RICHMOND WWTP AND COLLECTION SYSTEM MONTHLY OPERATING REPORT SEPTEMBER 2014 EXECUTIVE SUMMARY General • The treatment plant remains in need of high priority capital improvements for both the grit removal system and electrical infrastructure. Cost estimates and task authorizations have been developed and submitted to the City for these projects. Need for both projects poses critical wastewater treatment reliability concerns. • Construction of the Wet Weather Storage Facility is progressing. Veolia Richmond project staff remains involved in weekly meetings, plan reviews and related oversight activities. WWTP Operations • There were no NPDES permit violations during the month. • There were no blending events during the month. • The monthly bioassay passed with 100% survival of the fathead minnows. • Three phoned in odor complaints were received during September. The first on 9/10 was called in from 221 East Scenic Ave. The caller is a repeat complainant and her call was investigated by staff. The other two calls on 9/9 and 9/29 were from residents considerably distant from the treatment plant and calling about odors from the sewer. Both complaints were investigated and the residents contacted by staff. • There was one north fence H2S alert measured during September. The alert were not linked to any plant activities however it was observed using the handheld calibrated Jerome meter that the stationary meter was not responding to field test results. The meter was referred to the vendor for repairs and then placed back in service. New secondary pump has been ordered and is due on site mid-October. • With new instrumentation and control tech on site, good progress has been made with SCADA updates and checks for reliability. Now working on reliability upgrade for data/communications routing from lift stations. 2 • Wiring on SBS tank farm been completed. • New fan blade for aeration basin 1A is on site with a mid-October timeframe for installation. • Secondary clarifier #1 has been taken out of service for inspections and maintenance. • Maintenance inventory organization is progressing along with reorganization of the maintenance shop. • Roof on admin building is still waiting for estimates and engineering to finish preliminary analysis. Last rain event caused some minor damage to ceilings in hallway, lab, and one office area. Collections Sanitary System Activities ● The City owned fleet of heavy duty collections service vehicles (Vactors, camera trucks, jetter, etc.) are in need of upgrading through replacement. Discussions are ongoing between City and Veolia management staff as to the most effective method to execute the replacement process. ● We completed our annual root foam project of 13,016 feet mostly 6 and 8 inches mainline that have significant roots. ● There were 2 SSOs for the month of September; one category 1 and the other is category 3. ● There were 22 service calls that Veolia handled during the period. 15 calls were attributable to private lateral issues and Veolia staff provided courtesy cleaning in those cases. This month the focus is on installing safety rail and a step ladder for maintenance and safety for future cleaning for the device. ● The connectivity issues on McBryde and Amador was resolved with a field visit which shows that there is no connectivity to the downstream asset. ● The connectivity issues at Yuba and Clinton were resolved with a field visit with the City and Veolia staff.
