Many watched open- mouthed as Trump, in his maiden speech, repeatedly invoked the new Presidential agenda: “America First!”. The mantra-like phrase was a deliberate nod to the twitter-handle he had used in campaigning - #MAGA - “Make America Great Again”. This, we quickly learnt, would be done by burning any of the remaining bridges left. Adding to “Build the Wall”, there would a bonfire of trade deals, trashing climate concordats on global warming, continuing use of socially divisive rhetoric, fickle political governance, and reckless temperament in foreign policy. The only surprising feature of Trump’s first year in office is that it’s been entirely predictable. So when I mention to colleagues that I have been researching Trump’s religious faith, reactions vary from mild scoffing (“I thought he was his own religion?") to bafflement and surprise. The government and social elite sought to cleanse the country of ‘defective’ heredity and preserve the American race by promoting breeding for families who fulfilled the Anglo-Saxon ideal and suppressing procreation for those who did not. A model of genetic advancement intensified by Adolf Hitler and his Third Reich, eugenics in America provided a scientific foundation for government intervention on populations antithetical to the American identity. One hundred years later, eugenic ideals for race preservation have resurfaced with the presidential election of Donald Trump. His call to “make America great again” has facilitated the enactment of policy initiatives that target immigrants, minorities, and the poor to eliminate populations outside the model of a ‘true’ American.

Alicia Waters, who re-joined the Talking Books Library staff in January 2017, has been appointed as the new Regional Librarian. Alicia has worked at the Office of Library and Information Services for 32 years, and worked in the Talking Books Library first in the 1990’s. In the interim, she has worked at OLIS as the Delivery Services Coordinator and Reference Librarian for the OLIS Library. DONLEY ABSTRACT White nationalism has played a critical role in shaping United States politics for over 150 years. Since the Reconstruction era, whites have fought to maintain their power and superiority over minorities. They influenced U.S. politics by attempting, and in some cases succeeding, to prevent minorities from voting. Moreover, politicians began to help them. This became most evident in the 2016 U.S. presidential election when Republican Donald J. Trump appealed to racist white voters, gained their support, and won the election. Those voters, who united as the Alt-Right, supported Trump because he appealed to them by playing on their fear of becoming a minority in their country. This thesis traces white nationalism back to Reconstruction. It analyzes the memberships of separate groups such as the Ku Klux Klan, Neo-Confederates, and Citizens’ Councils to show how and why those various groups united as the Alt-Right to support Trump in the 2016 election.

The unprecedented election of Donald Trump, a populist insurgent1 who lacks the prior political experience or mil- itary service of all presidents before him, is such a sharp break in American historical experience that it raises questions as to whether something is deeply amiss with the constitutional order.2 Constitutional failure is not uncommon.3 A path-breaking global study of national constitutions shows that on average, they last only nineteen years.4 The U.S. Constitution is an uncommon outlier and, as such, is accounted by many a long-running success story.5 But could a bell be tolling for American constitutionalism? In this Essay, I assess the meaning of Trump’s shocking rise for the fu- ture of our constitutional order.6 The shock, of course, was not the election of a Republican president. There have been many Republican presidents since Lincoln, each making their own distinctive contribution to the Ameri- can tradition.

GOLDSTEIN ABSTRACT The executive order on travel issued by President Donald Trump in January 2017 does not use the word Muslim but instead identifies the foreigners who should be barred from entry as those who “bear hostile attitudes” toward the United States “and its founding principles” and who “do not support the Constitution.” As this article shows, anti-immigrant movements have long used hostility-to-the-Constitution as the touchstone for identifying unwanted immigrants. In the 1840s, the Know-Nothings opposed Irish immigration based on a belief that Catholicism was incompatible with the Constitution. In 1882, when Congress enacted the Chinese Exclusion Act, it declared that the Chinese were too foreign to embrace constitutional principles. In 1924, Congress enacted the National Origins Act out of the belief that members of the so-called Nordics race alone were genetically disposed to embrace constitutional values, while Jews, Italians, Poles, and others would destroy the nation’s constitutional system. Congress repudiated these nativist beliefs in 1965 when it adopted the Immigration and Nationality Act, which declares that people of any race or nationality are equally capable of embracing the nation’s constitutional values.
