LOK SABHA ___ SYNOPSIS OF DEBATES (Proceedings other than Questions & Answers) ______ Wednesday, March 15, 2017/ Phalguna 24, 1938 (Saka) ______ OBITUARY REFERENCE HON'BLE SPEAKER: Hon'ble Members, I have to inform the House of the sad demise of Shri B.V.N. Reddy who was a member of the 11th to 13th Lok Sabhas representing the Nandyal Parliamentary Constituency of Andhra Pradesh. He was a member of the Committee on Finance; Committee on External Affairs; Committee on Transport and Tourism; Committee on Energy and the Committee on Provision of Computers to members of Parliament. At the time of his demise, Shri Reddy was a sitting member of the Andhra Pradesh legislative Assembly. He was earlier also a member of the Andhra Pradesh Legislative Assembly during 1992 to 1996. Shri B.V.N. Reddy passed away on 12 March, 2017 in Nandyal, Andhra Pradesh at the age of 53. We deeply mourn the loss of Shri B.V.N. Reddy and I am sure the House would join me in conveying our condolences to the bereaved family. The Members then stood in silence for a short while. > Title: Need to undertake proper maintenance of coaches of all the trains running to and from Kerala and expedite setting up of the sanctioned rail coach factory at Palakkad in Kerala. SHRI K. P. DHANAPALAN (CHALAKUDY): It came to notice that the coaches attached to the trains running through Kerala are very old and worn out ones. A few days before there occurred an incident at Alappuzha Railway Station, coming under Trivandrum Division in which a coach attached to a passenger train separated and broken into two parts while the train halted at the railway station. There were 8 passengers in the coach, and because of mere luck they saved themselves without any injury. In the latest event Amritha express from Trivandrum to Palghat derailed near Changanassery. These incidents point to the bad state of coaches attached to the trains running through Kerala. It is said that most of the coaches attached to passenger trains are even old by 25 years. Increasing of the interval period of maintenance of the coaches and the reduction of the number of staff engaged for checking and maintenance of coaches has also worsened the state of coaches. At present the two railway divisions in Kerala, ie. Palakkad and Trivandrum divisions depend on 3 workshops in Tamil Nadu for maintenance of coaches. There is no workshop at present in Kerala for the maintenance of 2500 coaches owned by Palakkad and Trivandrum divisions. It is very difficult to send the coaches to workshops in Tamil Nadu and to wait indefinitely for bringing it back after maintenance. -

Time to Change! “Railway Time” With the introduction of the railway, travel became faster. With every station keeping its own local mean time, the need for a synchronized time arose. The first railway company to implement a common time for all stations, appropriately named “Railway Time,” was the Great Western Railway in November 1840. By 1847, most railways were using “London Time,” the time set at the Royal Observatory in Greenwich. In 1847, the Railway Clearing House, an industry standards body, recommended that Greenwich Mean Time (GMT) be adopted at all stations as soon as the General Post Office permitted it. On December 1, 1847, the London and North Western Railway, as well as the Caledonian Railway, adopted “London Time,” and by 1848 most railways had followed. Unofficial GMT By 1844, almost all towns and cities in Britain had adopted GMT, though the time standard received some resistance, with railway stations keeping local mean time and showing “London Time” with an additional minute hand on the clock. In 1862, the Great Clock of Westminster, popularly known as Big Ben, was installed. Though not controlled by the Royal Observatory at Greenwich, it received hourly time signals from Greenwich and returned signals twice daily. Standard Time Adopted However, it was not until 1880 that the British legal system caught up with the rest of the country. With the Statutes (Definition of Time) Act (43 & 44 Vict.), Greenwich Mean Time was legally adopted throughout the island of Great Britain on August 2, 1880.
