    3.2 Station Access and Parking 3.2 Station Access and Parking A. INTRODUCTION NEW JERSEY Potential Build and No Build Alternative additions to certain parking facilities at NJ TRANSIT commuter rail stations are considered in this section. Parking at stations is provided by NJ TRANSIT, municipalities, and/or private operators throughout New Jersey. In Orange and Rockland Counties in New York, station parking is provided in coordination with Metro-North Railroad. Orange and Rockland Counties are assessed in this section because the parking analysis is based on NJ TRANSIT line segment, i.e., those groupings of stations that share similar service patterns and are close to one another (Figure 3.2-1). The analysis was completed at the segment level rather than at the station level, given the close station spacing (e.g., many stations are within 1 to 2 miles of each other), population densities in northern and central New Jersey and the connectivity of the local and regional roadway network throughout New Jersey. Because some NJ TRANSIT rail lines are located close to each other, passengers can choose between two rail lines depending on the availability of parking. This situation occurs with the individual Main and Bergen County Line segments, and also applies to other locations, such as stations along the Gladstone Branch and the Raritan Valley Line. As a result, shortfalls in parking demand can realistically be addressed at any station within a given segment, using a range of options from new construction of spaces to increased transit access, such as expansion of bus lines or implementation of community shuttle services.

Despite a stalled national and regional economy and skyrocketing fuel costs, the Corporation rose to the challenge by cutting spending, increasing non- farebox revenue and more effectively managing its resources to reduce a reliance on state subsidies. Those actions allowed us to keep fares stable during the fiscal year, something we are committed to doing again in FY2012. NJ TRANSIT remains an integral part of the state’s transportation network, linking New Jersey residents to jobs, health care, education and recreational opportunities. A number of investments paid dividends for customers this year, including the opening of new or rehabilitated stations, more retail options at stations, continued modernization of the rail and bus fleet, and placing new service-specific technology into the hands of customers.

Steady leadership bridged a change in administrations and helped bring clarity and purpose to the choices that we made to cut spending, increase revenue and target limited resources. A careful selection of projects that we advanced during the year created a portfolio of investments that will pay dividends to our customers in the days and years ahead, when economic and ridership growth return. As the fiscal year unfolded, we responded proactively to ridership declines triggered by a sluggish job market and reduced state funding. Austerity measures, including an emergency spending freeze, cuts in executive salaries and other steps, signaled that the corporation understood the need to make sacrifices before it asked customers late in the fiscal year to pay a higher percentage of the actual cost for the transit services they depend on. It is a testament to the professionalism of NJ TRANSIT leadership and its employees that, despite this difficult fiscal environment, they focused on the future and launched or delivered projects that will serve as the foundation for an improved, interconnected and multimodal public transportation network.

The study was managed by Passaic County in partnership with Essex County. Additional guidance was generously provided by a Technical Advisory Committee, including members from each of the study area municipalities, NJ TRANSIT, New Jersey Department of Transportation (NJDOT), the NJTPA, and local stakeholders such as the Newark Alliance. Despite a stalled national and regional economy and skyrocketing fuel costs, the Corporation rose to the challenge by cutting spending, increasing non- farebox revenue and more effectively managing its resources to reduce a reliance on state subsidies. Those actions allowed us to keep fares stable during the fiscal year, something we are committed to doing again in FY2012. NJ TRANSIT remains an integral part of the state’s transportation network, linking New Jersey residents to jobs, health care, education and recreational opportunities.

Overview This document is the Statewide Transportation Improvement Program for the State of New Jersey for federal fiscal years 2008 (beginning October 1, 2007) through 2011. The Statewide Transportation Improvement Program (STIP) serves two purposes. First, it presents a comprehensive, one-volume guide to major transportation improvements planned in the State of New Jersey therefore providing a valuable reference for implementing agencies (such as the New Jersey Department of Transportation and the New Jersey Transit Corporation) and all those interested in transportation issues in this state. Second, it serves as the reference document required under federal regulations (23 CFR 450.216) for use by the Federal Highway Administration and the Federal Transit Administration in approving the expenditure of federal funds for transportation projects in New Jersey. Federal legislation requires that each state develop one multimodal STIP for all areas of the state. In New Jersey, the STIP consists of a listing of statewide line items and programs, as well as the regional Transportation Improvement Program (TIP) projects, all of which were developed by the three Metropolitan Planning Organizations (MPOs).
