CONCLUSIONS 39 ANNEX I 43 EU good practices on sustainable mobility planning and SUMP 05 1 - Introduction Aims of the Report This report aims at describing the actions that should be taken for the successful promotion and implementation of the REFORM selected Good Practices (GPs) to other areas. The project has identified a series of GPs that can strengthen the role of the regions in achieving innovative, sustainable and low- carbon mobility which is also the main scope of the project. Selected GPs out of them have been the inspiration for the development of Regional Action Plans for promoting sustainable mobility that will be implemented in REFORM regions in the next two years. With the appropriate prerequisites, conditions and actions these GPs can also bring the same results to other regions and relief them also from their problems generated by urban congestion. Transferability of knowledge (in that case GPs) is a multidimensional practice that requires collective effort from many stakeholders, diverse and complex actions, as well as effective organization. All these constitute roadmaps; one for each GP, which are described in this report and for the selected REFORM GPs coming from REFORM cooperating Regions. Prior to the description of the roadmaps, a strategic framework that will enable a good cooperation between the ‘origin’ and ‘destination’ regions that will eventually guarantee the expected results is provided. Structure of the Report In addition to this introductory chapter, the report contains 13 chapters: Chapter 2 provides the correlation between the selected for transferring GPs and the Regional Needs and Gaps for the development and monitoring of Regional/Metropolitan SUMPs that they answer to. Chapter 3 provides the strategic framework that supports the roadmaps for the transferability of the REFORM GPs. The chapter also includes the success factors that have been taken into account for the formulation of the framework and the roadmaps. Chapters 3-12 include the transferability roadmaps. For each of the selected 10 GPs, a roadmap is described that includes a short description of the GP, the problems and particular characteristics of the target areas that the GP can address, the preconditions that will ensure a successful transfer, and the actions that should be taken by the target area. The actions are distinguished in direct ones and supportive. The first category includes a sequential order of actions directly related to the GP under examination, while the second more general and horizontal actions. The final chapter includes some final concluding remarks and recommendations for the near future for the stakeholders that will adopt the GPs. 6 Manual on “Transferability of good practices, policies and experiences from the REFORM Project to other European Regions” 2 – REFORM Good Practices for the Regional SUMP Development The REFORM Project Sustainable mobility planning principles are more and more promoted during the last years in Europe and are applied with different speed by various cities all over the continent. Urban means city, Municipality, or a group of adjoining Municipalities, a metropolitan area. Even more, with the urban sprawl, it could mean a wider region with metropolitan area(s) and satellite conurbations. Not putting the blame on Municipalities with active Mayors and staff that proactively – or just following the trend – have enrolled to national and international programmes, initiatives and projects which ensure financial support and grants for elaborating Sustainable Urban Mobility Plans elaboration, quite often a discontinuity of proper, integrated and coordinated planning and monitoring is evident. This leads to unbalanced and fragmented actions among the different, even bordering, Municipalities of the very same city or metropolitan area. On the other hand, citizens, users of the mobility – transport system and the system itself do not perceive nor recognize municipal borders when commuting, walking, biking for business, for leisure or any other purpose. What is directly and easily understood by them, though, is when the environment is obviously different than their “back yard”, neighbourhood or Municipality. Extending the currently adopted supporting methodologies in sustainable urban mobility planning could provide a clear guidance and support to all regional cities in their SUMPs development and deployment. Based on the above-mentioned conclusion, the goal of the REFORM project is to improve, through a mutual learning process, the policies of Regional Operational Programs supporting

In 1987 he was sent by the International Taekwon-do Federation to Czechoslovakia to teach Taekwon-do. Under his guidance, the Czech Taekwon-do Federation became a very strong and well organized NGB. In 2011, 7th of September, he earned 9th DAN and became the 1st Korean 9th DAN holder (K-9-1). He was Chairman of the ITF Junior Committee and then the Education committee. Since 2008 is Chairman of the ITF Technical Committee and subsequently by the merger of the two committees into one, he is the Chairman of the Technical and Education Committee of the ITF. His job is the spread of Taekwon-do around the world and the unifcation of educational methods by all instructors, as well as the preservation of genuine art of Taekwondo. He teaches and directs systematically Taekwon-do in Poland, Hungary, Switzerland, Netherlands and Slovakia.

Aanleiding De AWACS vliegtuigen van de vliegbasis in het Duitse Geilenkirchen veroorzaken al jarenlang ernstige geluidsoverlast, met name in de gemeenten Beekdaelen (in de voormalige kernen Onderbanken en Schinnen) en Brunssum (Brunssum-Noord en Brunssum-Oost). In de afgelopen jaren zijn er verschillende gezondheidsonderzoeken gedaan in de regio Zuid-Limburg om inzicht te krijgen in de effecten van deze overlast op de gezondheid van omwonenden. Ook in andere landen is er veel onderzoek gedaan naar de effecten van geluid van vliegverkeer op de gezondheid. De gemeenten Beekdaelen en Brunssum hebben de GGD Zuid Limburg verzocht een samenvatting te maken van de belangrijkste resultaten. 2. Algemene informatie over omgevingsgeluid en gezondheid Blootstelling aan (ongewenst) omgevingsgeluid kan uiteenlopende effecten op de gezondheid hebben. Of deze effecten optreden hangt af van de geluidsterkte, frequentie, de duur van de blootstelling en de betekenis van het geluid. Maar ook andere aspecten spelen een rol. Het gaat daarbij om zaken die niet direct aan het geluid gerelateerd zijn. Denk dan aan de context waarin het geluid te horen valt, de manier waarop iemand over de bron van het geluid denkt, hoe iemand met geluid omgaat en ook angst en eventuele gevoeligheid voor geluid. Geluid leidt niet alleen tot nadelige effecten. That’s why, on the occasion of World Car Free Day and the conclusion of the European Mobility Week, we are publishing a new report on how cities can co-create mobility projects in partnership with other levels of government. Transport in particular is an area in which a city’s policies may affect and be affected by other territories and by other levels of government. Multi-level governance and cooperation mean governments successfully consult one another and work together. This is both horizontal – neighbouring municipalities working on a common bus network for example – and vertical – such as a regional government consulting with its municipalities and the national government on a new railway line. Such cooperation naturally leads to more coherent policies that benefit citizens in all territories. Het vertelt ons hoe vroegere generaties leefden en hoe onze samenleving er toentertijd uitzag. Het vertelt ons iets over ons- zelf, onze cultuur en onze identiteit. Onderbanken is een gemeente met een rijk verleden met veel archeologische vindplaatsen. De vroegste bewoningssporen uit de regio dateren uit het Midden Paleolithicum (300.000-35.000 v. Chr.). Uit de IJzertijd dateert een urnenveld, aangetroffen op de Nieuwe Heide en enkele graf- heuvels bij de Krekelberg. De meeste archeologische vindplaatsen in de gemeente Onderbanken dateren uit de Romeinse tijd en met name uit de Middeleeuwen. In de gemeente Onderbanken kruisten in de Romeinse tijd twee wegen elkaar: de hoofdweg van Heerlen naar Xanten, die via Rumpen, Merkelbeek, Raeth naar Tuddern loopt en een secun- daire weg van de villa in Vaesrade naar Gangelt via Amstenrade, Merkelbeek en Schinveld. In de Romeinse tijd waren de hellingen boven de Rode Beek waarschijnlijk in gebruik als landbouw- grond van villae, ook al zijn die in de directe omgeving nog niet terug gevonden.
