The U.S. Department of Defense (DoD) has been the primary proponent of war game design since the 1950s. Yet, commercial game designers produced many of the ideas shaping the design of military simulations, both before and after the advent of computer-based games. By the 1980s, the seeds of a deeper collaboration among military, commercial designers, the entertainment industry, and academic researchers in the development of high-end computer simulations for military training had been planted. They built “distributed interactive simulations” (DIS) such as SIMNET that created virtual theaters of war by linking participants interacting with distributed software or hardware simulators in real time. The simulators themselves presented synthetic environments—virtual worlds—by utilizing advances in computer graphics and virtual reality research. With the rapid development of DIS technology during the 1990s, content and compelling story development became increasingly important. The necessity of realistic scenarios and backstory in military simulations led designers to build databases of historical, geographic and physical data, reconsider the role of synthetic agents in their simulations and consult with game design and entertainment talents for the latest word on narrative and performance. Even when this has not been the intention of their designers and sponsors, military simulations have been deeply embedded in commercial forms of entertainment, for example, by providing content and technology deployed in computer and video games. -

Read HVLA's Response to the IRDR
The Air Force’s Independent Racial Disparity Review (IRDR) – A Good First Step Introduction As a military- and veteran-led 501(c)(3) nonprofit organization, the Hispanic Veterans Leadership Alliance (HVLA) is committed to advancing the inclusion of Hispanics throughout the Department of Defense (DoD). HVLA members represent dozens of former senior leaders from all branches and components of the military. We collectively represent over seven centuries of distinguished military and civilian service in the DoD. In reviewing the Air Force’s IRDR published in December 2020, we determined that the report provides an excellent analysis of the issues facing black service members in the Air Force and serves as a model for a much-needed companion analysis of the issues facing the largest minority ethnic group in the Air Force—Hispanics. In its introduction, the IRDR states: • The DAF recognizes other disparities across a range of minority groups are equally deserving of such a review. However, this Review was intentionally surgically-focused on discipline and opportunity regarding black service members to permit a timely yet thorough review that should lead to systemic and lasting change, as appropriate. Nonetheless, lessons learned and insights gained from this Review should benefit broader minority initiatives. (IRDR, p. 1) We concur wholeheartedly with this assessment and believe that while the IRDR focused on the issues facing black service members, there are sufficient additional data regarding comparable issues facing Hispanics in the IRDR itself to justify an immediate comparable deep-dive on Hispanic issues. This paper summarizes those portions of the IRDR that provide specific information regarding Hispanics that must be further examined like black service member issues have been examined in the IRDR. -

In pursuit of low personnel costs, the Marine Corps is unique in its commitment to high enlisted turnover which reduces aggregate experience, proficiency, and stability across the operating forces when compared to the other military services. -

This capability was a crucial factor in maintaining the overall combat power of the Canadian Army Overseas during operations in the last year of war. To support this argument the author examines Canadian wartime primary documents as well as multiple secondary sources. IVEN THE HIGH INTENSITY of combat operations during the GCanadian Army’s period of service in North West Europe (NWE) during the last eleven months of the war in 1944-1945, an effective system of equipment recovery, repair and replacement was essential. -

Group Cohesion Under Stress: An Event-Study Analysis of Desertions in the Civil War∗ Christian Dippely Andreas Ferrara z August 21, 2019 PRELIMINARY - COMMENTS WELCOME Abstract How do groups maintain cohesion under extreme stress? This paper addresses this question through an analysis of desertion rates in the universe of Union Army reg- iments over the four years of the American Civil War. Identification comes from an event-study analysis of the effect of battle deaths on desertion. The identification framework rests on the extant combination of weapons technology and military strat- egy at the time, which raised the Civil War’s mortality rates far above those of pre- vious modern wars, but did not yet include the drawn-out trench warfare typical of later wars. As a result, the majority of battle deaths in the Civil War were incurred in a total of less than twenty atrocious battles, and these battles were brief (typically last- ing a single day) and unanticipated in their ferocity by both sides. We investigate how the effect of these major battles on desertion varied as a function of morale (victory or defeat), units’ homogeneity, units’ ideology, and the characteristics of units’ leaders. This raises the question what it is that makes groups cohesive.
