All mile points (north of Baltimore City) have been adjusted, and the total length (including the section cross-referenced with Baltimore City) has changed from 26.528 to 26.432 miles. IS 95-EN, IS 95 NB Express Toll Lane – Newly assigned route, constructed by the Maryland Transportation Authority (MdTA). IS 95-ES, IS 95 SB Express Toll Lane - Newly assigned route, constructed by MdTA. IS 895, Harbor Tunnel Thruway – This road has been reconstructed and realigned due to the construction of the I-95 Express Toll Lanes. All mile points (north of Baltimore City) have been adjusted, and the total length (including the sections cross- referenced with Anne Arundel County and Baltimore City) has changed from 13.979 to 14.01 miles. IS 895-EN, IS 895 NB Express Toll Lane - Newly assigned route, constructed by MdTA. IS 895-ES, IS 895 SB Express Toll Lane - Newly assigned route, constructed by MdTA. MD 43, White Marsh Blvd – The interchange at IS 95 (Exit 67) has been completely re-constructed; all ramp mile points and configurations have changed. Public deliberation was held on September 17, 1998. Subsequent to opening statements by Mr. Zimmerman and Mr. Tanczyn, the Petitioners offered three witnesses in support of their request for variance. Mr. John C. Mellema, Jr., a licensed property line surveyor, testified as to his qualifications, familiarity with Baltimore County Zoning Regulations, and was accepted without objection as an expert in the field of land surveying. A number of exhibits were offered into evidence. Petitioner's No. I, a plat of the subject property, and petitioner's Exhibit No.2, a detail of the current signage along with a substantial number of other photographs which reflected the site and various roadway systems which provided entry either into or around the shopping mall. The Baltimore BaltimoreSouthern City + MetroCity Center Southern Metro region added about two-thirds of those positions, adding 1.8% to 20% employment totals over the past twelve months. That’s a bit better than the corresponding national rate of job growth. Among other things, 18% employment growth has translated into more leased office space. Net office space absorption totaled 312,902 sf during the 2nd Quarter, with 16% Baltimore City and City Center net absorbing more than 45,000 sf. Class A+ space downtown was the big winner from a city perspective, net 14% absorbing 42,213 sf. 12% While much attention has been given to the rally on Pratt Street and rising rents, the bulk of Baltimore regional office space absorption during 10% the 2nd Quarter occurred in suburban markets. Leading the way was Columbia which is being redefined, and is positioned to add a variety of amenities, including a cultural arts center downtown. Columbia net absorbed approximately 108,500 sf during the second quarter, dragging the submarket’s vacancy rate down from 8.8% to 8.3%. Over the first half of 2016, Columbia has experienced nearly a quarter million square feet of net absorption.

    WHAT IS BALTIMORELINK? BaltimoreLink is a complete overhaul and rebranding of the core transit system operating within Baltimore City and the surrounding region. Many of MTA’s current bus routes are outdated, and BaltimoreLink will improve service through a more reliable and efficient network. BaltimoreLink also includes transfer facilities, dedicated bus lanes, signal priority, and improved bus stop signs, among many other improvements. To deliver an interconnected transit network, existing MTA bus and rail services will be restructured and renamed: • CityLink: Twelve new high-frequency, color-coded bus routes will connect with each other, as well as Metro SubwayLink, Light RailLink, MARC Train, Commuter Bus, Amtrak, and other services, into one integrated transit network. • LocalLink (currently Local Bus): LocalLink routes will provide comprehensive crosstown connections and improved connections to neighborhoods and communities throughout the system. • Express BusLink (currently Express Bus): Express BusLink will include several existing Express Bus services that provide suburb-to- city connections and recently launched routes providing suburb-to-suburb connections. Disappointing performances by the Orioles and Ravens and monumental public safety issues in the city help set the stage for a better 2016. Despite poor optics, the fact of the matter is that the regional economy easily outperformed consensus expectations last year. The majority of the roughly 50,000 jobs added in Maryland last year were added in the Baltimore metropolitan area. Development has accelerated in the city, Towson, Owings Mills, Columbia and elsewhere. Unlike prior years, the composition of the local economy actually helped last year. Both the Washington and Baltimore metropolitan areas were laid low by sequestration, which began impacting the economy in early-2013. Those impacts began to wane last year. Moreover, the region was not impacted the way that many others were by collapsing commodity prices. While states like North Dakota and West Virginia are now in recession, Maryland benefits from lower input prices since we are much more likely to be consumers than producers. The strong U.S. dollar also tends to impact other communities more intensely. Maryland is not an export-intensive economy. While that causes Maryland to lag economically during periods of rapid global economic expansion, it improves relative economic performance when exports are lagging. The region’s positive economic performance in 2015 helped to drag regional vacancy lower.
