There were 40 ethical inquiries lodged and/or worked on during this period, 28 of which have been closed and are listed in later pages. 20 Board meetings were held during that same time period, copies of all approved minutes are attached. During meetings, oral examinations were conducted, which include an emphasis on the ethical code. For this time period the Board issued licenses to 56 psychologists, 2 school psychologists, 2 school psychologist independent practitioners, which is a total of 60 licenses for this time period. Also during this period, applications were approved for 97 supervised psychologists to enter into the supervision for licensure program. In addition, the Board continues to review its rules, Title 17, for future revisions to be submitted to the Legislature. Ongoing business of the Board included processing of quarterly license renewals, annual supervision card renewals for supervised psychologists, quarterly supervision forms, monitoring continuing education for licensees, and continuing education requests. Business also included conducting the national written examination for the professional practice of psychology, evaluating applications for licensure, and assessing reciprocity applications. 5 WEST VIRGINIA BOARD OF EXAMINERS OF PSYCHOLOGISTS Minutes of the August 15, 2005 Board Meeting Main Site - Board Office Conference Call Present: Martin Amerikaner, Ph.D., President; Thomas Stein, Ed.D, Secretary; Robert Childers, M.A., School Psychologist Coordinator; Diane Mufson, M.A., CEU Coordinator; Lane Wagaman, Ed.D.; Supervision Coordinator; and Kathleen Lynch, Administrative Assistant. Absent: Lois Merritt, Lay Member Dr. Amerikaner called the meeting to order at 7:10 PM. #2004-12 Rae A. McGhee v. Glenn Ahava, Ph.D. A discussion took place regarding the contents of this educative letter to be sent to Dr. Ahava. Dr. Stein abstained from this discussion. #2004-11 – This inquiry was reviewed by the Board. The Board will ask that the supervised psychologist and the supervisor appear with the Board at its September meeting. Letters will be sent to cease the type of work that was performed in this inquiry until at least after the meeting with the Board. Motion: Ms. Mufson moved that the Board adjourn, 9:20. Second: Dr. Stein Vote: Unanimous ________________________________________________________________________________ West Virginia Board of Examiners of Psychologists Minutes for the Meeting September 15 and 16, 2005 A-201, 1st Presbyterian Church, Charleston, WV Present: Martin Amerikaner, Ph.D., President; Thomas Stein, Ed.D., Secretary; Robert Childers, M.A., School Psychologist Coordinator; Lois Merritt, Lay Member; Diane Mufson, M.A., CEU Coordinator; Lane Wagaman, Ed.D., Supervision Coordinator; Jeffrey Harlow, Ph.D., Executive Director (10-11); Kathleen Lynch, Administrative Assistant Absent: None Public Present: None Thursday September 15 – Business Meeting Call to Order by Dr. Amerikaner at 5:10 p.m. Past Minutes Approved Motion: Dr. Stein moved that the minutes from June 17, 2005 be approved with noted changes. Second: Ms. Mufson Vote: Unanimous Motion: Ms. Merritt moved that the minutes from August 15, 2005 be approved with noted changes. Second: Ms. Mufson Vote: Unanimous Agenda Items 1. Officer Elections 6 · Motion: Ms. Merritt moved to re-elect Dr. Amerikaner as president and Dr. Stein as Secretary. Second: Ms. Mufson Vote: Unanimous 2. Licensing Law Revision Update · Report by Dr. Amerikaner – Proposal is under consideration by Committees on government organization by both houses. Hearings were conducted in August in Morgantown but the Board was not notified. Kevin Larkin was present at the discussion. The proposal is on the agenda for another interim session in either October or November. 3. Title 17 Changes Discussion · No changes discussed at this time. 4. Development of Oral Guidelines · This document was reviewed and updated. · Friday motion – see below 5. Supervision: Guidelines for approval of supervisor competency · Dr. Amerikaner reviewed the document with the Board. Dr. Wagaman will expand the ideas, see note under Supervision Reports. · Dr. Amerikaner announced that he has contacted WVPA and WVSPA to form an ad hock committee to study issues associated with supervision which will make recommendations concerning qualifications and procedures with supervision. Board representatives on this committee will be Dr. Amerikaner and Dr. Wagaman. 6. ASPPB Code of Conduct Introduction / Other ASPPB topics · Copies of the ASPPB Code of Conduct were given to Board members for review and to be revisited at November meeting. · Dr. Amerikaner will attend Annual Meeting of Delegates in October in Philadelphia and report on this meeting at the Board’s November meeting. · Ms. Lynch reported on the ASPPB changes in EPPP score reporting which will include scores being available twice a month on the ASPPB web page. 7. Web Page Updates · New CE Guidelines to be posted on the web which will replace the 2003 Guidelines. · Disciplinary Actions Report placed on web page · Guidelines for Candidates Preparing for Oral Examinations 8. WVPA Town Hall Content · Discussions took place both Thursday and Friday evenings to determine the content which includes: supervision, new CE guidelines, ethics, and law and rule update. 9. New Business · Board office to add old business and new business headings for future agendas. · Changes discussed for the oral exam demonstrable competency form. Reports Secretary – Dr. Stein · No Report Continuing Education – Ms. Mufson · Motion: Ms. Mufson moved that the Board accept the 2005 CE Guidelines with the noted changes and that the document be posted on the web page. Second: Mr. Childers Vote: Unanimous · Motion: Ms. Merritt moved to pay both Christine Bates and Kathleen Perando, secretaries for the Board CE Coordinator and Board Secretary, for their WVBEP support roles over the past year. Second: Mr. Childers Vote: Unanimous School Psychology – Mr. Childers · Mr. Childers received clarification on school psychology internships. Supervision – Dr. Wagaman 7 · Dr. Wagaman reported that he is working on expanding the supervisor guidelines begun by Dr. Amerikaner. Executive Director – Dr. Harlow · Medicare issue – Dr. Harlow gave a report on the background of the issue and both he and Dr. Stein relayed the information that they had gathered. The Medicare issue is resolved, Master’s level psychologists may be reimbursed for their work for Medicare. · Elizabeth Jennings reports to be submitted at the next Board meeting. · Dr. Harlow to contact the Counseling Board regarding psychological evaluations.
