This is the latest volume in a series of works on Japan and its critical security alliance with the United States. In an era when we are focused on the rise of Asian powers and the realignment of geopolitical relationships in Asia, it is important to not lose sight of the central role that Japan, the most advanced economy in Asia, continues to play. From deployments in the Indian Ocean in support of coalition operations in Afghanistan and Iraq to an attempt to enhance the decision-making capability of the country’s leadership, Japan’s national security policies and practices have been trying to respond and adapt to new 21st century missions, after decades of self-imposed constraints on Japan’s external engagements. Ms. Tatsumi’s new book is a unique contribution to our understanding of Japan’s security policy community. It examines the core realities of how security policies are formulated and presented to decision-makers, and implemented once political choices are made. Ms. Tatsumi examines systematically all the key players in the Japanese system: the civilian agencies, the military services, the intelligence community, as well as the legal factors, including the prospects for constitutional reform. Her book concludes with important reflections on how the United States perceives these changes in Japan’s security community, and whether mutual expectations in this key alliance relationship are satisfied. The Stimson Center expresses special thanks to Allan Y. Song and the Smith Richardson Foundation for their support to this project. We hope that this volume will contribute to greater knowledge of Japan and its changing security community, in the interests of devising effective policies that promote peace in the vital East Asian region. Yuki Tatsumi Senior Associate, East Asia Program November 2008 YUKI TATSUMI | 8 YUKI TATSUMI | 1 — INTRODUCTION — hen I began to work on my first edited volume, Japan’s New Defense WEstablishment: Institutions, Capabilities and Implications, in January 2005, expectations had been rising among policymakers in the United States that Japan would be a more engaging actor in international security affairs. Japan, following the 9-11 terrorist attacks in 2001, had made several unprecedented decisions under then Prime Minister Junichiro Koizumi. First, Japan decided to dispatch Maritime Self-Defense Force (JMSDF) vessels for a refueling mission in support of Operation Enduring Freedom (OEF) in November 2001. Then, in March 2002, it dispatch Ground Self-Defense Force (JGSDF) troops to East Timor. Finally, in November 2003, Japan dispatched the Air Self-Defense Force (JASDF) to Kuwait to provide transport support

The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism.

While Japan has a well-established scheme of insolvency laws, there have been few insolvencies of Japanese regulated financial institutions in the past decade. In addition, Japanese courts have considerable latitude in administering insolvency proceedings and rendering decisions. The combination of these factors makes it difficult to predict with certainty the mechanisms for implementing a proposed resolution. International Context Japan is a member of the Group of Twenty (“G20”) and the Financial Stability Board (“FSB”). As such, Japan’s leaders have committed to pursue financial stability, implement international financial standards and undergo periodic peer reviews.1 On November 4, 2011, three Japanese financial institutions were named in the initial group of twenty-nine globally systemically important financial institutions (“G-SIFIs”) identified by the FSB and the Basel Committee on Banking Supervision (“BCBS”).

In this environment, Japan must deftly navigate its relations with its neighbors against a backdrop of growing uncertainties about the international order. Under Prime Minister Shinzo Abe’s leadership, the country has taken unprecedented steps toward “normalizing” its international posture, introduced a new “free and open Indo-Pacific” strategy, bolstered its defenses, and strengthened relations with its ally and security guarantor, the United States. At the same time, Japan has assumed a new leadership role in regional economic and diplomatic initiatives, such as bringing the Comprehensive and Progressive Agreement for Trans-Pacific Partnership to fruition following U.S. withdrawal from the Trans-Pacific Partnership agreement. This Asia Policy roundtable takes stock of Japan’s current political and economic relations with its Northeast Asian neighbors and the United States. Focusing on Japan’s relations with Russia, China, Taiwan, the two Koreas, and the United States, the essays assess Tokyo’s priorities and policies and note salient issues to watch in each bilateral relationship over the next two to three years. Since returning to power in December 2012, Abe has sparked new momentum in Japan’s relations with Russia and has committed to resolving the territorial dispute over the Northern Territories/Kuril Islands.

The “New Growth Strategy” (June 2010, Cabinet decision) and the “Interim Report on Strategies to Revitalize Japan” (August 2011, Cabinet decision) requested the Government to formulate this Program. The Program was determined by the Interagency Parliamentary Secretary Meeting chaired by Hiroshi Ogushi, Parliamentary Secretary of the Cabinet Office. <1st stage> <2nd stage> Doubling FDI stock Doubling FDI to GDP from 2001 to 2006 ratio to around 5% by 2010 2 Three Targets of The Program The Program sets out three targets that are to be achieved by 2020. 1) To Increase the Number of High Value-Added Sites The aim is to increase the number of high value-added sites (Asia Regional Headquarters and research and development facilities) by 30 sites each year by attracting FDI.     Appendix 2 THE NATIONAL ADMINISTRATIVE ORGANIZATION IN JAPAN 1. The Outline of National Administrative Organization National administration is uniformly carried out by the Cabinet and the organizations under the cabinet. The Cabinet, Ministries, Agencies and Incorporated Administrative Agencies (IAAs), etc. function as one organization, at the top of which exists the Cabinet. It is responsible for all the activities of State except legislative and judicial ones. Consequently it is natural that these organizations which take care of national administration should be systematically organized under the Cabinet. As of 2019, the Cabinet Office, 11 Ministries, and the Reconstruction Agency are under the Cabinet. They are national administrative organizations in the proper sense of terms. However, not all the areas of State activities are covered by these Ministries. Incorporated Administrative Agencies and Public Corporations also cover other parts of the activities. One of their purposes is accomplishing enough efficiency and effectiveness in their business with autonomy and legal personalities separated from State.To necessary extent, they are subject to various controls by their competent Ministers. The former, for which more general rules are prepared, amount 87 as of October 1, 2019. Some of them are regarded the same as government offices in terms of quality of their roles, to which are applied statutes concerned. Public Corporations, which now amount 33 as of the same date, are enterprises dealing with different quality business from IAAs. They must be regulated by individual acts of rules, not common rules, unlike IAAs. Thus we can see some types of organizations following policy process from planning to implementation.
