The project was co-operatively conducted by researchers from the University of Iceland (Reykjavik), the Research Centre on Local and Regional Development (Klaksvík, Faroes), the Swedish Agricultural University (Uppsala), the University of Joensuu (Finland) and Roskilde University (Denmark). -

It presents various EU-funded star projects in North Savo. Leppävirta EU-programs may seem fairly distant but their effects are shown in multiple ways in the Varkaus daily lives of almost all inhabitants of North Savo. They promote the well-being of people,e, companies and the environment. North Savo uses three funds of the EU: the European Regional Development Fund (ERDF), the European Social Fund (ESF) and the Rural Development Programme for Mainland Finland. The province has received 379 million Euros through these funds between 2007 and 2013. Funding also offers significant benefits: the state, municipalities, companies, educational and research institutes and societies canalize co-funding to the projects. Project activities have created several new jobs and companies in North Savo. In addition, thousands of employees have received up-to-date education, various companies and organizations have received new research and education equipment and municipalities have been supported through building municipal infrastructure that helps industry and trade. All this promotes employment, competitiveness, innovation and production activities. Financial support from the European Structural Funds in North Savo are granted by the Regional Council of Pohjois-Savo, the Centre for Economic Development, Transport and the Environment of North Savo and Finnvera. These organizations work in close cooperation with each other. Funding is aligned with provincial development programs. -

The prospect consists of several claim reservations totalling up to about 80 km2 . The local bedrock comprises Late Archean plutonic rocks, some remnants of greenschists, and abundant Paleoproterozoic hypabyssal mafi c dikes . Quaternary cover includes one till bed up to a few metres thick and locally glacial outwash, sand and gravel . The area has low relief and between drumlins and moraine hillock s the ground may be swampy. Climate is continental with a mean temperature of +1 °C . Winters are rather cold and snow cover may exceed one metre . Snow cover stays in open areas some 190 days per year and frost may penetrate the till down to nearly 2 metres . The Geological Survey of Finland (GTK) has been carrying out regional heavy minerals studies on Quaternary sediments since 1992. The Lentiira Prospect is the first discovery site of kimberlitic indicator minerals from this regional study where a more detailed till sampling ha s been completed. The detailed investigation comprises some 50 surficial and basal till samples . -

E-mail: [email protected] Little is known about changes in the abundance and species composition of dandelions (Taraxa- cum) in Finland. However, Eastern Finland, the biogeographical provinces of Karelia ladogensis and Karelia borealis, has been explored again since 1985. Carl-Erik Sonck collected dandelions there mainly in the 1940s and published his results later (Sonch 1964a). The comparison revealed that changes were considerable over this 60-year period. Species of the section Taraxacum had become more frequent, while those of the sections Borea and Erythrosperma had declined. After Sonck, 88 species were found to be new to North Karelia and 24 to Ladoga Karelia. Respectively, 16 and 33 species were not re-discovered in these provinces. The figures are approximate, particu- larly concerning Karelia ladogensis, because a larger part of this province has not been studied since 1945 when most of its territory was ceded to the former Soviet Union. Attitudes to the wolf divide Finns, and the wolf itself causes opinion to change fast once it has arrived in new areas. The wolf is a perpetual problem environmentally, something people have to live with on a daily basis. But what is the importance of social sustainability and how can protection of the wolf be reconciled with what local people see as a decline in the quality of life? How should the wolf issue be managed and who should act in what situation? These are the questions which have to be addressed in preparations for a national policy on wolves. Studies relating to policy on large carnivores for the University of Helsinki’s Institute for Rural Research and Training (Ruralia) represent a breakthrough, yet people in rural communities have always been at the centre of research. The sustainable use of natural resources is becoming more and more about socio-economic issues, with ecology obviously imposing its own set of condi- tions. -

Paltamo Full Employment Experiment: An Application of the Synthetic Control Method Kosti Takala∗ February 26, 2015 Abstract In this paper I study the effects of the Paltamo Full Employment Experiment, an activation measure for the unemployed which combines their prior unemployment benefits and a bonus into a salary. Thus, the unemployed have to work for their benefits unless they are willing to go on social assistance. To estimate the effects on unemployment and on the related benefits and allowances, I employ the synthetic control method to construct counterfactuals for Paltamo, a Finnish municipality in which the experiment was run from 2009 to 2013. I find that there was a real and statistically significant drop in unemployment and related benefits that lasted throughout the experiment. However, the experiment ended up costing more to the government than what could be retrieved through savings in benefit payments. Add to the equation a high unemployment, especially in the long term, and its related (generous) benefits and health problems, and you get a government deficit tantamount to a house of cards waiting to collapse, unless something can be done to the different costs stemming from unemployment. To tackle the above problem, many countries have implemented measures such as active labor market policies, the scale and evaluation of which has been inadequate. -

Pipe 7 belongs to the Kaavi Neoproterozoic Eastern Finland Kimberlite Province cluster of the Neoproterozoic Eastern Finland situated at the edge of the Karelian Craton (Fig. 1). Kimberlite Province situated at the edge of the Karelian Craton. It has mineralogy typical of Group I kimberlite. The 2-ha pipe is located in a swamp and covered by thick glacial overburden. The 2 x 2.5 km sampling area was situated down-ice from Pipe 7, samples being taken by an excavator and a drill rig. The concentration of indicator grains (0.25-1.0 mm) was based on a GTK modified 3”Knelson Concentrator. Chemical analysis of the till fine fraction (< 0.063 mm) was performed using XRF and ICP-MS instruments. The indicator grains form a relatively well-defined fan in the basal till that can be followed at least 2 km down-ice from the pipe.
