The office aims to establish Japan as a nation that boasts of the most advanced medical technologies and healthcare services in the world, which is expected to result in Japan being the country with the longest healthy life expectancy. Given these achievements, the Office also aims to develop the medical sector, pharmaceutical products and medical devices and equipment as strategic industries that will form a key pillar for Japan's While Japan has a well-established scheme of insolvency laws, there have been few insolvencies of Japanese regulated financial institutions in the past decade. In addition, Japanese courts have considerable latitude in administering insolvency proceedings and rendering decisions. The combination of these factors makes it difficult to predict with certainty the mechanisms for implementing a proposed resolution. International Context Japan is a member of the Group of Twenty (“G20”) and the Financial Stability Board (“FSB”). As such, Japan’s leaders have committed to pursue financial stability, implement international financial standards and undergo periodic peer reviews.1 On November 4, 2011, three Japanese financial institutions were named in the initial group of twenty-nine globally systemically important financial institutions (“G-SIFIs”) identified by the FSB and the Basel Committee on Banking Supervision (“BCBS”).

I think I would start first by pointing out that he is a self-made man. It's a very important characteristic of Japan that political lineage matters a great deal. It is very common to have second-generation politicians who inherit the family name. That is not the case for Mr. Suga. He comes from Akita prefecture, rural Japan. His father had a strawberry farm and therefore he started in the political world without any connections, without any advantages, and he now has risen to the top.

His grandfather was Japan’s first prime minster from the Liberal Democratic Party (LDP) in 1954- 1956. Hatoyama was educated at Tokyo University and Stanford University, where he obtained his PhD in Engineering. He entered politics at the age of 39 after having worked at the famous Tokyo Institute of Technology. He has been nicknamed “The Alien” for his unorthodox manners and for being something of an outsider among traditional political circles. His soft- speaking manners make him very different from former maverick prime minister Junichiro Koizumi. Yukio Hatoyama The DPJ victory – Frustration with LDP overwhelming reason The figures send a clear message: In the lower house election on August 30, the LDP plummeted from 300 to 119 seats, while the Democratic Party of Japan (DPJ) increased their seats from 115 to 308 out of a total of 480 seats. This overwhelming victory, however, was less a vote of confidence in the DPJ than the result of over-boiling frustration with the LDP. Already 8 years ago the frustration of the people was strong. But running on the ticket of maverick Koizumi the LDP could hang on for two more election periods. During this time, the DPJ, founded in 1996, finally turned into a major opposition party and became the strongest political force in the upper house elections in July 2007.

Green, CSIS/Georgetown University Nicholas Szechenyi, CSIS Prime Minister Abe focused intently on economic policy and led his Liberal Democratic Party to a resounding victory in the July Upper House election, securing full control of the Diet and a period of political stability that bodes well for his policy agenda. Multilateral gatherings in Asia yielded several opportunities for bilateral and trilateral consultations on security issues, and the economic pillar of the alliance also took shape with Japan’s entry into the Trans-Pacific Partnership negotiations and discussions on energy cooperation. Comments on sensitive history issues sparked controversy but did not derail bilateral diplomacy. The nomination of Caroline Kennedy as US ambassador to Japan marks a new chapter in the relationship. The Upper House election and Abe’s agenda: it’s the economy, stupid After introducing a fiscal stimulus package and monetary easing measures meant to provide a near-term boost to the Japanese economy earlier in the year, Prime Minister Abe Shinzo turned to the “third arrow” of his economic plan: a strategy for sustainable growth.     The legalization of Hinomaru and Kimigayo as Japan's national flag and anthem and its connections to the political campaign of "healthy nationalism and internationalism" Marit Bruaset Institutt for østeuropeiske og orientalske studier, Universitetet i Oslo Vår 2003 Introduction The main focus of this thesis is the legalization of Hinomaru and Kimigayo as the national flag and anthem of Japan in 1999 and its connections to what seems to be an atypical Japanese form of postwar nationalism. In the 1980s a campaign headed by among others Prime Minister Nakasone was promoted to increase the pride of the Japanese in their nation and to achieve a “transformation of national consciousness”.1 Its supporters tended to use the term “healthy nationalism and internationalism”. When discussing the legalization of Hinomaru and Kimigayo as the national flag and anthem of Japan, it is necessary to look into the nationalism that became evident in the 1980s and see to what extent the legalization is connected with it. Furthermore we must discuss whether the legalization would have been possible without the emergence of so- called “healthy nationalism and internationalism”. Thus it is first necessary to discuss and try to clarify the confusing terms of “healthy nationalism and patriotism”. Secondly, we must look into why and how the so-called “healthy nationalism and internationalism” occurred and address the question of why its occurrence was controversial. The field of education seems to be the area of Japanese society where the controversy regarding its occurrence was strongest. The Ministry of Education, Monbushō, and the Japan Teachers' Union, Nihon Kyōshokuin Kumiai (hereafter Nikkyōso), were the main opponents struggling over the issue of Hinomaru, and especially Kimigayo, due to its lyrics praising the emperor.

China protested the visit and moved on, focusing its attention on Chief Cabinet Secretary Abe Shinzo, odds-on favorite to succeed Koizumi as Liberal Democratic Party president and Japan’s prime minister. Abe took the reins of the LDP Sept. 20 and control of the government Sept. 26. China welcomed Abe with the same words it welcomed Taiwan’s President Chen Shui-bian: it would listen to what he says and watch what he does. Meanwhile in Japan, the late Showa Emperor and the LDP’s intra-party search for a successor brought the subject of Japan’s relations with its neighbors and the nature of Yasukuni Shrine to center stage. In August, Abe acknowledged an April visit to the shrine but, contrary to his custom of visiting the shrine on Aug. 15, did not do so this year. Even before taking office, Abe made clear his interest in finding a path to a summit meeting with China. As the fourth quarter begins, Japanese and Chinese diplomats are engaged in exploring various paths to a summit. In particular, Abe has tried to reshape the way Japan conducts its foreign policy, from being responsive to proactive. “A proactive contribution to peace with international principle” or chikyushugi o fukansuru gaiko (diplomacy that takes a panoramic view of the world map) symbolizes his government’s approach, part of an earnest attempt to remain relevant on the international scene even as the country grapples with irreversible trends including population decline and aging. Abe’s February 2013 speech at the Center for Strategic and International Studies during his first visit to Washington DC after returning to power demonstrates his determination to expand (or sustain at a minimum) Japan’s international presence. He spoke at length about his government’s insistence on keeping Japan a “first-rate country” and his desire to ensure that it will play a role as “the guardian of the commons,” contributing to international efforts to uphold rules and norms. Indeed, over 7 years since then, Abe has led his government to attempt to reshape his country’s foreign policy. At the end of his first year in office, Japan’s first-ever National Security Strategy was issued.
