    List of Individuals Recognised as Political Prisoners by MEMORIAL Human Rights Centre and Persecuted in connection with the Realisation of Their Right to Freedom of Religion 30 october 2020 We consider political prisoners to be individuals who are serving a prison sentence, as well as those being held in custody or under house arrest as a form of pre-trial detention. We reckon among political prisoners individuals who are being persecuted in connection with the realisation of their legitimate rights as well as those who are being unlawfully or disproportionately persecuted by the authorities for political reasons. We do not regard as political prisoners those individuals who used violence against the person or called for violence on the grounds of religion, nationality, race etc. All the criteria for considering individuals as political prisoners are published on our website. As individuals persecuted in connection with the realisation of the right to freedom of religion make up more than a half of the total number of political prisoners in Russia, and as their cases of persecution have much in common, their names are compiled in a separate list. None of the individuals on the list used violence, called for violence or planned violent acts. There are 297 names in the present list. Now, it contains almost exclusively the names of Muslims, a majority of whom have been accused of participating in the organisation of Hizb ut-Tahrir al-Islami, as well as followers of Turkish theologian Bediüzzaman Said Nursî, who have been accused of participating in the inexistent organisation of Nurdjular. Jehovah’s Witnesses have become another target of persecutions for religious reasons after their organisations were groundlessly labelled extremist and banned in Russia in 2017.

    List of individuals recognised as political prisoners by the Memorial Human Rights Centre as of 30 May 2016 We consider political prisoners to be individuals who are serving a prison sentence, as well as those held in custody or under house arrest as a form of pre-trial detention. The full criteria for considering persons to be political prisoners are published on our website. There are 86 individuals named in the list we publish today. This list is far from complete. It includes only those individuals and cases for which we have managed to collect and analyse sufficient information for a convincing conclusion to be drawn about the politically-motivated and illegal nature of a criminal prosecution. At the present time the list does not contain the names of a large number of people who have been deprived of their liberty, and whose prosecution contains indications of illegality or political motivation, but for whose cases we have either not yet received the required information, or have not yet fully analyzed the information. Since the publication of the previous list on 30 October 2015, 9 political prisoners have been released. These are three individuals convicted in the course of the Bolotnaya Square prosecutions (Andrei Barabanov, Denis Lutskevich and Aleksandr Margolin), the last political prisoner convicted in connection with the rioting on Manezh Square in 2010 (Igor Bereziuk), an environmental activist (Evgeny Vitishko), an ex-major in the Ministry of Internal Affairs who fought against corruption within the Ministry (Igor Matveev), a climber convicted in connection with painting the stars on top of one of Moscow’s highest buildings in 2014 (Vladimir Podrezov), and the last of three Muslims convicted on charges of blowing up a gas pipeline in Bugulma who served a 10.5 year sentence (Fanis Shaikhutdinov) and the last – Nadezhda Savchenko.

Box 1346 Ann Arbor, Ml 48106-1346 Thesis Abstract The topic of this thesis is Tatarstan’s post-Soviet leadership, analysed through its politics of Tatar nationalism and Russian federalism between 1992 and 1999. The main question of the thesis is how Tatarstan’s leadership has succeeded in maintaining political power and gaining economic wealth without provoking a backlash both from Moscow and the local Russian population. The thesis argues that Tatarstan’s leadership succeeded in maintaining political power and gaining economic wealth through promoting neither the civic nationalism of participating citizens in Tatarstan nor the ethnic nationalism of the Tatar nation bound together by common culture and history, but pragmatic nomenklatura nationalism which demands national autonomy for the Tatars as the only formula for Tatarstan’s leadership to secure regional stability against ethnic nationalisms of the Tatars and the Russians in Tatarstan and the adverse regional effects of the federal policies.

    Country Report on Human Rights Practices in Russia Page 1 of 50 Russia Country Reports on Human Rights Practices - 2006 Released by the Bureau of Democracy, Human Rights, and Labor March 6, 2007 The Russian Federation has a weak multiparty political system with a strong presidency, a government headed by a prime minister, and a bicameral legislature (Federal Assembly) consisting of a lower house (State Duma) and an upper house (Federation Council). The propresidential United Russia party controlled more than two-thirds of the State Duma. The country had an estimated population of 142.9 million. Vladimir Putin was re-elected in 2004 in an election process the Organization for Security and Cooperation in Europe (OSCE) determined did not adequately reflect principles necessary for a healthy democratic election, particularly in equal access to the media by all candidates and secrecy of the ballot. However, the voting itself was relatively free of manipulation, and the outcome was generally understood to have represented the will of the people. The government's human rights record in the continuing internal conflict in and around Chechnya remained poor. Both federal and Chechen Republic security forces generally acted with legal impunity in Chechnya where civilian authorities generally maintained effective control of the security forces. Chechen security forces at times appeared to act independently of the Russian command structure, and there were no indications that federal authorities made any effort to rein in those forces' extensive human rights abuses. The most notable human rights developments during the year were the contract-style killings of proreform Central Bank Deputy Chairman Andrei Kozlov and journalist Anna Politkovskaya, known for uncovering human rights abuses in Chechnya.

    Russian political prisoners in the year of 2018: the situation and its trends. The Human Rights Advocacy Center "Memorial" has been compiling the lists of Russian political prisoners for several years by now. The term "political prisoner," that we are using is backed up by the PACE Resolution No. 1900 (2012). First of all, these are the cases that can be described by using the reference to the term "prisoner of conscience", when the criminal prosecution or imprisonment has been applied to people solely because of their political, religious or other believes, as well as in conjunction with the non - violent exercise of people’s rights and freedoms, which are guaranteed by the European Convention for the Protection of Human Rights and Fundamental Freedoms. And second of all, these are the cases of political persecution by the official authorities, carried out in violation of the right to a fair trial and some other rights and freedoms, that are guaranteed by the International Convention for the Protection of Human Rights and Fundamental Freedoms, this persecution is conducted with an obvious violation of the law, on a selective basis, in an inadequate fashion with the public endangerment acts, or on the basis of falsification of the proof of the guilt. By the notion of "imprisonment / deprivation of freedom" we are implying a detention in correctional facilities, or in some psychiatric institutions on the grounds of a court verdict, a pre-trial detention in custody, or a house arrest before the court sentencing. At the same token, we exclude from the numbers of political prisoners those individuals, who used violence against another person, or were calling for violence based on the racial, religious, ethnic factors, etc.
