of the National Park is characterized by the monasteries from 14th and 15th century, from the time of the rule of dynasties Balšić and Crnojević and fortification complexes from the period of Otto- man domination. Cetinje is old royal capital, histori- cal and cultural centre of the country.
