Where last year saw new leadership – led by Transportation Commissioner and NJ TRANSIT Board Chair Diane Gutierrez- Scaccetti and President & CEO Kevin Corbett – begin the effort to undo the damages to a once-proud system after nearly a decade of mismanagement and neglect, 2019 saw the continuation of NJ TRANSIT’s rebirth. This rebirth began with an honest self-assessment of the agency, borne from my order to perform a comprehensive financial and operational audit of Governor, NJ TRANSIT. After nearly a decade of waste and neglect, we began the difficult process of rebuilding the customer experience for NJ TRANSIT riders. Serving under the leadership and direction of Governor Phil Murphy, we rolled up our sleeves and are implementing a corrective action plan, making meaningful changes that will pay dividends for NJ TRANSIT customers for years to come. One of the biggest challenges we faced when arriving in early-2018 was a critical shortage of frontline employees left by the previous administration. Those shortages had a dramatic impact on service delivery, making travel for our Commissioner, NJ Department of Transportation customers unpredictable and unacceptable.     PUBLIC NOTICE HUDSON-BERGEN LIGHT RAIL ROUTE 440 EXTENSION Environmental Assessment Notice of Availability This notice is to announce the release of an Environmental Assessment (EA), prepared to evaluate the environmental effects of a proposed extension of the NJ TRANSIT Hudson Bergen Light Rail (HBLR) system from the West Side Avenue Station to a new station, which would be located west of Route 440 in Jersey City. NJ TRANSIT is conducting the HBLR Route 440 Extension Project in accordance with the Federal Transit Administration’s (FTA) procedures for new transit projects. As part of those procedures, FTA must make a determination about the proposed extension’s environmental impacts before it can approve development of the proposed extension. The EA has been prepared in accordance with all applicable regulations, including the Council on Environmental Quality regulations at 40 CFR 1506.6, FTA regulations under 23 CFR 771.119(d), the National Environmental Policy Act of 1969, Section 106 of the National Historic Preservation Act of 1966, Section 4(f) of the U.S. Department of Transportation Act of 1966 (49 USC §303), and Executive Order 12898 on Environmental Justice.     NJ TRANSIT REAL ESTATE REPORT: FISCAL YEAR 2020 P.L. 2018, c. 135 October 1, 2020 Executive Summary New Jersey Transit Corporation’s Office of Real Estate Economic Development and Transit-Oriented Development ensures efficient management of NJ TRANSIT’s real estate assets to support safe, reliable mass transit service and maximize non-farebox revenue opportunities. The office assesses and develops recommendations for economic development and transit-oriented development opportunities for parcels of real property in which the corporation holds a property interest in order to increase the corporation’s non-fare revenue sources. Effective November 1, 2018, P.L. 2018, c. 135 amended N.J.S.A. 27:25-20 to require NJ TRANSIT to issue an annual report containing: a list of each parcel of real property owned by the corporation; the most recent appraised value of that real property only if the corporation has obtained an appraisal during the three years immediately preceding the report; the purpose for which the corporation holds the real property; any revenue the corporation receives that arises out of the real property; and any real property sold or otherwise disposed of, including the amount of money received by the corporation for that sale or disposition, during the one year period immediately preceding the report and including an accompanying explanation for any real property disposed of for less than market value and any real property acquired for more than market value. Pursuant to those reporting requirements, NJ TRANSIT is pleased to provide this report.
